Description/Analysis
Issue Detail: The City of Sacramento, partnering with the City of Roseville and the Placer County Water Agency, has worked with Integrated Communications Strategies, LLC over the past six years, under a Cost Share Agreement (CSA). The City of Roseville has been the administrator of the Professional Services Agreement (PSA) and the scope of the PSA was developed by mutual agreement of the Partners. The City of Sacramento, the City of Roseville and PCWA have mutually agreed upon the amended scope of services that includes:
· State funding opportunities to support watersheds in the Sacramento region, including such projects as the Sacramento Regional Water Bank and RiverArc. · Stakeholder and public engagement on local water infrastructure projects. · Other state legislative and regulatory matters that impact water supply management efforts in the Sacramento region.

File ID: 2024-00428 2/13/2024 Consent Item 10.
Services Provided To Monthly Retainers Overages Annual Baseline Retainer Amount
City of Sacramento $2,500 $30,000
City of Roseville $2,500 $30,000
Placer County Water Agency $2,500 $30,000
Retainer subtotal $7,500 $90,000
Overage built into contract $40,000 $40,000
Contract subtotals (12 months) $90,000 $40,000 $130,000 Contract total (4 years) $360,000 $160,000 $520,000
For the Partners, there is a minimum monthly retainer of $7,500 per month ($30,000 per agency per year), which accounts for a set amount of time that Integrated Communications Strategies, LLC would render services. Should the time billed exceed this retainer amount in a one-month period, Integrated Communications Strategies, LLC will bill the City of Roseville for this amount as an overage. Then the City of Roseville would allocate and bill the City of Sacramento and PCWA for their share of the overages through the amended Cost Share Agreement. Overages are only anticipated, and upon concurrence of the partners, in situations where there is heightened activity on an issue that requires an extra level of time spent, beyond what is a typical level of activity. Total annual amount allocated for these potential overages is $40,000 annually. The City of Sacramento and PCWA will reimburse the City of Roseville for all costs incurred on their behalf, through the extended Cost Share Agreement, for the four-year contract term.
