Issue Detail: On August 30, 2022, Councilmember Schenirer asked staff to research the viability of a youth advisory position to the Sacramento City Council. On September 6, 2022, the City Council passed a motion approving the City Clerk’s Log of Councilmember Pending Requests moving the request to the City Manager’s Follow Up Log (CFUL). Once on the CFUL city staff researches, analyzes, coordinates, executes, and follows up with Council on each item, when appropriate.

On December 6, 2022, the City Council adopted Resolution No. 2022-0387 directing the City Manager’s Office to establish the position of Youth Advisory Liaison (YAL) to the City Council, within the Office of Youth Development, and to establish a selection process for selecting the YAL. The Resolution also directs staff to review and make recommendations to the City Council regarding potential staffing support for, and a stipend to the YAL.

Ultimately, the Resolution was adopted with an amendment further directing staff to report back on a timeline for implementation, as well as the viability of adjusting the age-range for the YAL from between 18-24 to 16-24. This Staff Report represents staff’s response to the latter direction.

On March 7, 2023, the City Council reviewed a staff report containing possible implementation timeline and budget and provided direction regarding the same; provided direction regarding final age-range of a Youth Advisory Liaison; and the City Council referred the item to the Personnel and Public Employees (P&PE) Committee for implementation recommendations.

On August 15, 2023 a proposal was submitted by Councilmembers Kaplan and Talamantes, was reviewed by the Mayor (in consultation with the City Manager, City Attorney, and City Clerk) on August 23, 2023, and was referred to the P&PE Committee for consideration.

On September 19, 2023 the P&PE Committee met to discuss the creation of Youth Advisory Liaison to the City Council and consider the councilmember proposal to amend resolution 2022-0387 (Creation of Youth Advisory Liaison to City Council) to create Sacramento Youth Voice.

The P&PE Committee passed a motion directing the appropriate council appointive officer to commence work on the councilmember proposal with committee members and to forward the item to the City Council for consideration without further review by the Committee.

On November 29, 2023 a proposal was submitted by Mayor Pro Tem Vang and Mayor Steinberg, was reviewed by the Mayor (in consultation with the City Manager, City Attorney, and City Clerk) on November 30, 2023, and was referred to the City Council for consideration.

Description/Analysis
Issue Detail: A cursory review of the City Councils in 8 major cities across the nation (New York, Boston, Philadelphia, Washington DC, Miami, Dallas, Chicago, Los Angeles) revealed that none have a youth advisory position, held by an individual who is 18-24 years old, to their legislative body. In the Sacramento region, the only governing bodies that have a seated youth member, generally a high school student, are the school districts. Four of the 7 districts serving Sacramento youth have student members on their Boards of Education.

Councilmember Jay Schenirer hereby seeks to create a position that will further elevate the voice of the City’s youth by providing a high profile, transparent, and direct channel between youth and the City Council.

Policy Considerations: The National League of Cities (NLC) has worked with local governments to

engage young people intentionally and authentically in public policy, planning, and decision-making.

Through this work, the NLC found that, when civic leaders and elected officials intentionally engage youth in their communities, young people’s participation, and their encouragement of peers to do the same, increases. Moreover, the NLC has observed the following benefits resulting from meaningful and authentic youth engagement:
· Budget savings and revenue generation;
· Increased support for city initiatives;
· Improved policies and programs for youth;
· Identification as a youth-friendly community; and
· Improved indicators of well-being among youth.

It is in the City’s interest to recognize that youth are an important part of its systems and communities and that youth perspectives will lend new understanding of the intimate aspects of proposed policies.

Although the City has the Sacramento Youth Commission (SYC) in place, not all issues that ultimately reach the City Council that have an impact on youth are reviewed by the SYC. The creation of the Youth Advisory Liaison, held by an individual under the age of 24, institutionalizes the ability of City Council to better understand how proposed policies impact its young people and the future adult citizens of the City.

To demonstrate the City’s commitment to the engagement of youth voice at a significant policymaking level and to recognize the benefits of doing so, a Resolution for the Creation of Youth Advisory Liaison to the City Council (Resolution) will be considered by the City Council for approval. The Resolution provides that the Youth Advisory Liaison will:
· Attend regularly scheduled City Council meetings, except closed sessions or quasi-judicial proceedings, to be available to City Council to provide advice on any matters relating to youth; · Have a designated seat at the dais;
· Receive the City Council agenda at the same time such material is provided to Councilmembers; and
· Be invited to attend staff briefings offered to Councilmembers, except those briefings relating to closed session, quasi-judicial proceedings, personnel or labor matters, or any matters that are otherwise privileged.

