Contract Award: Pavement Data Collection and Analysis (R15200800) File ID: 2024-00389
Location: Citywide
Recommendation: Pass a Motion: 1) authorizing the City Manager or City Manager’s designee to execute a two-year Professional Services Agreement for an amount not to exceed $432,400 with Nichols Consulting Engineers (NCE) to perform Pavement Data Collection and Analysis, for the City’s Pavement Analysis Program.

1-Description/Analysis
2-Professional Services Agreement - Nichols Consulting Engineers Description/Analysis
Issue Detail: The Department of Public Works’ Maintenance Services Division has an ongoing need to regularly update data regarding pavement conditions to accurately determine the schedule for resurfacing projects, pavement maintenance and upkeep of the City’s roadways, and to develop a budget for such activities. Staff recommends a professional services agreement be executed with Nichols Consulting Engineers (NCE) to collect and update this data.
Policy Considerations: The recommendations in this report are in accordance with the provisions of City Code Chapter 3.64 and Administrative Policy 4102, Professional Services, that require City Council approval of actions of $250,000 or more.
Economic Impacts: None.
Environmental Considerations:
File ID: 2024-00389 2/13/2024 Consent Item 6.
California Environmental Quality Act (CEQA): The subject of this report does not involve a project which may cause a direct or indirect change in the environment and is, therefore, exempt from CEQA, (Public Resources Code Section 21065).
Sustainability: Not applicable.
Commission/Committee Action: None.
Rationale for Recommendation: On August 23, 2023, Request for Proposals P24151621005 was issued for Pavement Condition Data Collection and Analysis. On September 27, 2023, the City received proposals from three consultants - Applied Research Associates, Inc. (ARA); HERE North America, LLC; and Nichols Consulting Engineers (NCE). The proposals were reviewed and evaluated by staff from the Department of Public Works. The reviewing panel determined that NCE had submitted the most responsive proposal and was most qualified to complete the scope of work required by this project. City Council approval is needed for the award of the consultant contract to proceed with the project.
Financial Considerations: The estimated total cost to complete the Pavement Data Collection and Analysis is approximately $432,400. The Pavement Management Application (R15200800) has a sufficient unobligated balance of New Measure A Maintenance funding (Fund 2026) to award the professional services agreement to Nichols Consulting Engineers for an amount not to exceed $432,400.
Local Business Enterprise (LBE): Nichols Consulting Engineers is an LBE.
Background: A Pavement Management System (PMS) is a planning tool to track the past, present and future pavement condition and street maintenance and rehabilitation projects in a central database, utilizing engineering software to forecast pavement maintenance needs and assist in budgeting for street maintenance. The PMS is used to ensure that the City is prioritizing roadway repairs to best serve the community in a cost-effective manner.
The City owns and maintains approximately 3,154 lane miles of streets. The Maintenance Services Division uses the PMS to plan future street resurfacing projects and determine the City’s annual Capital Improvement Project and Maintenance Budget, making the PMS very important to keep updated. For the system to remain a reliable planning tool and to determine the current and future condition of its pavement, every street must be inspected on a regular basis for its roughness and the severity of its pavement distress. The resulting data is then entered into the PMS, which uses a mathematical model to assign a Pavement Condition Index (PCI) number to each segment of every street. The PCI ranges from 0 to 100, with 100 indicating the highest quality.
File ID: 2024-00389 2/13/2024 Consent Item 6.
For the PMS to remain a reliable planning tool and reflect the latest street conditions, the PCI must be updated on a regular basis. Efficient pavement management is a matter of balancing expenditures between reconstructing severely deteriorated streets and assuring that other streets are maintained to the City standard, preventing further deferred maintenance.
Staff recommends the inspection of the City’s pavement in order to update the Pavement Condition Index measurements (roughness and severity of pavement distress). Updating this data will validate the system’s accuracy and allow continued use of this valuable planning tool.

Work Plan, Project Schedule and Cost Estimate
Work Plan
NCE’s work plan includes the following tasks.
