Description/Analysis
Issue Detail: The North Sacramento School was listed on the National Register of Historic Places (NHRP), along with the California Register of Historical Resources in March of 2021 under criteria A and C (Attachment 3). After review of the background research, staff presented a Statement of Nomination to the Preservation Director who concluded at a public hearing on November 2, 2023, that the property appears eligible for listing in the Sacramento register pursuant to the criteria provided in Sacramento City Code section 17.604.210.A.1. i, iii, and iv. Staff has prepared a draft
File ID: 2024-00286 2/13/2024 Public Hearing Item 21.
Ordinance (Attachment 2) which justifies listing the property on the Sacramento Register.
A notice of the public hearing describing the proposed landmark listing was sent to the property owner and all adjacent property owners within 500-feet of the North Sacramento School at 670 Dixieanne Avenue. A hearing notice has been posted at the property 10 days in advance of the hearing as required by City Code. Preservation Sacramento, Old North Sac Neighborhood Association, Del Paso Boulevard Partnership, Rancho Del Paso Neighborhood Association, North Sacramento Chamber of Commerce, Old North Sacramento (Uptown/Dixieanne) Community Association, and the Benito Juarez Neighborhood Association have been notified of the landmark proceeding. The property is owned by the Twin Rivers Unified School District currently owns the building. Staff has met with representatives from the school district who voiced no opposition to listing the building on the Sacramento Register.
Staff received a voicemail from Daniel Savala the Director of the Del Paso Boulevard Partnership voicing concern on behalf of the organization that the local historic designation would restrict potential redevelopment of the property, including future demolition. Staff met with Mr. Savala on January 18, 2024, and explained that the property is already listed on the National Register of Historic Places and the California Register of Historical Resources, which means that the environmental or design review process would not change because of local listing. In addition, staff informed Mr. Savala that since the landmark listing process began, the City has been approached by developers who only became interested in the site as a result of the local nomination process, which provides evidence that local listing would be beneficial due to the notoriety it will bring to the building and the area. Staff offered to present to the organization’s board at their January 27 th, 2024 meeting,
but the organization declined.
No other objections have been received by staff.
Policy Considerations: The City Council has found “that significant aspects of the City’s rich and diverse historic resources deserve recognition and preservation to foster an understanding of our heritage, and to promote the public health and safety and the economic and general welfare of the people of the city. The preservation and continued use of historic resources are effective tools to sustain and revitalize neighborhoods and business districts within the city, enhance the city’s economic, cultural and aesthetic standing, its identity, its livability, marketability and urban character” (Sacramento City Code section 17.604.100.A.). To this end, the city code directs the Preservation Director, to “make preliminary determinations relative to properties’ eligibility for listing on the Sacramento register” and to “initiate proceedings to nominate resources for listing on the Sacramento register” (Pursuant to City Code sections 17.604.100.C.2 and 17.604.220).
The nomination of the North Sacramento School at 670 Dixieanne Avenue for listing as a landmark on the Sacramento Register is consistent with Sacramento 2035 General Plan goal HCR 2.1, which
File ID: 2024-00286 2/13/2024 Public Hearing Item 21.
provides for the identification and preservation of historical and cultural resources. General Plan policy HCR 2.1.1 states, “The City shall identify historic and cultural resources, including individual properties, districts, and sites, to ensure adequate protection.” City Code Section 17.604.700-750 list several incentives for the adaptive reuse of historic buildings listed in the Sacramento Register. In addition, by virtue of being listed on the NRHP and the California Register of Historical Resources (CRHR) the building is eligible for both federal and state rehabilitation tax credits and a Mills Act historical property tax incentives that benefit owners of historic properties by lowering the effective tax rate. These incentives are intended to incentivize the ownership and maintenance of historic properties.
Economic Impacts: Not applicable.
Environmental Considerations:
California Environmental Quality Act (CEQA): The listing of the North Sacramento School at 670 Dixieanne Avenue as a historic landmark on the Sacramento register is exempt from review under the California Environmental Quality Act pursuant to CEQA Guidelines section 15308. Section 15308 exempts from CEQA review acts that are undertaken to assure the maintenance, restoration, enhancement, or protection of the environment where the regulatory process involves procedures for protection of the environment. Listing the property as a historic landmark would ensure that future development on the site would undergo preservation review, as part of the city’s site plan and design review process, prior to the granting of any entitlements, thereby protecting the historic resource, which would be considered part of the environment.
