Description/Analysis
Issue Detail: On February 16, 2021, the City Council approved the Vision Zero School Safety Plan (Resolution 2021-0042). The plan is a collaborative, data-driven effort to eliminate traffic fatalities and serious injury by 2027 that focuses on improving safety and access to 20 schools throughout Sacramento. The recommendations in the report were determined after site visits to each school, consultation with school communities, technical analysis, and review. The study is designed to facilitate safer, convenient, and fun opportunities to walk, bicycle, take transit and carpool to school.
File ID: 2024-00170 2/13/2024 Consent Item 3.
The Vision Zero School Safety Project will implement the study’s recommendations at nine of the 20 schools. The nine schools chosen are in environmental justice communities as follows:
· Aspire Capitol Heights Academy
· Father Keith B. Kenny Elementary School
· Natomas High School
· Oak Ridge Elementary
· St. Hope Public School PS7
· Smythe Academy
· The Met Sacramento High School
· West Campus High School
· William Land Elementary School
Funding for the project comes from the Community Project Funding (CPF) program. CPF is a source of grants for public transportation projects whose recipients and purposes are specifically identified by Congress in an appropriations act, most recently in the FY22 Consolidated Appropriations Act.
In accordance with Caltrans Local Assistance Procedures, on June 30, 2023, the Department of Public Works advertised a Request for Proposals (RFP) for the selection of a consultant firm or team to provide design, environmental clearance, right of way support, and construction support for the Vision Zero School Safety Project. Based upon the proposals and qualifications of the consultants, City staff recommend awarding a professional services agreement to the top-ranked consultant team.
Policy Considerations: The actions requested herein are consistent with the City General Plan goals and key policies that accommodate and promote safe and convenient travel for all users. The project will improve the attractiveness of walking and bicycling over time (M 1.2.1), facilitate the provision of multi-modal access to activity centers such as schools and parks (M 1.2.4), improve pedestrian safety at intersections and crossings (M 2.1.7), and support pedestrian bicycle friendly streets (M 4.2.2).
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): This action involves finance and budgeting activities for future proposed activity. Any request for approval of the activity involving physical changes in the environment would be accompanied by review as required by the California Environmental Quality Act (CEQA). The action is not a project as defined by CEQA and is not subject to environmental review at this point. The action involves creation of government

funding mechanisms which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment per CEQA Guidelines section 15378(b)(4); 15060(c)(3).
Federal funds have been appropriated for the project and is, therefore, subject to National Environmental Policy Act (NEPA) review. Caltrans is the federally delegated lead agency for NEPA. The appropriate CEQA and NEPA review will take place as part of project development and approval.
Sustainability: The proposed action is consistent with the mobility element of the 2035 General Plan and the Climate Action Plan. The Vision Zero School Safety Project aims to improve safety and mobility options for young people to access school sites, many of whom use active transportation and transit.
Commission/Committee Action: Commission presentations will take place as part of the project development.
Rationale for Recommendation: The Vision Zero School Safety Project was allocated federal grant funds for design, environmental clearance, right-of-way and construction. Budgetary adjustments are needed for local funds to cover the local matching fund requirements, and other non- reimbursable costs during the preliminary engineering, environmental and design phases of the project.
The City advertised a competitive solicitation for professional services to perform design, environmental clearance, right of way support, and construction support for the Vision Zero School Safety Project. The City received one consultant proposal from WSP USA, Inc. in response to the RFP. The selection panel included City staff representatives from the Department of Public Works.
The panel reviewed and scored the proposal in accordance with the criteria outlined in the RFP and concluded that the team is qualified and well-suited to perform the services. Because only one team submitted a proposal, the City prepared a Public Interest Finding to award the contract, which was approved by Caltrans.
A contract price with WSP USA, Inc., was negotiated that is consistent with an independent cost estimate prepared by staff prior to advertising the RFP. Deferring the contract will delay implementation of much-needed safety improvements. Because of the current climate of infrastructure improvement projects, re-advertising the project may not result in additional proposals.
Staff recommends executing a professional services agreement for preparation of preliminary engineering, final design, right of way support, and construction support with WSP USA, Inc. in an amount not-to-exceed $563,181 and approving the budgetary adjustment necessary to fund the project through the preliminary engineering phase. Approval from the City Council is required to

execute a Professional Services Agreement with WSP USA, Inc. and complete the budgetary adjustment needed to deliver the project.
Financial Considerations: The total estimated cost to complete preliminary engineering, environmental and design phases for the Vision Zero School Safety Project (T15235600) is $1,166 ,000.
With the transfer of $466,000 (Major Street Construction, Fund 2007) from the expenditure budget of the State and Federal Grant Match Project (T15007200) to the expenditure budget of the Vision Zero School Safety Project (T15235600) there will be sufficient funding in the Vision Zero School Safety Project (T15235600) to execute a Professional Services Agreement not-to-exceed $563,181 with WSP USA, Inc. and complete the preliminary engineering phase.
Staff will return to City Council to load the remainder of the Community Project Funding (CPF) program and local match funds during the construction phase.
Local Business Enterprise (LBE): The Vision Zero School Safety Project has federal funding and requires conformance with Disadvantaged Business Enterprise (DBE) requirements. Therefore, the City’s LBE requirements are held in abeyance. The DBE goal for this project is 19%. WSP USA, Inc. has pledged 40% DBE participation.