Task 1: Kickoff Meeting and Project Coordination
NCE will first meet with City staff to kick-off the project by reviewing the technical approach and any administrative matters that may be necessary. At a minimum, items to be discussed will include the following:
• Project goals
• Scope of work, project schedule, budget and invoicing requirements • Field work
o Scheduling and access requirements for field work
o Public safety concerns, requirements and procedures
o Quality Control Plan (QCP)
o Updated GIS map of publicly maintained streets if any o New roads, if any
• Maintenance and rehabilitation (M&R) practices, records, costs • Paving or maintenance budgets
• Budgeting scenarios
• Other optional tasks
Prior to the kick -off meeting, NCE will prepare a detailed agenda, which will be sent to City staff for review. Additional meetings may be held at appropriate milestones to review the work performed and to address any questions or issues that arise as the work progresses.
Deliverables
• Kickoff meeting agenda and summary.
Task 2: Pavement Condition Surveys
NCE will next perform pavement condition surveys on approximately 701 centerline miles of the City maintained streets, i.e., 122 miles of arterials, 85 miles of collectors, and 494 miles of residentials as requested in the RFP. Alleys and bikeway will not be surveyed unless requested. The distress collection protocols will be in accordance with ASTM D6433-20.
The “fuel” for any pavement management engine is the surface condition data. Pavement distress provides that important set of data in determining the costs to maintain the pavement network.
Automated procedures will be conducted with a 100% sampling rate with full width “curb- to-curb” pavement survey coverage to collect distress data. This is the similar technology utilized in 2017 to 2022 , but with upgrade d LiDAR Scanner s to capture high- resolution 3D pavement profile s and automatically determine surface damage areas and the type, severity, and quantity of distress to evaluate pavement conditions. The data collection

system will be operated by the same MTC-certified technicians who worked in the City before, ensuring consistency and reliability in the collected data.
Any variation from the established procedures will be to accommodate unique local conditions, e.g., gap-graded texture of rubberized asphalt concrete overlays, bleeding, edge cracking, etc. These conditions typically exhibit unique distresses that may not be reflected in any distress manual, so special exceptions will need to be made.
Our team will be responsible for providing all equipment necessary for the performance of this task. Should City personnel wish to observe our field crews and testing vehicle during the inspection surveys, we will be more than happy to accommodate this. Individual City staff may also accompany NCE’s field crew for up to ½ day to gain hands-on training at no additional cost to the City. We have found that this is the most effective training method for agency staff, as they become part of the data collection crew, rather than just observers.
Please note that this scope of work and condition surveys do not address issues including, but not limited to traffic, safety and road hazards, geometric issues, road shoulders, sidewalks, curb and gutters, drainage issues or short -term maintenance that should be performed.
Deliverables
• Updated StreetSaver® database with pavement distress data.
Task 3: Data Entry and PCI Calculation
All data collected from the field will then be uploaded into the StreetSaver® database. There are specific rules and validations that must be followed in this task, so a successful upload depends on appropriate Quality Control (QC) as well as a solid familiarity with the StreetSaver® program.
This task will be performed at NCE’s office in order to provide Quality Control of all data entered into the system. NCE will then perform the pavement condition index (PCI) calculations, and correct any errors found. Finally, all PCI, database statistics and other reports will be prepared and will include the following:
• Pavement distribution by Council District (by area, lane miles, centerline miles and % area) – see example figure below
• Pavement distribution by Functional Class (by area, lane miles, centerline miles and % area) • PCI less than 40 (by area, lane-miles, centerline miles and % area) • PCI by Functional Class (weighted by pavement area)
• Length differences – this report will identify any segment where the length difference between the City supplied segment length and the actual measured segment length differs by more than ± 50 feet. • List of streets that were not tested - this will include the street name, begin and end limits, section ID, and reason for not testing, e.g., closed, under construction, private street, etc.