Sustainability: Not applicable.
Commission/Committee Action: On November 2, 2023, the City of Sacramento’s Preservation Director, in conformance with Section 17.604.220 of the City Code, held a public hearing, reviewed the historic analysis prepared by Brunzell Historical (Attachment 2) and concurred with a draft statement of nomination and directed staff to prepare a draft Ordinance (Attachment 1) for review and consideration by the Preservation Commission. On November 15, 2023, the Preservation Commission, in conformance with Section 17.604.220 of the City Code, held a public hearing, reviewed a draft ordinance and recommended the City Council adopt an ordinance listing 670 Dixieanne Avenue on the Sacramento Register as a landmark.
Rationale for Recommendation: Listing of the North Sacramento School at 670 Dixieanne Avenue ( Figure 1) as a landmark on the Sacramento Register is consistent with the Historic Preservation Chapter (17.604) of the City Code and the goals of the 2035 General Plan. Listing the nominated resource on the Sacramento register will help ensure its preservation and encourage rehabilitation

consistent with the U.S. Secretary of the Interior’s Standards for the Treatment of Historic Properties.
The North Sacramento School at 670 Dixieanne Avenue (Figure 1) is significant for its association with the foundation, growth, and development of the city of North Sacramento, which was annexed into the City of Sacramento in 1964. With construction beginning on the school building in 1915, the North Sacramento School District was created to encourage families with children to purchase property in the city of North Sacramento, serving as a major driver of population growth in the area.
Originally designed by architect Clarence C. Cuff (architect of the Merrium Apartments and Guild Theater), the structure is a rare example of Cuff’s utilization of a Spanish-inspired design.
Furthermore, the building was expanded several times shortly after initial construction, with additions designed by architect E.C. Hemmings (Hotel Sequoia, and collaborator with Leonard Starks on the Elks Lodge Tower), and the firm Dean and Dean (Revival-style schools throughout Sacramento, Memorial Auditorium, and a number of houses within the NHRP-listed Montgomery Way Historic District). The building is also a fine example of Mission-Revival style educational architecture with elements of Spanish Colonial and Romanesque Revival. Significant features and characteristics include the clay tile roof, smooth stucco cladding, tall multi-lite wood windows, arcade and front courtyard, tower elaborated by blind arches and columns, fluted Doric columns, decorative buttresses, scuppers, projecting bay, classroom wings, masonry grids, shaped parapets, clerestory windows, and central courtyard with large arched windows with divided lites. ORDINANCE NO. ___
Adopted by the Sacramento City Council
[Date Adopted]
AN ORDINANCE LISTING THE NORTH SACRAMENTO SCHOOL AT 670 DIXIEANNE AVENUE AS A
LANDMARK ON THE SACRAMENTO REGISTER OF HISTORIC AND CULTURAL RESOURCES
BACKGROUND
A. The city council has found “that significant aspects of the city’s rich and diverse historic resources deserve recognition and preservation to foster an understanding of our heritage, and to promote the public health and safety and the economic and general welfare of the people of the city. The preservation and continued use of historic resources are effective tools to sustain and revitalize neighborhoods and business districts within the city, enhance the city’s economic, cultural and aesthetic standing, its identity and its livability, marketability and urban character.” (Sacramento City Code section 17.604.100.A.)
B. To this end, the city code provides a mechanism for listing landmarks, historic districts, and contributing resources on the Sacramento Register of Historic and Cultural Resources (“Sacramento Register”).
C. On November 2, 2023, the Preservation Director reviewed a statement of nomination and determined that the North Sacramento School located at 670 Dixieanne Avenue is eligible for listing on the Sacramento Register of Historic and Cultural Resources as a landmark. On November 15, 2023, the Preservation Commission concurred with the findings of the Preservation Director and recommended the City Council list the North Sacramento School at 670 Dixieanne Avenue as a landmark in the Sacramento register.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF SACRAMENTO:
SECTION 1
A. 670 Dixieanne Avenue meets the criteria for listing on the Sacramento register provided within City Code section 17.604.210.A.1.a. i, iii, iv.
i. The North Sacramento School at 670 Dixieanne Avenue is important for its association with events that have made a significant contribution to the broad patterns of the history of the city. (City Code 17.604.210.A.1.a.i).