The Youth Advisory Liaison will also present a report to the Sacramento Youth Commission, on matters presented to City Council related to youth, no less than once per calendar year or more frequently if necessary.

Page 2 of 4 ends

File ID: 2022-02102 12/6/2022 Discussion Item 23.

To ensure the success of the Youth Advisory Liaison, City staff will review and make recommendations to the City Council regarding potential staffing support for, and a stipend to, the Youth Advisory Liaison.

The selection of the Youth Advisory Liaison will be similar to the process for selecting City commissioners and will include a role for the Sacramento Youth Commission. Applicants for the Youth Advisory Liaison position must be between the ages of 18-24 at the time of appointment and have experience with at least one of the following criteria:
· Participating in a youth leadership program sponsored by the City of Sacramento, the County of Sacramento or a Joint Powers Authority located within the County of Sacramento; · Participating in a leadership skill-building program, through a multi-session curriculum, presented by a community-based organization located within the City of Sacramento; or · Attending and making public comment at a minimum of 3 Sacramento Youth Commission or 3 Sacramento City Council meetings, within the 12 months prior to appointment.

Economic Impacts: Not applicable.

Environmental Considerations: Not applicable.

Sustainability: Not applicable.

Commission/Committee Action: On November 15, 2022, the City Council directed the Sacramento Youth Commission (SYC) to review a proposal for a youth advisory position on the City Council and report back to the City Council with their feedback and recommendations. Since that directive from City Council, a Resolution based on the prior proposal for the creation of a Youth Advisory Liaison to the City Council has been drafted. The SYC has been directed to review the proposed position and provide feedback to the City Council.

Rationale for Recommendation: Creating a Youth Advisory Liaison to the City Council is in the City’s long-term interest. By deepening the engagement of young people in the City’s policymaking, the City is creating a new cadre of civic leaders. Moreover, there are multiple benefits documented by the NLC that result when youth are intentionally and authentically engaged in a locality’s policymaking and planning efforts.

Financial Considerations: It is anticipated that the proposed position will be associated with expenditures in the form of a stipend and/or training allowance and potential staffing support as staff continue to review these considerations.

Local Business Enterprise (LBE): Not applicable.

Policy Considerations: Given that this unique position will be advisory to the city council and will provide report(s) directly to the Sacramento Youth Commission (SYC) the City Manager recommends that the City Clerk’s Office take the lead in recruitment efforts and selection processes, similar to the recruitment and selection processes used for recruiting and recommending commissioners.

Estimated Implementation Timeline
The following estimated implementation timeline was established to provide a framework for moving forward. The below is subject to change in light of budgetary, scheduling, and other administrative adjustments.

January 2024 Term Begins

November 2023 Council Confirmation
October 17, 2023 P&PE
August-September 2023 Recruitment
June 2023 SYC Reports to Council

April 2023 SYC Provides Input to the City Clerk’s Office on Recruitment and Selection Processes
March 2023 Finalization of Age Range Determination
March, 2023 Update to Council (City Clerk/CM Vang)
Considerations Regarding Age Range of Youth Liaison/limitations on Minor Participation All minors under 18 years of age must have a permit to work. (Cal. Ed. Code §§ 49110, 49111, 49160; Cal. Lab. Code § 1299.)
Further, a minor between the ages of 16 and 17 must have completed 7th grade in order to work while school is in session. (Cal. Ed. Code § 49112.) While school is in session, such an individual is limited to working 4 hours per day on a school day, and 8 hours on a non-school day, for a total of 48 hours worked, per week. (Cal. Ed. Code §§ 49112, 49116; Cal. Lab. Code § 1391(a)(3)-(4)(A).) Work hours are generally limited to those between 5am - 10pm, except that an individual may work until 12:30am on an evening preceding a non-school day. (Cal. Lab. Code § 1391(a)(3).) Exceptions to these restrictions are limited and primarily apply to vocational and work experience education participants, as well as to specialized workers such as those designated as “messengers” or “personal attendants”. (See Cal. Ed. Code §§ 49131, 51760; Cal. Lab. Code §§ 1297, 1295.5(b), 1391(a)(4)(A)-(B), 1391.1; Cal. Code Reg., Title 5, § 10070-75.) Violations of these laws may result in the imposition of criminal penalties. (See e.g. Cal. Lab. Code § 1392.)