Deliverables
• Updated StreetSaver® database with calculated PCIs
• PCI, database statistics and other reports
Task 4: Quality Control Program
Quality control (QC)/quality assurance checks are critical when a large amount of data needs to be collected and processed. As part of NCE’s goal to provide a superior quality product for our clients, we incorporate a QC component into all of our projects. For this project, we have proposed the inclusion of a QC Manager, Dr. James Signore. He will be responsible for:
• Calibrating all data collection activities
• Reviewing field activities, including spot checks on the field crews • Reviewing field procedures and making changes, as needed • Comparing the field data collected with on-site conditions • Reviewing all data entry functions, including random spot checks • Reviewing reports generated and analyses performed to ensure a quality product NCE will prepare a QC Plan that will include the following components:
• Description of condition survey procedures (distress types, severities). All procedures, changes or modifications should be well documented in the QCP so that future updates will be consistent.
• Accuracy required for data collection or acceptability criteria. • Description of how data will be checked for accuracy, e.g., control sections setup and distress comparisons between walking and automated surveys. A sample spreadsheet of distress detail comparisons between walking and automated survey on control sections is listed below.
A draft QC plan will be submitted to the City for approval, and no field work will commence until a final plan has been accepted.
Deliverables
• Quality control plan

Page | 4
Task 5: Maintenance and Rehabilitation (M&R) Strategies and Decision Tree Pavement treatments and unit costs in City’s StreetSaver® database were last updated in February 2022. Therefore, NCE will first review maintenance and rehabilitation (M&R) strategies with City staff . This will include the recommendation and selection of appropriate treatments and the determination of treatment unit costs. This will also be an appropriate time to review the use of new/sustainable treatments or materials, such as PCC bonded overlays, rubberized asphalt, rubberized cape seals, microsurfacing, rejuvenators, cold -in-place
recycling (CIR), full depth reclamation (FDR),
warm mix asphalt, etc.
Development of the M&R decision tree is a critical step in any pavement management update as it has a direct and significant impact on the final work plan that is developed, as well as the budgeting consequences. NCE’s experience in pavement engineering and design, as well as local conditions, allows our staff to be able to provide the City with solutions that are innovative, sustainable, practical, and workable.
Since paving construction costs have increased dramatically since 2004 (as much as three times in some cases), NCE will review any recent bid tabs, together with those from neighboring agencies, as appropriate, to update unit costs in the decision tree. We have recently completed similar PMS updates for the Cities of Citrus Heights, Elk Grove and Rocklin and will be able to use these bid tabs of construction costs for comparison if needed.
In addition, all historical M&R records from 2022 to 2024 will be entered into the StreetSaver® database. Populating the database with recent M&R historical data is extremely useful for determining future treatments and predicting performance of the various pavement sections. M&R activities include overlay, reconstruction, and any surface seals or localized repairs. All M&R historical records must include the road names, Street ID and Section IDs, limits of work, date and type of treatments, and cost of treatments (optional).
Deliverables
• Updated StreetSaver® database with historical M&R records. • M&R history report.
• M&R strategies and costs in decision tree.
Task 6: Budget Analysis and Annual Reports
NCE will next perform a Budget Needs analysis using an analysis period to be determined by the City (can be as long as 30 years). The Needs Analysis identifies street sections that need treatment and applies the M&R decision trees to each section. The costs are then summed for the entire period. This forms the basis for performing Budget Scenario evaluations, which optimize the road sections for repair under constrained budgets.
In simple terms, the Budget Needs analysis answers the questions:
“If I have unlimited funding for street maintenance and repair, which streets should I fix? When should I fix them? What treatments should I apply? How much will it cost?” Simple put, this module answers the question: “If I only have limited funds for street maintenance and repair, which streets have the highest priority for repairs, when should I perform the repairs, and how much will it cost?
City of Sacramento
Pavement Condition Data Collection and Analysis (RFP No P24151621005) Revised January 2, 2024
Page | 5
The Budget Scenarios evaluation uses a weighted effectiveness rating to prioritize sections for repair under constrained, realistic, budgetary assumptions. The effectiveness rating is defined as the area under a pavement performance curve.
