Description/Analysis
Issue Detail: Each year, the Sacramento County Board of Supervisors approves its annual allocation of transient occupancy tax (TOT) collections. The County uses a portion of its TOT to fund joint operations shared with the City, including SMUD Museum of Science and Curiosity (MOSAC). This year’s funding will be for the purpose of operating the SMUD MOSAC to develop and perform educational programming throughout the year and for the use towards bond repayment.
In September 2023, the County Board of Supervisors approved TOT allocations for Fiscal Year (FY) 2023/24 to the SMUD MOSAC. The total County allocation for this organization is $344,000. The County’s allocation will be administered by the City.
Policy Considerations: The proposed recommendation supports the City’s 2035 General Plan Goal ERC 4.1 to provide a diversity of arts and cultural facilities and programs for people of all ages to

improve knowledge of Sacramento’s history, enhance quality of life, and enrich community culture, and policies that encourage partnerships with organizations to support cultural educational activities and programming, children’s programming, and reinvestment in City facilities.
Economic Impacts: Not applicable.
Environmental Considerations: The recommendation in this report is not a project under the California Environmental Quality Act (CEQA) because it involves government fiscal activities that do not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment, as contemplated by Section 15378(b)(4) of the CEQA Guidelines (Cal.
Code Regs., tit. 14, §15000 et seq.), and is, therefore, not subject to CEQA pursuant to Section 15060(c)(3) of the CEQA Guidelines.
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: Approval of the recommended action is necessary to implement the City’s FY2023/24 budget for SMUD MOSAC, which includes funding from the County for the respective organization’s operating budget.
Financial Considerations: In September 2023, the County Board of Supervisors approved contributions to City/County organizations for FY2023/24. The County’s approved contribution to MOSAC is $344,000 for FY2023/24.
This is a net zero change to the City’s budget. The funds the City receives from the County will be distributed to MOSAC in FY2023/24.
Local Business Enterprise (LBE): Not applicable.
