Additional Description/Analysis
Issue Detail: In April 2023, the State of California, Department of Parks and Recreation, Division of Boating and Waterways (DBW) issued a notification of funding availability for projects under the Ramp Repair and Modification program, making available approximately $1.5 million on a statewide basis. The Ramp Repair and Modification program is intended to fund projects for restoring boating access, addressing healthy and safety issues, and restoring functionality for access that has been damaged. Projects must advance the DBW mission to provide safe and convenient public access to California’s waterways and leadership in promoting safe, enjoyable, and environmentally sound recreational boating.
Boat launching facilities receiving grant funding must meet the following grant restrictions:
File ID: 2024-00274 1/16/2024 Consent Item 3.
§ Facilities must be open and accessible to all public boaters. § The applicant must own or lease the property for a term of at least 20 years. § Any facility use fees or combination of fees must total no more than $13.
Applications will be scored and awarded based on the following scoring criteria:
§ Health and safety
§ Existing phase funding
§ Local investment
§ Relative demand
§ Project readiness and engineering feasibility
§ Public access
Based on the grant criteria and available funding, staff is recommending submission of an application for the Miller Park Launch Ramp Repair project, with a grant request estimated not to exceed $500,000 for replacement of boarding floats, gang planks, anchor/cable systems, and design and permitting for concrete repairs and shore erosion/stabilization repairs to the ramp at the Sacramento Marina. Repair of the boarding floats and ramp at Miller Park is needed due to the age and condition of the boarding floats and cracks, exposed rebar, and washed away rip rap on the ramp.
Grant applications are due February 1, 2024.
Policy Considerations: This project is consistent with City policy related to enhanced recreation opportunities and economic development opportunities, including the following City General Plan policies:
ERC 5.1.6 Sacramento Marina. The City shall support the enhancement of the Sacramento Marina as a recreational connection to the Sacramento River waterfront.
ERC 5.1.7 Funding. The City shall allocate funding for the ongoing maintenance, renovation, and programming of City-owned museums, zoos, and other major destination attractions.
This project is also consistent with the City’s Parks and Recreation Master Plan and the Riverfront Master Plan.
Economic Impacts: Not applicable.
Environmental Considerations:
California Environmental Quality Act (CEQA): Under the California Environmental Quality Act (CEQA) guidelines, continuing administrative activities such as grant applications do not constitute a project and are therefore exempt from review. Any project awarded grant funding will undergo necessary environmental review.
Sustainability: None.
File ID: 2024-00274 1/16/2024 Consent Item 3.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The project identified in this report meets the objectives of the grant program and addresses key City policy objectives. Securing this grant funding would support the cost-effective implementation of a critical responsibility with the Department of Public Works and support the City’s recreation and economic development goals. The DBW requires the governing body of the applicant to provide a resolution authorizing submission of the application. Without state funding, repairs would need to come from other City funds. If the ramp were to fail, boaters would no longer be able to launch boats from the Marina and the function and revenue from the Marina would be impaired.
Financial Considerations: The proposed grant application would provide State funds for the Miller Park Launch Ramp Repair Project. The Marina has very limited funding set aside for maintenance and repair of its aging facilities, as most of its revenues are committed to debt service for a state loan to expand the South Basin that was entered into about 15 years ago. There is sufficient funding within the Marina Improvements Project (M17500400) to fund costs not covered by the Ramp Repair and Modification Grant program. If awarded, the City would reduce facility use fees or combination of fees to no more than $13 through the fee and charge report, to be consistent with the grant funding restrictions.
If the City receives the award, staff will return to City Council to complete the necessary budget adjustments to appropriate the grant funds and allocate local funds from the Marina Improvements Project (M17500400), if necessary.
Local Business Enterprise (LBE): Not applicable.