Economic Impacts: The cost of Youth Liaison to Council position will depend on whether the position receives a stipend similar to members of Sacramento Youth Commission who are paid a stipend of $50 per meeting or receives a yet to be determined salary as a city employee.

Additional Council Considerations
In addition to a final determination on the age range of the youth, there are a number of decisions for the City Council to make. Those items include such things as stipends, method of participation in council matters including agenda items, reporting structure, and potential amendments to council rules of procedures. These matters will be reviewed by the Council’s P&PE Committee, with recommendations back to the Council.

Staffing Support
Staffing support to be reviewed as part of the work of the P&PE Committee.

Environmental Considerations:

California Environmental Quality Act (CEQA): This report concerns administrative activities and governmental fiscal activities that do not constitute a “project” as defined by the CEQA Guidelines Sections 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA (CEQA Guidelines § 15060(c)(3).)
Sustainability: Not Applicable.

Commission/Committee Action: The City Manager’s Office was directed to establish a selection process similar to the process for selecting City commissioners and which shall include a role for the SYC, via the previously adopted Resolution. Further, on December 6, 2020 the City Council directed the SYC to further report back to the City Council. The SYC will meet for the first time this calendar year, on March 6, 2023.

Rationale for Recommendation: Not Applicable.

Financial Considerations: The YAL shall be paid for using General Funds.

Local Business Enterprise (LBE): Not Applicable.

MEMORANDUM
DATE: March 6, 2023
TO: Mayor Steinberg and Members of the City Council
FROM: Mayor Pro Tem Mai Vang, District 8 Councilmember
SUBJECT: RESPONSE TO REPORT-BACK ON THE YOUTH LIAISON TO CITY COUNCIL

This memo is written to provide Mayor Pro Tem Mai Vang’s feedback and recommendations to staff’s report back on the Youth Liaison to City Council approved by Council on December 6, 2022.

Age Range:

We support the final age-range of the Youth Advisory Liaison (YAL) be adjusted to 16-24 years old to expand the opportunities for youth under the age of 18 years old to actively participate in decision-making processes that would have otherwise only been available upon turning 18 years old. The amendment to lower the age to 16 was included in the official vote taken by City Council on December 6, 2022.

Implementation:

As stated in Resolution 2022-0387 (Section 1), we support the commitment to ensure the YAL is established and supported within the Office of Youth Development. Like the Office of Youth Development, the YAL’s focus is on policy, and due to the specialized nature of the position, will require not only content-specific support but also a high-quality youth development experience. Furthermore, the Office of Youth Development must have sufficient capacity to provide the required support for this individual to successfully fulfill their duties for the City Council. Finally, the Youth Development Policy Manager should be consulted and included in the overall implementation.

Sacramento, California 95814-2604
Office: (916) 808-7008 | Email: [email protected] With this work being unchartered territory, we believe that P&PE should play a leadership role in the development and presentation to Council for approval of the full implementation plan.

We would also like to recommend that, in the recruitment process and selection of the YAL, the role of Sacramento Youth Commission (SYC), go beyond simply providing input to the City Manager and City Clerk but rather includes meaningful engagement for the SYC in the implementation activities including but not limited to:

• Providing input on the YAL job description;
• Assisting with the design and conducting of community outreach to youth in the City of Sacramento for applicants;
• Reviewing and selecting applicants to be forward to the Personnel and Public Employees Committee (P&PE) for recommendation and approval by the City Council; and • Recommending frequency of report-backs to SYC by the YAL.

We also suggest that staff should explore the efficiencies that might arise from having the Office of Youth Development support both the YAL and the three young people who serve on adult-led City Commissions. The type of support that is required for both is very similar if not almost identical.

Lastly, we recommend that the executive committee of the City Council (Mayor, Vice Mayor and Mayor Pro Tem) be the direct liaisons to the YAL for additional mentorship and policy support to ensure City’s overall strategic vision.

Participation:

As stated in Resolution 2022-0387 (Section 2), the YAL will attend regularly scheduled City Council meetings, except closed sessions or quasi-judicial proceedings, to be available to City Council to provide advice on any matters relating to youth.

