Recommendation: 1) Conduct interviews of applicants to the Sacramento Ethics Commission for Seats A, C, and E: a member appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies; 2) discuss candidates eligibility; and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting is needed.

Issue Detail: Prior to forwarding nominations to the Mayor for appointment, the Personnel and Public Employees Committee conducts interviews of applicants for open board and commission positions.
Policy Considerations: Members are appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies.
Economic Impacts: None.

Rationale for Recommendation: When a position on a City board or commission becomes available through term expiration or resignation, the Office of the City Clerk conducts a recruitment for interested parties. When the application period has closed, the Personnel and Public Employees Committee conducts interviews of the applicants and forwards nominations to the Mayor for appointment. The appointment is then confirmed by the whole council.

I am concerned that levels of public trust in our society are reaching dangerously low levels. We have gone past a point where voter cynicism about government impacts levels of voter participation and reached a dangerous nadir where we face credible threats of violence against public servants and basic civic infrastructure. While things locally in Sacramento are nowhere near as divisive as at the national level, I’ve come to believe that acting locally is how I can best make a difference. I’d like to help rebuild public trust in whatever small ways I might by serving on the Sacramento City Ethics Commission. I believe that greater clarity of our campaign finance and ethics regulations, and greater training and public awareness about these rules is one way to accomplish that.

organizations, I think I can be helpful in these endeavors.

I worked professionally as a good government advocate with nonpartisan organizations such as Common Cause and the
California Public Interest Research Group (CALPIRG) from 1990 to 2016. In these roles, I helped draft state and local campaign finance and ethics legislation and advocated for their passage.
Perhaps most relevantly, I worked for the successful creation of the Office of Congressional Ethics in 2008.
In Sacramento, I was a candidate for a proposed City Charter Commission in 2012. That commission was not created, but I continued to be involved in local good government reforms. In 2016, I served as an expert panelist at several community town halls hosted by the League of Women Voters and other reform organizations. I believe the input from these sessions was helpful to the City Council when it created both the City Ethics Commission and Independent Redistricting Commission.
I was involved in multiple campaigns to establish the
California Independent Redistricting Commission for legislative and congressional districts as well as hearings selection the first commission. I could bring that experience to assist the Sacramento Ethics Commission in selecting members for our local redistricting commission.
In 2014, as a national vice president at Common Cause, I lead our efforts to file a successful complaint at the California Fair Political Practices Commission. The Commission acted upon our complaint, eventually leading to a California Supreme Court ruling that forced a dark money group to disclose the sources of its funding regarding Proposition 32, a ballot measure at the time.

In addition to serving as a good government advocate, I have been a candidate for public office. I ran for California Secretary of State in 2014, where one of the competing candidates dropped out of the race and was eventually convicted of serious ethics and campaign violations. I also ran for
Sacramento Municipal Utility District Board in 2022. From these experiences, I understand the need to balance the need for public transparency with a desire to avoid an overly burdensome regulatory system that can discourage people from running for office or make grassroots campaigns unduly difficult. I have also seen how the filing of frivolous ethics complaints can be weaponized as a campaign tactic and
appreciate the need for discrete investigations and quick resolutions of any complaints.
I have served as an appointed board member on a local
groundwater sustainability management board as well as a director of multiple non-profit organizations including the Childrens Choice for Hearing and Talking program and F Minus, an organization that tracks lobbyist activities by fossil fuel interests.
