Description/Analysis
Issue Detail: The Marysville Boulevard Vision Zero Safety Project (T15216300) is located on Marysville Boulevard between Arcade Boulevard and North Avenue. The project’s limits were identified in the Vision Zero Top 5 Corridors Plan as one of the top 5 corridors in the City with the highest number of fatal and serious crashes. Improvements identified for the Marysville Boulevard corridor include a road diet, bicycle lane gap closures, upgrading existing bike lanes to protected bike lanes, sidewalk improvements, pavement repair, upgrading existing unsignalized intersections to controlled crossings, modifying existing traffic signals, a new pedestrian signal, and signing and striping.
The City conducted a formal consultant procurement process for preliminary engineering, environmental clearance, final design, and construction support services for the project and awarded a contract to Wood Rodgers, Inc. on July 25, 2023, in the amount of $695,323. Caltrans has since requested an air quality analysis beyond what was in the original contract. The air quality report must

now include a regional and project-level conformity analysis in support of the National Environmental Policy Act (NEPA).
Furthermore, during contract negotiations it was assumed that topographical surveying would be done internally by City staff. Recent staff changes and the current surveying workload have necessitated that this task be done by a consultant to keep the project on schedule. Surveying was included as an optional service in the initial request for proposals, and City staff has determined it is in the project’s best interest to include it with the consultant contract.
Approval of Supplemental Agreement No. 1 will authorize Wood Rodgers, Inc. to perform additional analysis required by Caltrans for compliance with NEPA as it applies to the project’s Air Quality Technical Report and Noise Technical Memorandum, and provide the topographic survey required for preliminary engineering and right-of-way mapping.
Policy Considerations: The actions requested herein are consistent with the City’s goals of improving and expanding public safety, creating walkable communities, and enhancing overall livability. Specific goals the project addresses are as follows:
M 1.2.1 - Multimodal Choices: The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.
M 5.1.14 - Encourage Bicycle Use: The City shall encourage bicycle use in all neighborhoods, especially where short trips are common.
Economic Impacts: None.
Environmental Considerations:
Under California Environmental Quality Act (CEQA) general rule 15061-B-3, CEQA applies only to projects which have the potential for causing a significant effect on the environment.
Execution of this Supplemental Agreement to the Contract will have no effect on the environment and is therefore not subject to CEQA review. The CEQA review for the project is included in the scope of services of the preliminary engineering.
It is anticipated that future funding for the project will include federal funds. If federal funding is secured for the project, it will also be subject to the National Environmental Policy Act (NEPA).
Sustainability: The project is consistent with sustainability goals of optimizing the transportation system and developing a universally accessible, safe, convenient, integrated, and well-connected

pedestrian system. Transportation is also responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe and bikeable transportation alternatives helps to reduce single-occupant vehicle use and will contribute towards Sacramento’s climate change goals.
Commission/Committee Action: Commission presentations will take place as part of the project development.
Rationale for Recommendation: While preparing environmental technical studies for the project, Caltrans directed the City to perform a regional and project-level air quality conformity analysis to support NEPA approval. Approval of Supplemental Agreement No. 1 with Wood Rodgers, Inc. is needed to include the additional scope of services as part of the Project Approval and Environmental Document (PA/ED) phase of the project. The supplemental agreement will also authorize Wood Rodgers, Inc. to perform the topographic survey required for preliminary engineering and right-of-way mapping.
Financial Considerations: The total estimated cost to complete preliminary engineering and environmental clearance for the Marysville Boulevard Vision Zero Safety Project is approximately $1.2 million. There is sufficient funding in the Marysville Boulevard Vision Zero Safety Project (T15216300) to execute a Supplemental Agreement for an amount not to exceed $98,677 with Wood Rodgers, Inc. for a total contract amount of $794,000 and complete the preliminary engineering and environmental clearance phase.
There are no general funds planned or allocated to this project.
Local Business Enterprise (LBE): The Marysville Boulevard Vision Zero Safety Project will likely require federal funding for construction which necessitates conformance with Disadvantaged Business Enterprise (DBE) requirements. Therefore, the City’s LBE requirements are held in abeyance. The DBE goal for the project is 18%. Wood Rodgers, Inc. has pledged 34%.