Office: (916) 808-7008 | Email: [email protected] Timeline:

We support the following timeline in the staff report. We recommend that the City Clerk convene a working group of SYC commissioners after the SYC meeting in April 2023, to gather further input on the YAL implementation proposal for P&PE review. As stated above we hope to see P&PE and SYC working closely together.

January 2024 Term Begins
December 12, 2023 Onboarding
November 2023 Council Confirmation
October 17, 2023 P&PE to review applicants
August-September 2023 Outreach and recruitment for YAL
June 2023 P&PE and SYC to present implementation plan to Council for final approval
April 2023 P&PE to review draft proposal
April 2023 SYC Provides Input to the City Manager’s Office on Recruitment and Selection Processes
March 2023 Finalization of Age Range Determination
March 2023 Update to Council (City Manager/Vang)

Budget Considerations:

We support the funding allocation for the Youth Advisory Liaison as a stipend to allow flexibility and align with the practice of compensation of individuals serving on other City Commissions but at an increased amount due to the frequency of meetings (see prospective chart below).

Stipend should include the technology and travel allowances to/from City Council Meetings.

COUNCILMEMBER PROPOSAL REQUEST SUBMISSION
Process as outlined in the Council Rules of Procedure, Chapter 12.

Submission Date: 8/15/2023

SUBJECT (brief summary): Request to Amend Resolution 2022-0387 (Creation of Youth Advisory Liaison to City Council) to create Sacramento Youth Voice

Councilmember Sponsor: CM Lisa Kaplan and CM Talamantes Assigned Council Staff Members: Mateo Ramirez-Mercado and Scott Brennand

Proposal Summary/Recommendation (Provide a brief description of the proposal):

Request to Amend Resolution 2022-0387, passed by city council on December 6, 2023, to further accomplish the goals of increasing the youth voice in city government. Amend resolution to declare the Sacramento Youth Commission as the official youth voice of Sacramento, as recommended by the Sacramento Youth Commission, and replace the Youth Advisory Liaison to the City Council and instead establish a youth position on each board and commission where legally viable as the official youth advisory liaison on all matters of jurisdiction within the City to further elevate the voice of the City’s youth by providing high profile and transparent for voices of all youth to be heard. This action would increase the leadership and voice of youth from 1 position as a liaison to the city council to over 14 youth voices on boards and commissions.

Rationale for Recommendation (Identify the issue(s) that this proposal will address):

The City of Sacramento embraces and believes that young people must have a voice in society; moreover, Sacramento welcomes and values the important perspective of young people in our community. Bringing the youth voice to every board and commission where legally viable will bring about greater change, where the youth can represent their interests and desires to every subject matter within the jurisdiction of the City. By adding a youth voice to every board and commission, the City of Sacramento will increase the pipeline of youth leaders as part of its ongoing commitment to supporting youth within the City of Sacramento from 1 position in leadership to 14.

4-Councilmember Proposal Request Submission
Description/Analysis
Issue Detail: On August 31, 2022, the City Council directed staff to research the viability of a youth advisory position to the Sacramento City Council. On December 6, 2022, the City Council adopted Resolution No. 2022-0387 directing the City Manager’s Office to establish the position of Youth Advisory Liaison (YAL) to the City Council, within the Office of Youth Development, and to establish a selection process for selecting the YAL. The Resolution also directs staff to review and make recommendations to the City Council regarding potential staffing support for, and a stipend to, the YAL.

Ultimately, the Resolution was adopted with an amendment further directing staff to report back on a timeline for implementation, as well as the viability of adjusting the age-range for the YAL from between 18-24 to 16-24. This Staff Report represents staff’s response to the latter direction.

On March 7, 2023, the City Council reviewed a staff report containing possible implementation timeline and budget and provided direction regarding the same; provided direction regarding final age-range of a Youth Advisory Liaison; and referred to the Personnel and Public Employees (P&PE) Committee for implementation recommendations.

Additional considerations for P&PE deliberation:
· Age range of Youth Advisory Liaison/limitations on minor participation. · Stipend and budget.
· Method of participation in council matters including agenda items. · Reporting structure and staffing support needed.
· Potential amendments to the City Council Rules of Procedure. · Applicant and appointment process.
· Timeline for appointment.
· Sacramento Youth Commission (SYC) involvement in creation, recruitment, and appointment process.
· Term of office.
· Removal considerations and process.

