Additional Description/Analysis
Issue Detail: California’s Building Forward Library Facilities Improvement Grant program contains $439 million in one-time funds to address life-safety and critical maintenance needs in public library facilities throughout California. This competitive grant program is designed to prioritize funding for projects that address these issues, with a special emphasis on disadvantaged communities. The City of Sacramento has been actively engaged in this program, securing a total of $7.9 million in grant funding during the first round. In the first round, these funds were used to address critical maintenance issues at Central, Belle Cooledge, and Del Paso Libraries and a complete remodel of the Martin Luther King Library.

Building on the success of Round 1, City staff, in collaboration with the Sacramento Public Library Authority, submitted an application for Round 2 of the grant funding. Round 2 of the state’s grant program has allocated $175 million for capital projects specifically geared towards enhancing maintenance, energy efficiency, sustainability, and access within public library buildings. The City of Sacramento has been awarded a grant for $7.2 million to renovate the old Sacramento News and Review (SNR) building into the new North Sacramento Hagginwood Library. In 2021, the City purchased the SNR building with the intent of relocating the North Sacramento Hagginwood Library to the building.

This allocation will play a pivotal role in enhancing the accessibility and quality of library services for the North Sacramento community. It includes relocating the 4,000 square foot library from a leased building located at 2109 Del Paso Boulevard to the 17,000 square foot SNR building located at 1124 Del Paso Boulevard.

All funding for Round 2 of the grant award, including the required local match funds, must be expended by June 30, 2027.

Policy Considerations: This grant would support funding to improve library facilities and services, consistent with the mission of the Sacramento Public Library. It also supports the following General Plan policies:

ERC 3.1.1 Adequate Services and Facilities. The City shall ensure adequate library services and facilities are maintained for all residents.

ERC 3.1.7 Funding. The City, in conjunction with the Sacramento Public Library Authority, shall explore methods of financing new library facilities and expanding and upgrading existing facilities.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): Under the California Environmental Quality Act (CEQA) guidelines, continuing administrative activities such as accepting grant funding does not constitute a project and are therefore exempt from review. Any projects that are awarded grant funding will undergo necessary environmental review.

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: Renovation of the old Sacramento News and Review building into the new North Sacramento Hagginwood library meets the objectives of the grant program and

provides much needed investment in the North Sacramento community.

Financial Considerations:

On October 12, 2023, the City received an intent to award letter for Round 2 of the California State Library’s Building Forward Library Facilities Improvement Program, receiving a grant of $7,245,242.

The grant requires a dollar-for-dollar local match, however staff submitted a Match Reduction Justification Request, and were approved for a match reduction, reducing the required local match to $3,622,615. The City has adequate funding in C15000850 (Measure U Special Revenue Fund 2401) to provide the required $3,622,615 City matching funding.

Local Business Enterprise (LBE): Not applicable.
