Review of Applicants for the Animal Care Services Citizens Advisory Committee File ID: 2023-01626

Recommendation: 1) Conduct interviews of applicants to Animal Care Services Citizens Advisory Committee for Seats F and G: a member appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies; 2) discuss candidates eligibility; and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting is needed.

Issue Detail: Prior to forwarding nominations to the Mayor for appointment, the Personnel and Public Employees Committee conducts interviews of applicants for open board and commission positions.
Policy Considerations: Members are appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies.

Rationale for Recommendation: When a position on a City board or commission becomes available through term expiration or resignation, the Office of the City Clerk conducts a recruitment for interested parties. When the application period has closed, the Personnel and Public Employees Committee conducts interviews of the applicants and forwards nominations to the Mayor for appointment. The appointment is then confirmed by the whole council.

My passion is animals and animal welfare! I am committed to improving the lives of all animals in need, to help, protect and serve.
I would love to continue on with this committee’s vital work and remain in my current seat as member at large seat G. This committee has accomplished a lot in the short period of time we have been together. This is evidenced by the recent
submission of our Annual Report to the P and PE committee.
We are extremely proud of the work we have done thus far.
A few of the committee members have had shorter first terms, including myself, due to Covid and the re-establishment of this committee. We have recouped and regrouped this committee in a relatively short time. We are a determined, cohesive and dedicated committee! We all share the same love of animals and share the same commitment to this committee and its purpose.
One of our current focuses is to reach further out into the community to engage, improve communications and seek
public input. I am confident we can continue our goal and mission to assist the city leaders, the shelter and the animals it serves by continuing our work already in progress.
I feel I am and can continue to be an asset to this committee with my experience both in my professional and personal life and with what I have learned from sitting on this committee. I am very excited with what the committee is currently working on and my hope is to continue on with that work and continue to provide sound, worthwhile and viable recommendations to the city and city council to improve the lives of animals in and out of our shelter.

I have a strong interest in animal welfare and wish to
contribute my skills in health policy to the service of the Sacramento Front Street Animal Shelter by continuing to sit on this Committee. I have served on the Committee since January 2022 and was elected Chair in 2023. As a Committee member I have learned about shelter services and challenges. The Committee has listened to much public input, received
presentations about shelter services, outreach programs and City 311 animal related calls. We have discussed shelter challenges such as staffing/hiring, physical plant & facility safety concerns, and the nationwide veterinarian shortage, among other issues. Under my tenure as Chair, we have
initiated a partnership with Sacramento SPCA to investigate supporting the 311 animal related calls, developed and
released an RFP for a Shelter facility Needs Assessment (currently evaluating bidders in accordance with City
Procurement requirements), issued an Annual Report and
presented the report to the Personnel and Public Employees Committee of the City Council. I hope to apply my learning and continue this early work by being reappointed as a
Committee member.