The attached proposal number 2023-012 was subsequently submitted by Councilmembers Kaplan and Talamantes on August 15, 2023 and was reviewed by the mayor, in consultation with the city manager, city attorney, and city clerk, and is being referred to this city council standing committee for consideration.

Policy Considerations: Given that this unique position will be advisory to the City Council and will provide report(s) directly to the Sacramento Youth Commission (SYC) the City Manager recommends

that the City Clerk’s Office take the lead in recruitment efforts and selection processes, similar to the recruitment and selection processes used for recruiting and recommending commissioners.

Economic Impacts: The cost of Youth Advisory Liaison to Council position will depend on whether the position receives a stipend similar to members of Sacramento Youth Commission, who are paid a stipend of $50 per meeting, or receives a yet to be determined salary as a city employee.

Environmental Considerations:

California Environmental Quality Act (CEQA): This action is not a project that is subject to CEQA because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines §15378(b)(5).) Sustainability: Not applicable.

Commission/Committee Action: The Sacramento Youth Commission (SYC) met on May 1, 2023, and provided the following feedback on recruitment strategies and qualifications:

Recruitment Methods
· Social Media (City, CBO’s & Partners, Schools, etc.). · School related communication apps (Remind, Google Classroom, etc.). · Utilize SYC as a point of reference for those who may be interested in this position. · Involve demonstrated youth leaders that are passionate about leadership and the city.

Locations of Recruitment
· On campus recruitment including (high schools and college campuses). · Target clubs and extracurriculars (ASB, Key Club, etc.).

Target Organizations
· City partners and CBO’s that oversee youth.
· Schools.

Important Qualification for YAL to Possess
· Have a good understanding of City Council by proven experience or by research. · Have a basic understanding of the laws and inner workings of City Council. · Background in neutrality and leadership including community involvement. · Consider diversity so someone can represent a larger group of people within the community. · Clarity and good understanding of what the position will entail. · Engage high school youth to ensure the selected applicant will be able to complete the full term.

Page 3 of 4 ends

File ID: 2023-01214 9/19/2023 Discussion Item 7.
· Documented civic engagement experience.

Miscellaneous Comments and Notes
· YAL should be open to youth ages 16-24.
o Demonstrates that Civic Engagement is important and it directly impacts the age range. · It is important to move the YAL work forward.
· Sacramento Youth Commissioners would not have the capacity to take on this position and provide in-depth recommendations as the YAL would.
· Involve Summer @ City Hall participants.

915 I Street – Fifth Floor, New City Hall
Sacramento, California 95814-2604
Office: (916) 808-7008 | Email: [email protected] With this work being unchartered territory, we believe that P&PE should play a leadership role in the development and presentation to Council for approval of the full implementation plan.

We would also like to recommend that, in the recruitment process and selection of the YAL, the role of Sacramento Youth Commission (SYC), go beyond simply providing input to the City Manager and City Clerk but rather includes meaningful engagement for the SYC in the implementation activities including but not limited to:

• Providing input on the YAL job description;
• Assisting with the design and conducting of community outreach to youth in the City of Sacramento for applicants;

915 I Street – Fifth Floor, New City Hall
Sacramento, California 95814-2604

SUBJECT (brief summary): A resolution directing the City Clerk’s Office to create and implement the position of Youth Advisory Liaison to the City Council

Councilmember Sponsor: Mayor Pro Tem Mai Vang & Mayor Darrell Steinberg

Assigned Council Staff Member:
• Asialyn Lee [email protected]

• Nicole Cuellar [email protected]

Proposal Summary/Recommendation (Provide a brief description of the proposal):

It is in the City’s interest to recognize that youth are an important part of its systems and communities and that youth perspectives will lend new understanding of the intimate aspects of proposed policies.

Although the City has the Sacramento Youth Commission (SYC) in place, not all issues that ultimately reach the City Council that impact on youth are reviewed by the SYC. The creation of the Youth Advisory Liaison, held by an individual between the ages of 16-17 (at time of appointment), institutionalizes the ability of City Council to better understand how proposed policies impact its young people and the future adult citizens of the City.

To demonstrate the City’s commitment to the engagement of youth voice at a significant policymaking level and to recognize the benefits of doing so, an updated Resolution for the Creation of Youth Advisory Liaison (YAL) to the City Council (Resolution 2023-XXXX) will be considered by the City Council for approval.

