RESOLUTION NO. 2023-
Adopted by the Sacramento City Council
December 12, 2023
Contract: Sump 151 Outfall Replacement
BACKGROUND
A. On October 11, 2023, the City opened bids for the Sump 151 Outfall Replacement Project. T&S Construction, Inc. was found to be the lowest responsible bidder in the amount of $3,795,000 and has been chosen to perform construction services for the project.
This project consists of removing and replacing five of the six outfall pipes associated with sump 151 from the pumps to the headwall. The pipe associated with pump 6 was replaced recently and is in good condition. This project will also install a new positive closure device within the levee, which is a requirement that was not in place when the sump station was built. The project will also include traffic control, excavation, backfill, and levee and surface restorations.
B. With this agreement, the current project budget of $3,600,000 will be exceeded. Based on the bid results, the total estimated project budget will be $4,594,800, which accounts for the construction contract, construction contingency, inspection, and staff time.
C. A budget augmentation of $1,000,000 is required to provide sufficient funding to complete the Drainage Sump Replacement/Rehabilitation (R&R) Program (W14130600, Fund 6011) project. A budget transfer in the amount of $1,000,000 from the Storm Drainage Fund (Fund 6011) fund balance to the Drainage Sump R&R Program (W14130600, Fund 6011) is necessary to support the project due to the Storm Drainage Property Fee Fund (Fund 6021) litigation. DOU intends to reimburse the Storm Drainage Fund (Fund 6011) from the Storm Drainage Property Fee Fund (Fund 6021) in the amount of $1,000,000 for this transaction.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
