Description/Analysis
Issue Detail: The City Council adopted a Resolution (Resolution 2023-0034) to apply for a Caltrans FY2023/24 Climate Adaptation Planning Grant in February 2023 for grant funding in the amount of $350,000. In order to comprehensively address transportation and mobility infrastructure planning, the City partnered with the Sacramento Regional Transit District (SacRT) as part of the final Climate Adaptation Planning Grant submittal. The City-SacRT partnership increased the scope and total grant

request, including a commitment of $71,546 of in-kind staff time from SacRT to contribute to the local match requirement. The City submitted a final application for $730,209 to the Climate Adaptation Planning Grant program in March 2023 to develop the Sacramento and SacRT Transportation Infrastructure Adaptation Plan (“Sacramento Transportation Adaptation Plan”).
Caltrans approved an award of $730,209 of FY2023/24 Climate Adaptation Planning Grant funds to the City. Due to the higher award amount that exceeded City Council’s initial authorization, staff seek approval of an updated City Council resolution ratifying the final grant application. The recommended resolution reflects the City and SacRT partnership for a higher project cost and a project that will better address the needs of Sacramento’s vulnerable communities and plan for climate change adaptation of the City’s transportation infrastructure, including transit infrastructure. Approval of the revised resolution will equip City staff to proceed with grant acceptance and contracting and begin work on the project.
Policy Considerations: This grant funding supports the 2040 General Plan Vision Statement and Guiding Principles (Resolution No. 2019-0433), which commits to proactively prepare for climate change impacts, build community resilience, and promote active and high-occupancy transportation.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): Under the California Environmental Quality Act (CEQA) guidelines, administrative activities such as grant applications and agreements do not constitute a “project” and are therefore exempt from review. Pursuant to CEQA Guidelines Section 15262, Feasibility and Planning Studies, projects involving only feasibility or planning studies for possible future actions, which have not been approved, adopted, or funded, are exempt from environmental review. Future projects identified in this plan may be subject to environmental evaluation under CEQA guidelines and possibly National Environmental Policy Act (NEPA) requirements.
Sustainability: This project will prepare the City to improve the adaptive capacity of the City’s transportation network in the face of extreme weather events that will be exacerbated by climate change. These efforts will advance the City’s commitment to prepare for the effects of climate change (Resolution No. 2019-0433). Additionally, the plan will consider mobility for all modes of transportation to reduce dependence on the private automobile, even when the transportation network experiences the negative impacts of climate change.
Commission/Committee Action: On January 19, 2023, the Active Transportation Commission heard staff recommendations for this grant application, and recommended City Council approve the

staff recommended application.
Rationale for Recommendation: City Council ratification of the FY 2023/24 Caltrans Climate Adaptation Planning Grant application for $730,209 is required to proceed with grant acceptance and contracting. Establishing the CIP and budgetary authority will allow staff to proceed with this project.
Financial Considerations: The Sacramento Transportation Adaptation Plan is estimated to cost $826,431. The City received a Caltrans Climate Adaptation Planning Grant for $730,209. As a sub- applicant to the City’s grant award, SacRT will provide a total of $71,546 in staff time as in-kind match. A total of $24,676 of City staff time will be required to meet the local cash match requirements for this project. City staff time will incur up to an estimated $275,324 of additional and ineligible local costs (e.g., overhead and other indirect costs) that cannot be charged to the grant.
Local Business Enterprise (LBE): Not applicable.