This updated resolution includes the feedback from the Sacramento Youth Commission from their April 3, 2023 meeting. SYC’s full recommendations can be found in their 2023 Annual Report.

Resolution and memo with implementation details are attached.

Rational for Recommendation (Identify the issue(s) that this proposal will address):

Creating a Youth Advisory Liaison to the City Council is in the City’s long-term interest. By deepening the engagement of young people in the City’s policymaking, the City is creating a new cadre of civic leaders. Moreover, there are multiple benefits that result when youth are intentionally and authentically engaged in a locality’s policymaking and planning efforts.

Do any of the following Council Policy Considerations apply? If so, give a brief explanation:
☒ DEI: This proposal will center, elevate, and integrate the diverse voices of Sacramento’s youth in the policymaking process.

☒ Climate Action: Climate change impacts everyone, but young people are most impacted by policy decisions on climate action made by today’s adults. Elevating the voices of young people must be priority in order to inform City policies that will protect their futures and our planet.

Financial Considerations:

The resolution calls for a stipend for the Youth Advisory Liaison that aligns with the practice of compensating individuals serving on other City Commissions and that reflects an increased amount due to the frequency and types of meetings (see attached budget). Stipend should include the technology and travel allowances to and from City Council Meetings.

MEMORANDUM
DATE: November 28, 2023
TO: Members of the City Council
FROM: Mayor Pro Tem Mai Vang, District 8 Councilmember; Mayor Steinberg; Leo Hsu; Kimora Morley SUBJECT: IMPLEMENTATION PLAN FOR THE YOUTH ADVISORY LIAISON TO CITY COUNCIL

This memo is written to provide recommendations for the implementation of the Youth Advisory Liaison.

Overview
The Youth Advisory Liaison was created to elevate youth voice in the City’s decision-making process.

This position was never intended to represent all Sacramento youth on matters related to young people only; rather, the position provides a direct channel to City Council for the communication of a youth perspective about all new policies that are being considered for adoption and how these policies might impact a young person.

Age Range
We support the final age-range of the Youth Advisory Liaison (YAL) being adjusted to 16-17 years old at the time of appointment to actively participate in decision-making processes. We continue to recommend the age range include TAY (Transitional Aged Youth) and would support the an age range of 16 - 22 years old to reflect the Sacramento Youth Commission. However, City Council and P&PE Committee discussions have focused on lowering the age of eligibility to 16 years old and limiting the age to those under the age of 18 (and thereby ineligible to run for office). Thus, applicants should be 16 - 17 years old. An appointee who is 17 years old at the time of appointment, but has a birthday during their term, may complete their full term.

Participation
As stated in Resolution 2023-XXXX (Section 2), the YAL will attend regularly scheduled City Council meetings, except closed sessions or quasi-judicial proceedings, and will be available to City Council to provide advice on any matters relating to youth.

Method of participation in Council matters including agenda items Resolution 2023-XXX states that the appointee shall attend all City Council meetings except closed sessions and quasi-judicial hearings. The appointee will have a designated seat on the dais. The

915 I Street – Fifth Floor, New City Hall
Sacramento, California 95814-2604
Office: (916) 808-7008 | Email: [email protected] appointee shall abide by all City Council Rules of Procedure when in attendance at City Council meetings.

Resolution 2023-XXXX also allows the appointee to participate in agenda-related briefings except those briefings related to closed sessions, quasi-judicial proceedings, personnel and labor matters, and any matters that are otherwise privileged.

If at any time during a City Council meeting the appointee feels unsafe or that they are being harassed by members of the public, the appointee may:
• Approach or send a message to the presiding officer to express that they feel unsafe and/or harassed;
• Approach or send a message to the Decorum Officer to express that they feel unsafe and/or harassed; and/or
• Leave the City Council chambers and return when the individual(s) causing the appointee to feel unsafe and/or harassed have ended their comments to City Council.

Reporting structure and staffing support needed
While the City Manager has delegated responsibility for implementation to the City Clerk’s Office, the primary source of support should come from the Department of Youth, Parks & Community Enrichment (YPCE), specifically from staff who support the Sacramento Youth Commission due to their expertise in working with Youth Commissioners, and from staff in the Office of Youth Development (OYD) whose policy expertise aligns with the primary function of the Youth Advisory Liaison of addressing proposed City policies that may impact young people. Key to the appointee’s having a positive youth development experience and their ultimate success will be the designation of one individual in YPCE or OYD who will act as the appointee’s point of contact for all matters related to the position.

