File ID: 2024-00361 2/13/2024 Consent Item 5.
· Establish a CIP for Ninos Park Improvements (L19912100). The revenue and expense budget for this project was previously approved under Resolution 2023-0313 on October 10, 2023, in the amount of $200,000 funding from Individual Project Agreements (IPA) with Sacramento Housing and Redevelopment Agency (SHRA) utilizing Community Development Block Grant (CDBG) (Fund 2700). This is a new CIP project, and the scope of work consists of the design and construction for replacing the park site furniture and installing a new community garden water tap and backflow preventer. Funding is intended for construction documents, construction, and staff costs.
· Establish a CIP for North Pointe Park Improvements (L19912200). The revenue and expense budget for this project was previously approved under Resolution 2023-0313 on October 10, 2023, in the amount of $300,000 funding from Individual Project Agreements (IPA) with Sacramento Housing and Redevelopment Agency (SHRA) utilizing Community Development Block Grant (CDBG) (Fund 2700). This is a new CIP project, and scope of work consists of the design and construction for replacing the park site furniture and installing a new water tap and backflow preventer. Funding is intended for construction documents, construction, and staff costs.
· Establish a CIP for Sutter’s Landing Park ADA River Access Trail (L19913000) in the amount of $950,000 funding from the Prop 68 State Grant (Fund 3704). Accept the revenue in the amount of $950,000 from the Prop 68 Grant (Fund 3704) and fund the Sutter’s Landing Park ADA River Access Trail Project (L19913000). This is a new CIP project, and the scope of work consists of designing a formal ADA river access trail. Funding is intended for feasibility studies, public outreach, construction documents, environmental review, permitting and staff costs.
Policy Considerations: As stated in City Council Resolution No. 2023-0205, Section 10.2 and
10.11, City Council approval is required to establish (and cancel) CIP projects and make appropriations exceeding $250,000.
Providing parks and recreation facilities is consistent with the City’s General Plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.
Economic Impacts: None.
Environmental Considerations: This report concerns fiscal activities that do not constitute a "project" as defined by the California Environmental Quality Act Guidelines Section 15378(b)(4).
Environmental review of each project will occur before construction is authorized.
Sustainability: Not Applicable.
File ID: 2024-00361 2/13/2024 Consent Item 5.
Commission/Committee Action: Not Applicable.
Rationale for Recommendation: The City has received funding from various agencies. YPCE staff wishes to implement these park improvement projects for scheduling considerations related to funding, design, construction, and project delivery to meet various grant deadlines.
The City has Individual Project Agreements (IPAs) with Sacramento Housing and Redevelopment Agency (SHRA) utilizing 2024 CDBG funding for the Ninos Park Improvements Project and North Pointe Park Improvements Project. The revenue and expense budgets for these projects were previously approved under Resolution 2023-0313 on October 10, 2023.
The City has received Prop 68 grant funding from the State of California Wildlife Conservation Board to prepare the feasibility studies, permitting and construction documents for the Sutter’s Landing Park ADA River Access Trail project. Grant agreement number WC-2397CA.
Financial Considerations: Staff recommends establishing the revenue and expense budget for the following CIP to account for the activities related to the projects.
