Description/Analysis
Issue Detail: The State of California has awarded $500,000 to the City of Sacramento as part of the Budget Act of 2023 (Chapters 12, 38, and 189, Statutes of 2023). The State is providing the City of Sacramento with funding for a Meadowview Community Famers Market. This bill went into effect on September 13, 2023, after it was signed by Governor Newsom. The California Department of Food and Agriculture has directed the City of Sacramento to receive the $500,000 for a Meadowview Community Farmers Market.

These funds will be used to increase access to fresh, healthy food in low-income communities in South Sacramento. In partnership with community organizations, the funding will support a new Farmers Market in Meadowview that would provide an affordable, culturally-relevant, and convenient source of local fresh produce to improve the health and well-being of South Sacramento residents.

Policy Considerations: The recommendation in this report is consistent with Resolution No. 2023- 0205, Section 13.9 in which transfers that exceed and including $250,000 in total for any MYOP require the Council’s approval by resolution.

Economic Impacts: Not applicable.

Environmental Considerations: The current action is not a project requiring review under the California Environmental Quality Act, consistent with CEQA Guidelines sections 15060(c)(3) and 15378(b)(4), because it involves government fiscal activities that do not involve a commitment to any specific project that may result in a potentially significant physical impact on the environment, and CEQA Guidelines section 15061(b)(3), because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The primary purpose of this funding is to establish the Meadowview Community Farmers Market to increase access to fresh and healthy foods for underserved communities.

Financial Considerations: As part of the Budget Act of 2023, the State has awarded the City $500,000 to fund the Meadowview Community Farmers Market.

Therefore, staff recommends submitting an invoice to the California Department of Food and Agriculture and accepting funds in the amount of $500,000 for the Meadowview Community Farmers Market. Staff further recommends establishing the Meadowview Farmers Grant Project (G02180350) along with the revenue and expenditure budgets in the amount of $500,000 in the operating grant fund (Fund 2702).