The appointee will need a significant amount of staff support including, but not limited to, the following:
• Initial training on City Council Rules of Procedure, parliamentary procedure, logistics/ technology of sitting on the dais;
• Meeting preparation that involves a detailed review of the meeting agenda and related staff reports;
• Access to department staff to answer questions that arise from any agenda-related briefings attended by the appointee; and
• Access to resources for self-care and mental wellbeing.

Application and appointment process
The application process will be managed by the City Clerk. The City Clerk will implement an application process that mirrors that of other City Commissioners. The City Clerk will screen applications for basic

915 I Street – Fifth Floor, New City Hall
Sacramento, California 95814-2604
Office: (916) 808-7008 | Email: [email protected] eligibility as is the procedure for all applicants for other City Boards and Commissions. The selection process is outlined in detail below and includes a role for the Sacramento Youth Commission.

To ensure that each Council District is represented in the appointments, the eligibility requirement of geographic location will alternate annually between Council Districts 1, 2, 3, 4 and Council Districts 5, 6, 7, 8. The City Clerk is required to maintain a record of the Council District represented each year and to provide this record to the Sacramento Youth Commission annually. The City Clerk will work with the Sacramento Youth Commission to conduct extensive outreach to eligible applicants in the four Council Districts that are eligible in that application cycle.

The City Clerk will then forward all eligible applicants to the Sacramento Youth Commission. The Sacramento Youth Commission will review all eligible applicants against the requirements for the position and recommend an applicant who will be considered by the full City Council for approval. The City Clerk and Department of Youth, Parks, and Community Enrichment will support the Sacramento Youth Commission throughout the selection process.

Youth Commission involvement
The Sacramento Youth Commission’s role in the applicant and appointment process should include the following:
• Providing input on the description of the position’s responsibilities shared with potential applicants;
• Assisting with the design and conducting of community outreach to eligible youth to apply; • Reviewing and selecting applicants for review and approval by City Council for appointment; and • Instituting a standing agenda item for the YAL to report to the Sacramento Youth Commission at every business meeting of the Commission.

Term of Office
Appointee will serve a one-year term.

Budget Considerations
We support the following prospective annual budgeted cost breakdown, which includes a stipend for the Youth Advisory Liaison that allows for flexibility and aligns with the practice of compensating individuals serving on other City Commissions. It will be at an increased amount due to the frequency and types of meetings (see prospective chart below). Stipend should include the technology and travel allowances to and from City Council Meetings.

City of Sacramento Page 4 of 8

During Business Meetings in 2022, SYC deliberated and forwarded the following recommendations during the 2022 year.

• Recommendation: Review and comment on the Violent Crime Reduction Strategy

o City PD should be looking holistically at what can be done to reduce violence. Consider starting at what can be done as early as 5 all the way to adulthood.

o Have license mental health professional on all school campuses.

o Include wrap around services to keep people off the streets.

o Surveys data should be collected by a third party not PD staff.  The community will not be very receptive to PD knocking on their front door asking to talk with them and data will not be the most accurate.

o Increase community resources rather than solely collecting survey data.

o In addition to the buyback program, do something with the metal.

o Community based Orgs and/or Mental Health Professionals should conduct the surveys.

o Sac PD and mental Health organizations should be working with the families that are victims of violent crimes to acknowledge the emotional and traumatic impact of violent crimes.

• Recommendation: Review and comment on the Citywide Youth Development Plan

o Broaden age range to include youth 20-24 for the Sac Youth Work program.

• Recommendation: Review and provide feedback on City’s 2023 State and Federal Legislative Platform

o More funding should be put towards youth education due to COVID learning loss.

o Increase Cultural awareness training.

o Increase in gun control education on school campuses with a youth lense.

o The city should uplift equitable measures for schools at all levels (funding, diversity, resources).

o Continue access to COVID vaccination and Covid information.

o Share information on women’s right to abortion and how women can access it.

o Ensure youth can pre-register to vote and know how to vote. o Increase programming for youth transitioning from high school to the workforce.

Sacramento Youth Commission Annual Report 2023
City of Sacramento Page 5 of 8
o Increase the mention of limiting the use of vaping and tobacco use in the platform.

o People with T.P.S should be included in the protected groups.

