Description/Analysis
Issue Detail: The Department of Public Works, Fleet Management Division, is in need to obtain additional funding to complete the Fire Command Fleet vehicles that were approved as part of the Single Role program, during the FY 2023/24 budget process. Between the time the estimates were provided by Fleet management and the ordering period opened, the costs for the five (5) command vehicles increased by a total of $100,103. Fleet management worked in conjunction with the Fire Department to locate these additional funds through the Intergovernmental Transfers (IGT) commitment funds that are located in the General Fund (1001).

Policy Considerations: None.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): No environmental review is necessary

because the recommendations in this report involve the purchase of vehicles and are not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act guidelines.

Sustainability: The recommended purchases are consistent with the Fleet Sustainability Policy, adopted by the City Council on December 12, 2017 (Resolution No. 2017-0478).

Commission/Committee Action: Not Applicable.

Rationale for Recommendation: During the FY 2023/24 budget process, the City Council approved the establishment of the Fire Department Single Role program. The Single Role program included adding additional command staff to provide proper supervision and management of the single-role program along with increased supervision and management of the Fire Department's 24/7 operations. The Single Role program included five (5) new command fleet vehicles, which were estimated to cost $325,000. However, when the ordering period opened with Ford, the new cost for the vehicles increased to $ 425,103 leaving $100,103 unbudgeted. Fleet management and Fire Management discussed this funding shortage and are recommending council approve the use of the Intergovernmental Transfer (IGT) commitment in the General Fund (1001) to cover this funding shortage.

Financial Considerations: Staff recommends Council approves to fully fund the purchase of the five (5) Fire Command Vehicles funding shortage and to transfer $100,103 from the Intergovernmental Transfer (IGT) commitment of the General Fund (1001) balance to the Fire Fleet MYOP I06120000.

Local Business Enterprise (LBE): Not applicable.
