Description/Analysis
Issue Detail: This report seeks City Council approval to execute an amendment to the agreement between the City and the Sacramento Regional Transit District (SacRT) (Agreement No. 2021-1074); the amendment changes the City’s reimbursable costs under the agreement but does not alter the authorized not-to-exceed amount.

Policy Considerations: Approval of the City Council is required for all agreements providing for the receipt of $250,000 or more from another public agency pursuant to City Code sections 3.04.020 and

3.04.010.A.5; and, while the underlying agreement does have the Council’s approval to accept approximately $24M from SacRT, the original contract did not contemplate receipt of that funding for the purpose of installing a new video wall in the Real Time Crime Center.

Economic Impacts: None.

Environmental Considerations: None.

Sustainability: None.

Commission/Committee Action: None.

Rationale for Recommendation: Under the original agreement, SacRT reimburses the City for law enforcement services, technology, and equipment, to include 19 positions, overtime, wireless connectivity, and miscellaneous technology and equipment. With this amendment, the scope of services is expanded to include the following:

1. SacRT will purchase hardware and software to equip 22 Police Services vehicles; that City will maintain the same; and the SacRT will reimburse City it’s actual costs.

2. SacRT will reimburse City up to one-half the cost of goods and services necessary to install a new video wall in the RTCC in an amount NTE $300,000.

3. SacRT will reimburse City the actual cost of ethernet, for which City caused the installation and commencement of service, at the SacRT Police Services facility, from February to October 2023.

Financial Considerations: The costs associated with these changes will be reimbursed by SacRT under the agreement’s original not-to-exceed authority of $24,654,879 via the application of SacRT’s FY2021/22 and FY2022/23 contract savings.

Local Business Enterprise (LBE): The recommendations contained in this report are non- procurement actions and therefore are not subject to LBE requirements.
