2-Resolution
Description/Analysis
Issue Detail: The position of City Auditor has been vacant since December 31, 2023. The City Council will begin a formal recruitment process for the position of City Auditor. The City Council agreed to appoint Farishta Ahrary as Interim City Auditor during the recruitment process.
Government Code 54953 requires that prior to taking final action, the legislative body must orally report a summary of the recommendation for final action on salaries, salary schedules, or compensation paid in the form of fringe benefits of a local agency executive during the open meeting in which the final action is to be taken. Local agency executives are defined in Government Code section 3511.1 (d) as “(d) Local agency executive means any person employed by a local agency who is not subject to the Meyers-Milias-Brown Act (Chapter 10 (commencing with Section 3500)).” The City Auditor meets the local agency executive definition. Farishta Ahrary’s salary as the Interim City Auditor will be set at $75.075000 per hour.
Policy Considerations: The City Council alone is vested with the authority to appoint a City Auditor

and establish the salary associated with the position.
Economic Impacts: None.
Environmental Considerations: This report concerns administrative activities that will not have a significant effect on the environment and does not constitute a “project” as defined by California Environmental Quality Act (CEQA) [CEQA guidelines Sections 15061(b)(3); 15378(b)(2)].
Sustainability: There are no sustainability considerations applicable to this action.
Commission/Committee Action: None.
Rationale for Recommendation: The previous City Auditor resigned effective December 31, 2023.
The Council desires to appoint an Interim City Auditor to ensure a smooth transition while recruiting for the position of City Auditor. Approval of this action will establish compliance with the California Government Code 54953.
Financial Considerations: The City Auditor position is an existing budgeted full-time equivalent position and funding is available in the current budget. Ms. Ahrary’s salary will be $75.075000 per hour, which is within the approved salary range for the City Auditor classification. The savings from the vacant City Auditor position will be used to cover Ms. Ahrary’s salary.
Local Business Enterprise (LBE): Not applicable.