• Recommendation: Review and comment Parks Plan 2040 Update

o Invest in neighborhood parks that are already in the neighborhood, not in the building of new parks.

o Increase Park safety and accessibility.

o Include sports courts and fields at parks.

o Host more community, school, and social events at neighborhood parks.

o Increase skate park accessibility.

o Increase Park equity though out the city – some parks are better cared for and have more things to do across the city.

o Include Wi-Fi at park locations and Rec centers.

o Incorporate Park activities for older youth (teens) to engage in – I.e. Rock Climbing wall

o Make play structure larger so bigger children and youth can participate.

o Plant more trees so that there is increased shade.

• Recommendation: Review and provide feedback: 1) Review the Resolution for the Creation of Youth Advisory Liaison to the City Council. 2) report feedback on the Resolution for the Creation of Youth Advisory Liaison to the City Council to City Council at open session on December 6, 2022

o In the future implement a youth seat that has the power to vote.

o Increase age to 22 at time of appointment.

o Funding for the Y.A.L should be reflective of the holistic view that they will offer of the whole city – not just a district perspective.

o This position should not be stipend – it is more like a part time job.

o The Y.A.L should have more interaction with SYC than annually.

o Review the proposed hour commitment assigned to this role and consider revision. 2022 Commission Resources

2023 Projects, Priorities, and Objectives for Consideration

In addition to required work assigned by the City Council, responsibilities surrounding the partnership with the Measure L Oversight Commission, staff recommends the Sacramento Youth Commission adopt a commitment to take up a maximum of three (3) areas of focus for the remainder of 2023. Below are the three (3) recommended focus areas, ideas, goals, and possible workgroups. The areas of focus are based upon feedback from commissioners and past projects. In addition, feasibility was also taken into consideration when providing these recommendations.

• Sacramento Youth Voice – A citywide outreach effort to promote Sacramento Youth Commission as the official youth voice of Sacramento. Recommend that commissioners create and promote a channel of outreach, collaboration, advocacy, and leadership. In turn, providing citywide youth with a channel to project youth voice.

Projects may include podcasts, newsletters, town hall sessions, application and/or technology development to create a direct channel of communication, etc.
o Possible Workgroups: marketing, project development, outreach, resource development, etc.

OUTCOMES: promote the Sacramento Youth Commission as the official youth voice of Sacramento and provide youth a platform to be heard. Increase youth engagement through social media, outreach events, and generating feedback.

COMMUNITY BENEFITS: Youth will have an outlet to express their ideas, concerns, and develop a network of like-minded peers to make meaningful recommendations, change, and brainstorm ideas for the future of Sacramento.

METRICS OF EFFECTIVENESS: Larger participation in Sacramento Youth Commission business meetings, attendance at outreach events, and open dialogue through multiple outlets including but not limited to, social media, email, direct feedback, business meeting comments, newsletters, etc. Work groups will be established by the Sacramento Youth Commission which will report back on progress during the August 7 business meeting.

TIMELINE FOR COMPLETION: This is an ongoing project.

• Mental Health – Youth mental health continues to rise to surface as a concern / area of focus through numerous data channels and feedback. This information shined a bright light on; not only the lack of access and affordability of mental health services, but an additional barrier of garnering parent support in accessing mental health services for youth under 18.
o Possible Workgroups: Data research, resource gathering, project development, etc.

OUTCOMES: research and explore access to mental health services, affordability, discover new and existing barriers, parent/guardian support services, and more.

COMMUNITY BENEFITS: Sacramento Youth will have more access to information and a platform to share current thoughts, ideas, barriers, and successes with their own mental health journey. Partner with community organizations whose mission aligns with bolstering youth mental health services.

METRICS OF EFFECTIVENESS: Metrics will be developed and determined by work groups established by the Sacramento Youth Commission. Work groups will report back at the August 7 business meeting.

TIMELINE FOR COMPLETION: December 2023

• Aggie Square: This partnership began in 2022 with the creation of the Aggie Square Ad Hoc. Sacramento Youth Commission has been a huge supporter and partner in this project by engaging in outreach efforts to gain feedback from Sacramento youth. This feedback is ensuring the Aggie Square Project is in line with today’s youth. SYC’s continued partnership with the Aggie Square support team would be beneficial to the youth in Sacramento by providing input on what programs, services, and jobs they hope to see come from the Aggie Sacramento Youth Commission Annual Report 2023
