Review of Applicants for the Natomas Basin Conservancy Board of Directors File ID: 2024-00294

Recommendation: 1) Conduct interviews of applicants to Natomas Basin Conservancy Board of Directors for Seats A and E: a member appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies; 2) discuss candidates eligibility; and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting is needed.

Issue Detail: Prior to forwarding nominations to the Mayor for appointment, the Personnel and Public Employees Committee conducts interviews of applicants for open board and commission positions.
Policy Considerations: Members are appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies.

Rationale for Recommendation: When a position on a City board or commission becomes available through term expiration or resignation, the Office of the City Clerk conducts a recruitment for interested parties. When the application period has closed, the Personnel and Public Employees Committee conducts interviews of the applicants and forwards nominations to the Mayor for appointment. The appointment is then confirmed by the whole council.

I want to serve as a board member of the Conservancy to help manage the Natomas Basin as a sanctuary and refuge. I am a Natomas resident with a lifelong dedication to supporting wildlife. The Conservancy appeals to me because of its
mission to mitigate development impacts to wildlife. Habit destruction from development is the greatest threat to wildlife.
Nonetheless, people need houses, roads, and utility services.
To protect wildlife while allowing development, people must accommodate the needs of both. Furthering the Consevancy's efforts to help balance these legitimate, competing interests sounds like a rewarding opportunity to serve the public.

My experience as an attorney would be an asset to the
Consevancy. I began my career working as an attorney for Friends of the River, a river protection organization. In this role, I reviewed the Bay Delta Conservation Plan (former Delta tunnel project) for compliance with the Endangered Species Act and fought federal policy to remove trees from levees.
Subsequently, I joined the State Lands Commission and
helped manage the State's navigable waterways, giving me extensive experience with the Public Trust Doctrine and California Environmental Quality Act. My understanding of these environmental laws help me understand the
Conservancy's role and would enable me to better support its efforts as a board member.
Muchmore, working for government has required me to serve various interests. Whereas government's goals may be simple, achieving them never is. We must consider all stakeholder needs and develop solutions that fit within budgets. This experience has taught me to think creatively to develop the best outcomes for the public.