The effectiveness rating is weighted to place a higher priority on certain roads, such as arterials and collectors.
Multiple funding scenarios may be performed to answer “what -if” questions (the real “meat” of any PMS). NCE will perform up to four budget scenario runs based on the discussion with City staff. Typical scenarios include:
• Impacts of existing funding levels including SB1 funding or Measure A • Funding required to maintain existing PCI
• Funding to improve the PCI to a state of good repair
• Impacts to model changes in funding, e.g. , if increases in funding, e.g., sales tax or bond measures StreetSaver® has powerful prioritization tools that analyses the benefits and costs for each road segment and treatment so that a prioritized list of candidate projects are generated for inclusion in a multi-year work plan. It also has the ability to accommodate projects that are “fixed” e.g. utility projects or projects with committed funding.
A sample graph from similar budgetary analyses is shown directly on the right.
After the analysis is completed, NCE will prepare a draft pavement condition report for the City to review. In this current project, NCE has developed a report that is intended for the City Council and the public – it summarizes vast quantities of data and results in an easy to understand and digestible format (see Section 9). As previously mentioned, data from other cities and counties from the Statewide survey database may be provided for comparison.
NCE will deliver the draft report to the City for review in electronic format. Upon receipt of the comments on the draft report, NCE will complete the final report for submittal.
Deliverables
• Draft report (electric) and final report (electric and 2 hard copies).
Task 7: Training, Technical Support and Presentation
Under this task, NCE will prepare and present a one -day training class with City staff. The class will cover the following items:
• Creating or editing street sections
• Entering pavement distress data
• Performing PCI Calculations
• Entering maintenance and rehabilitation history
• Revising the M&R decision tree
o Determining appropriate unit costs
• Determining budget needs
o Creating budget scenarios Identifying treatment strategies o Project selection tools
o Target-driven analysis
• Generating reports and GIS maps
City of Sacramento

Page | 6
All materials will be provided by NCE. It is assumed that the training will be conducted on- site and will include up to 4 participants. It is assumed that computers and internet access will be provided by the City. Options for virtual training are also available if desired.
NCE has prepared and trained over 100 agencies in California on StreetSaver®. This includes developing all the training materials, ensuring interaction in the training as well as conducting the training. At the end of the training, City staff will be able to perform additional funding scenarios as desired and generate new or revised multi-year work plans.
NCE will also provide technical support for the City staff. Typically, most technical support is related to providing one-on- one assistance, performing budget scenarios, updating M&R records, providing customized reports, providing pavement treatment recommendations, GIS maps, etc. Based on City’s revised GIS shapefile or updated network, NCE will modify the pavement inventory to match existing GIS shapefile. Any missing sections or GIS linkages or miscoded inventory characteristics (i.e. functional classification, section length, surface type, etc.) will be updated to reflect City’s maintained network.
In addition, NCE will make presentations to the City Council, if desired. This may be a short (15 to 20 minutes) informational item or could be a longer (1 -2 hours) educational/advocacy workshop, depending on the City’s needs. NCE has recently completed similar presentations to the Cities of Davis, Fairfield, Folsom and to the Board of Supervisors in Madera, Fresno, Santa Cruz, Siskiyou and Humboldt Counties.
NCE’s value to the City is the information that we can provide from other agencies, and the results of tight budgetary constraints. We can also share the perspective of our work from the California Statewide Needs Assessment study, which included an assessment of all 540 cities and counties. This task includes two videoconference with City staff prior to the presentation to discuss items such as the goal of the presentation, the level of knowledge and backgrounds of the audience, the number of stakeholders involved and other potential issues.
Deliverables
• Training manuals and PowerPoint presentations for software training. • PowerPoint presentation for Council meeting.
“We have been happy with the work performed by Nichols Engineering (NCE)…Margot’s presentation to our City "Council was instrumental in getting their ‘buy in’ to use the PMS for our Pavement Rehabilitation programs.” Elizabeth Chopp, PE, Senior Engineer
