Description/Analysis
Issue Detail: The Dixieanne neighborhood stands as one of the most economically challenged communities in the state with a California Healthy Places Index in the 2nd percentile. Many of the alleys in the neighborhood have been gated by the City in response to concerns about illegal dumping and criminal activity which has left a series of abandoned and blighted corridors behind homes that could be better used for active transportation. The area also has an aging drainage system that can be overwhelmed with storm water runoff when rain sheet flows from the unpaved compact dirt alleys.

The purpose of this project is to: 1) remove the debris that has accumulated in the neighborhood alleys; 2) educate the community regarding the proper reporting of illegal dumping activity; 3) improve and beautify the alleys with permeable interlocking pavers and repaired fences; 4) provide low-impact stormwater management through the installation of permeable interlocking pavers; 5)

provide additional shade to the alleys through the planting of trees in private yards; and 6) enhance the corridors with public art to encourage outdoor activity, community pride, and engagement.

In August 16, 2022, the City Council approved the action to establish Dixieanne Neighborhood Clean and Green Alleys Project (T15235100) as a new Capital Improvement Project and to increase the revenue and expenditure budget by $4,858,267 with Clean California Local Grant Program funds.

The recommended budgetary adjustments are necessary to fund indirect expenses not covered by grant funds to complete design and construction of the Dixieanne Neighborhood Clean and Green Alleys Project (T15235100).

Policy Considerations: The actions requested herein are consistent with the City policies to support public spaces, litter abatement, and improvements to public facilities, including the following policies listed below:

PHS 5.1.9 - Healthy Communities: The City shall encourage the planning of new communities and revitalization of existing urban areas to achieve improvements in overall public health by encouraging a healthier living environment that includes walkable neighborhoods, access to recreation and open space, healthy foods, medical services, and public transit.

Creative Edge Cultural Plan 5.1: The City of Sacramento’s Creative Edge cultural plan calls for celebrating and infusing all Sacramento neighborhoods and districts with arts and culture.

It calls for supporting and expanding neighborhood-based programming and creative placemaking through community- and artist-initiated projects as well as artist-designed neighborhood markers.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The action involves funding mechanisms for the Dixieanne Neighborhood Clean and Green Alleys Project. The City of Sacramento Environmental Planning Services Division has reviewed the proposed Dixieanne Neighborhood Clean and Green Alleys Project (T15235100) and determined that it is exempt from the provisions of CEQA under the Categorical Exemptions set forth in CEQA Guidelines sections 15301 and 15302. The project consists of the operation, repair, maintenance, or minor alteration of existing public or private structures or facilities involving negligible or no expansion of existing or former use. The project also involves the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and

capacity as the structured replaced. Upon the previous approval by City Council, staff filed a Notice of Exemption for the subject project on April 12, 2022. The current project includes budgetary adjustments for the approved project and no further environmental review is required.

Sustainability: The recommended action supports City Council’s sustainability priorities. This project intends to reduce waste and debris in public spaces and to support actions to mitigate the urban heat island effect. The project will help advance climate resiliency and support safe and active transportation.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The City Council action is required to perform the budgetary adjustments necessary to cover ineligible costs and expenses to deliver the project.

Financial Considerations: The estimated project cost to complete design, construction activities, and construction management for the Dixieanne Neighborhood Clean and Green Alleys Project (T15235100) is approximately $5.3 million. With the approval of the transfer of $382,777, (General Fund, Fund 1001) from the State and Federal Grant Match Program (T15007200), there will be sufficient local funding to cover ineligible costs and expenses to deliver the project.

There is sufficient funding within the State and Federal Grant Match Program (T15007200) to support the transfer to the Dixieanne Neighborhood Clean and Green Alleys Project (T15235100) in the amount of $382,777 (General Fund, Fund 1001).

Local Business Enterprise (LBE): Not applicable.

BUDGETARY ADJUSTMENTS: DIXIEANNE NEIGHBORHOOD CLEAN AND GREEN ALLEYS PROJECT (T15235100)

BACKGROUND

A. The Dixieanne Neighborhood Clean and Green Alleys Project (T15235100) received Clean California Local Grant Program funds from Caltrans. The Clean California Local Grant Program has the following goals which include: reducing the amount of waste and debris within public rights -of-way, pathways, parks, transit centers, and other public spaces; enhancing, rehabilitating, restoring, or installing measures to beautify and improve public spaces and mitigate the urban heat island effect; enhancing public health, cultural connection, and community placemaking by improving public spaces for walking and recreation; and advancing equity for underserved communities.

B. The Dixieanne Neighborhood Clean and Green Alleys Project (T15235100) will clean and beautify at least 3,000 linear feet of public right -of-way of residential alleys in the community of North Sacramento with permeable interlocking pavers, fencing repairs, shade trees, and public art to enhan ce the neighborhood and to encourage community gathering and active transportation. While the primary function of alleys throughout Sacramento is to provide access to the rear of properties, the low volume of traffic and narrow widths allow alleys to also function as safe, low-stress corridors for pedestrians, bicyclists, and even casual play.

C. The budgetary adjustments are necessary to fund expenses not covered by grant funds for City Staff time to complete design and construction for the Dixieanne Neighborhood Clean and Green Alleys Project (T15235100).

BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:

Section 1. The City Manager or the City Manager’s designee is authorized to increase the expenditure budget for Dixieanne Neighborhood Clean and Green Alleys Project ( T15235100) by transferring $382,777 (General Fund, Fund 1001) from the State and Federal Grant Match Project (T15007200).
