Recommendation: 1) Conduct interviews of applicants to Ann Land and Bertha Henschel Memorial Funds Commission for Seats E and H: a member appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies; 2) discuss candidates eligibility; and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting is needed.

Issue Detail: Prior to forwarding nominations to the Mayor for appointment, the Personnel and Public Employees Committee conducts interviews of applicants for open board and commission positions.
Policy Considerations: Members are appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies.

Rationale for Recommendation: When a position on a City board or commission becomes available through term expiration or resignation, the Office of the City Clerk conducts a recruitment for interested parties. When the application period has closed, the Personnel and Public Employees Committee conducts interviews of the applicants and forwards nominations to the Mayor for appointment. The appointment is then confirmed by the whole council.

I have served on the ALBHMF commission for the 5.5 years in this seat. I am currently serving as President of the
commission, elected unanimously by the members. I would like to continue my service and ensure continuity in
administering the important funding we provide to
organizations in the city. We have 2 vacant seats that have been unfilled for months, and at least 2 more terms ending right after our November funding meeting. We have struggled to achieve a quorum this year and have worked diligently to help new appointees to understand our mission and our
processes.

I worked for the State of CA for 38 years, with increasingly responsible roles, and for the last 5 years of my career, I ran a large statewide program for the State of CA, leading a staff of 3500 people. I’ve dealt directly with legislators, Governor’s office staff and community constituents. I developed a
reputation for clear and calm leadership, along with being a widely regarded mentor for new leaders.
