2-SCORE Initiative Update Presentation Jan 30 2024
Description/Analysis
Issue Detail: The goal of the SCORE process is to define racial equity, develop a racial equity resolution for Council consideration and guide the development of racial equity capacity building and racial equity tools for the City to apply a racial equity lens to decision making. Staff from Race Forward and members of the Racial Equity Alliance will provide an update on their efforts.
Policy Considerations: Council directed staff to include consideration of racial equity in future policy and budget decisions. While the workplan for SCORE extends over multiple years, staff has developed a draft interim racial equity rapid response (IRRT) tool to be utilized to guide short-term decisions related to the deployment of federal American Rescue Plan Act resources provided to the City for the recovery from the coronavirus pandemic. An update on the implementation of the IRRT was provided at the April 26, 2022 Racial Equity Committee meeting.
Economic Impacts: None.
Environmental Considerations: This action does not constitute a “project” as defined by the California Environmental Quality Act Guidelines.

Leading for Racial Equity in Sacramento: Roles
● Racial Equity Alliance: Racial justice groups and leaders; long-term collaboration across race and culture to build power, vision, strategy and accountability structures for racial equity for communities of color in Sacramento
● Racial Equity Council: Working in close partnership with the City through the SCORE Initiative. Assembled by, accountable to and working in deep alliance with the Racial Equity Alliance in service to communities in Sacramento ● City of Sacramento: Implementing the SCORE Initiative, guided by the REA and REC, to transform the culture of government, along with policies, practices and procedures to create racial equity
● Race Forward: Provide facilitation, strategy and support to the REA, REC and the City through SCORE
● Sacramentans: Will be tapped to provide critical input through the SCORE process Strategy
Race Forward’s Place-Based Strategy supports communities of color to collectively build vision and power to create racial equity to change material conditions on the ground.
Working together, this happens when communities create short- and long-term strategies to engage, partner and build with key institutions and sectors to guide and lead them toward racially equitable outcomes.
This is not a short term fix, it is a long game strategy to restructure our society to racial equity.
Vision
Race Forward imagines a just, multiracial, democratic society, free from oppression and exploitation, in which people of color thrive with power and purpose.
The vision of our place-based strategy is realized when grassroots organizations of color and their allies, build and exercise collective, cross-sectoral power to design and lead equitable systems change that transforms institutions, policies, culture, and outcomes in connected ecosystems and networks across the country, rooted in justice, democracy and shared humanity.
Theory of Change
“A just, multiracial, democratic society is
possible, but only when racial justice is
a fundamental principle of that society.”
Race Forward, working within an
ecosystem of social justice movements,
is positioned to support transformation
of both systems and culture to steward
this aspiration into reality.
