Description/Analysis
Issue Detail: The Two Rivers Trail Project Phase II Project is intended to provide a link between the Jedediah Smith Trail on the north side of the Parkway, the Sacramento River Parkway, the Sacramento Northern Bikeway Trail, the future Ueda Parkway trails, and the 20th Street bike connection to the Central City.
Environmental review for the project was completed February 2020, and all permitting requirements to start construction have been met.

The Project was awarded $3,333,000 from the 2017 State Active Transportation Program for construction of the Project. On December 8, 2022, the California Transportation Commission (CTC) approved the allocation of $3,333,000 for construction of the Project.
The Project plans, specifications, and estimates for the Project have been completed. See Attachments 2 and 3.
Policy Considerations: The Project is consistent with the City General Plan goals and key policies of promoting safety and enhancing livability, sustainability, and economic vitality. The Project promotes the development of a connected network (General Plan ERC 2.1.2), connections to other trails (General Plan ERC 2.4.3), providing multi-modal choices (General Plan M 1.2.1), and providing a continuous bikeway network (General Plan M 5.1.3). The Project is consistent with the Mobility Element to create a well-connected transportation network through integration of recreation and community facilities with other public spaces. The Project is a near-term goal for the bikeway implementation plan.
The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements, and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on November 30, 2023, in compliance with the City Code.
Economic Impacts: This new infrastructure is expected to create 10.71 total jobs (6.16 direct jobs and 4.55 jobs through indirect and induced actives) and create $1,652,731 in total economic output ($1,041,729 of direct output and another $611,002 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): The City approved an Environmental Impact Report for the Two Rivers Trail Phase II Project on February 4, 2020. The City Council certified an Environmental Impact Report (EIR) and adopted a Mitigation Monitoring Program for the Two Rivers Trail Phase II Project in compliance with CEQA on February 4, 2020 (Resolution No. 2020-0045). Following certification of the EIR, Staff filed a Notice of Determination with the Sacramento County Clerk on February 7, 2020. No further environmental review is required.

National Environment Policy Act (NEPA): The project is funded in part by federal funds. As a result, the project is also subject to the requirements of the National Environmental Policy Act. The California Department of Transportation (Caltrans) is the delegated lead agency for the NEPA documentation. On August 29, 2022, Caltrans approved a Categorical Exclusion for the Project pursuant to the requirements of NEPA.
Sustainability: The Project advances active modes of transportation by designing a Class I multi- use trail that provides improved accessibility to a wide range of users. A vibrant, multi-modal transportation system reduces vehicle miles traveled, helping the City to achieve reductions of greenhouse gas emissions. Transportation accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. This project implements strategies in the City’s Climate Action Plan to reduce vehicle trips and greenhouse gas emissions.
Commission/Committee Action: The Project was presented at the Active Transportation Commission on January 17, 2019, and April 21, 2022. Recommendations, including concerns about overall paved width of the trail and the trail connection at Glenn Hall Park were taken under advisement in the final design.
Rationale for Recommendation: The Project will achieve the following objectives:
· Provide a vital link between the Jedediah Smith Trail on the north side of the Parkway, the Sacramento River Parkway, the Sacramento Northern Bikeway Trail, the future Ueda Parkway trails, and the 20th Street bike connection to the Central City; · Provide alternative transportation access for commuters and residents in the eastern part of the City, Sacramento State University, Central City, North Sacramento, East Sacramento, and Richards Boulevard area;
· Provide opportunities for educating trail users through interpretive signage, establishing a connection to the river, and the Parkway;
· Provide an acceptable project to all authoritative agencies; · Complete the project in a manner that minimizes environmental impacts, given the proposed project’s location within the environmentally sensitive Parkway; and · Design trail access points to comply with state and federal accessibility requirements.

The Two Rivers Trail Phase II Project was advertised for construction, and three (3) bids were received October 25, 2023. The results of the bids are summarized below:

The Engineer’s Estimate was $2,500,000. The lowest bidder met all required bid conditions. Staff recommends that the construction contract be awarded to the lowest responsive and responsible bidder, Martin Brothers Construction. Construction is anticipated to begin January 2024, and be completed November 2024.
Financial Considerations: The total estimated cost of the Two Rivers Trail Phase II Project (K15125000) including completing the design, environmental mitigation, construction, and construction support is approximately $7.1 million. There is sufficient funding within the Two Rivers Trail Phase II Project (K15125000) to complete all remaining tasks for the construction of the Project.
Local Business Enterprise (LBE): The contractor, Martin Brothers Construction, is an LBE.
