Additional Description/Analysis
Issue Detail: Sacramento has one of the highest traffic fatalities per population compared to peer California cities. Transportation safety is a community concern. The City has made significant progress towards safety by developing its Vision Zero Action Plan and accomplishing many of the actions outlined in the Plan. The Street Design Standards Amendment Project seeks to accomplish Vision Zero Action 2.1: Update City street design standards to reflect complete streets and designs reflective of crash reduction factors.

Additionally, the City of Sacramento’s draft Climate Action and Adaptation Plan found that 57% of Sacramento’s greenhouse gases are from transportation exceeding that of the state (40%) and the nation (29%). Sacramento is working to proactively encourage more trips by active transportation, transit, and electric vehicles.

In order to realize climate friendly travel choices, the City must update its Street Design Standards to ensure there are realistic options for Sacramentans of all ages and abilities streets to walk, bicycle and use transit.

The City of Sacramento’s existing Street Design Standards are the basis for design decisions made in new growth areas, with infill development, and with street corridor City design projects.

The standards influence development, the built environment, and mobility for decades into the future.

The outcome of this project will be amended Street Design Standards that will be adopted by City Council. Considerations will include:
· Designs to reduce driver speeds (speed one of the most common factors in severe injury and fatal crashes)
· Designs to improve safety for all
· Designs to provide low stress bikeways to and through intersections · Designs to ensure turning drivers see those walking and bicycling · Designs to support efficient transit operations
·
On April 28, 2023, staff released a Request for Proposals (RFP) for consultant services to provide assistance to City staff for the Street Design Standards Amendment Project.

A pre-proposal meeting was held on May 4, 2023, and proposals were due May 23, 2023. One proposal was received from Toole Design Group, and that team was interviewed on July 20, 2023.

established in Policy M4.4.1: Roadway Network Development, Street Typology System.

M 1.2.1 Multimodal choices - The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.

M 1.2.4 Multimodal Access - The City shall facilitate the provision of multimodal access to activity centers such as commercial centers and corridors, employment centers, transit stops/stations, airports, schools, parks, recreation areas, medical centers, and tourist attractions.

M 1.3.4 Barrier Removal for Accessibility - The City shall remove barriers, where feasible, to allow people of all abilities to move freely and efficiently throughout the city.

M 2.1.4 Cohesive and Continuous Network - The City shall develop a pedestrian network of public sidewalks, street crossings, and other pedestrian paths that makes walking a convenient and safe way to travel citywide. The network should include a dense pattern of routes in pedestrian-oriented areas such as the Central City and include wayfinding where appropriate.

M 4.1.2 Balancing Community, Social, Environmental, and Economic Goals - The City shall evaluate and strive to address community, environmental, and citywide economic development goals when adding or modifying streets, roads, bridges, and other public rights-of -way
M 4.2.1 Accommodate All Users - The City shall ensure that all new roadway projects and any reconstruction projects designate sufficient travel space for all users including bicyclists, pedestrians, transit riders, and motorists except where pedestrians and bicyclists are prohibited by law from using a given facility.

M 4.2.2 Pedestrian and Bicycle-Friendly Streets - In areas with high levels of pedestrian activity (e.g., employment centers, residential areas, mixed-use areas, schools), the City shall ensure that all street projects support pedestrian and bicycle travel. Improvements may include narrow lanes, target speeds less than 35 miles per hour, sidewalk widths consistent with the Pedestrian Master Plan, street trees, high-visibility pedestrian crossings, and bikeways (e.g. Class II and Class III bike lanes, bicycle boulevards, separated bicycle lanes and/or parallel multi- use pathways).

M 4.2.5 Multi-Modal Corridors - Consistent with the Roadway Network and Street Typologies established in this General Plan, the City shall designate multi- modal corridors in the Central

City, within and between urban centers, along major transit lines, and/or along commercial corridors appropriate for comprehensive multimodal corridor planning and targeted investment in transit, bikeway, and pedestrian path improvements if discretionary funds become available.

M 5.1.5 Motorists, Bicyclists, and Pedestrian Conflicts - The City shall develop safe and convenient bikeways, streets, roadways, and intersections that reduce conflicts between bicyclists and motor vehicles on streets, between bicyclists and pedestrians on multi-use trails and sidewalks, and between all users at intersections.

The City’s Climate Emergency Declaration (Resolution No. 2019-0465) establishes the following commitment to nearer-term GHG emissions reductions:

Section 2. The City of Sacramento commits to building on existing climate commitments and to taking significant action to sustain and accelerate municipal and community carbon elimination in the short term, with maximum feasible efforts to implement emergency-speed carbon reduction actions towards eliminating emissions by 2030 as much as possible, recognizing that such a goal can only be reached through collaboration with regional partners as well as appropriate financial and regulatory assistance from state and federal authorities.

On November 12, 2019, the City Council adopted the following relevant Guiding Principles for the 2040 General Plan Update (Reso No. 2019-0433):

13. Develop infrastructure to support zero emission transportation and provide viable options for low-income households.

40. Reduce reliance on single-occupant vehicles, prioritize and promote active transportation and, high-occupancy transport.

41. Improve the efficiency of the multi-modal transportation system and plan infrastructure that can flexibly accommodate rapidly emerging modes of transportation.

42. Recognize that traffic deaths and serious injuries are a public health issue and, with a goal of reaching zero traffic by 2027 through the Vision Zero initiative, the City will make safety of human life the City's highest priority, taking proactive, preventative steps.

The work product will qualify for the categorical exemption for feasibility or planning studies for possible future actions which have not been approved, adopted, or funded. It is anticipated that future projects identified in the study may be subject to environmental evaluation under CEQA and possibly the National Environmental Policy Act (NEPA).

Sustainability: Transportation contributes to 57% of Sacramento’s greenhouse gas emission. This effort will focus on street design standards to support walking, bicycling and transit. The plan will improve the experience for those walking, bicycling, and using transit to foster behavioral change throughout the City.

Commission/Committee Action: None.

Rationale for Recommendation: A Request for Proposals for professional services was advertised for the project per City guidelines. One proposal was received by the close of the submittal period.

The submittal was scored by an unbiased selection committee and the consultant team was interviewed by a panel of City employees. Toole Design Group was supported as the preferred consultant team.

Financial Considerations: The Street Design Standards Amendment Project is expected to cost approximately $800,000. There is sufficient funds within the Vision Zero Safety Program (S15184100) to execute the agreement Toole Design Group for an amount not to exceed $570,862 and complete the Street Design Standards Amendment Project.

There are no General Funds planned or allocated for this project.