The North Sacramento School is significant for its association with the foundation, growth, and development of the City of North Sacramento and with the establishment of the North Sacramento School District. The North Sacramento School District was created to encourage families with children to purchase property in the City of North Sacramento, serving as a major driver of population growth in the area before it was annexed by the City of Sacramento in 1964. The school district’s contributions to the development of the region meet the criteria for its listing in the Sacramento Register of Historic and Cultural Resources according to City Code 17.604.210 (A)1.a.i for its associations with the history of the development and expansion of the city.
ii. The North Sacramento School at 670 Dixieanne Avenue embodies the distinctive characteristics of a type, period, or method of construction (Sacramento City Code Section 17.604.210.A.1.a.iii)
The North Sacramento School is an excellent example of Mission-Revival style educational architecture with elements of Spanish Colonial and Romanesque Revival styles incorporated into the design. Significant features and characteristics include the clay tile roof, smooth stucco cladding, tall multi-lite wood casement windows, arcade, tower elaborated by blind arches and columns, fluted Doric columns, decorative buttresses, projecting classroom wings, front courtyard, shaped parapets, clerestory windows, and central courtyard with large arched windows with divided lites. Therefore, the North Sacramento School meets the criteria for listing in the Sacramento Register of Historic and Cultural Resources under City Code criteria
17.604.210(A)1.a.iii, as the embodiment of distinctive characteristics of Period Revival architectural design of the early 20th century.
iii. The North Sacramento School at 670 Dixieanne Avenue represents the work of an important creative individual or master (City Code 17.604.210.A.1.a.iv).
The North Sacramento School was originally designed by prominent architect Clarence C. Cuff (architect of the Merrium Apartments and Guild Theater) and is a rare example of Cuff’s utilization of Spanish-inspired design. Shortly after initial construction, significant additions to the building were designed by architects E.C.
Hemmings, and Dean and Dean. The North Sacramento School at 670 Dixieanne Avenue represents the work of these important creative individuals and master architects who designed some of the most important landmarks and contributing resources in Sacramento (City Code 17.604.210.A.1.a.iv).
iv. The North Sacramento School at 670 Dixieanne Avenue has integrity of location, design, setting, materials, workmanship, and association. Integrity shall be judged with reference to the particular criterion or criteria specified in subsection A.1.a of section 17.604.210.A.1.b.
The North Sacramento School retains a high degree of historic integrity in all six aspects. The neighborhood and building remain largely unchanged. There have been minimal alterations after initial construction, and the changes that do exist have been compatible with the style and scale of the building.
v. The North Sacramento School at 670 Dixieanne Avenue has significant historic or architectural worth, and its designation as a landmark is reasonable, appropriate and necessary to promote, protect and further the goals and purposes of this chapter. (17.604.210.A.1.c)
The North Sacramento School at 670 Dixieanne Avenue has significant historic and architectural worth. It retains a high level of integrity with regards to its location, design, setting, materials, workmanship, and association. The North Sacramento School at 670 Dixieanne Avenue is a rare remaining example of a North Sacramento educational building that contributed to the growth and development of North Sacramento before being annexed into Sacramento in 1964, a significant and unique representation of Mission-style educational architecture in Sacramento, and is the work of several locally significant architects who designed some of the most historically significant buildings in Sacramento.
vi. The city has considered the factors set forth City Code Section 17.604.210.A.2 and determined those factors do not apply.

ATTN: Amy Crain, State Historian II
Dear Ms. Polanco:
As one of its obligations as a Certified Local Government (CLG), the City is periodically called upon to provide comment to the State Historic Preservation Officer (SHPO) on National Register of Historic Places (National Register) nominations scheduled for consideration by the State Historical Resources Commission. During December, the Preservation Director received copies of National Register nominations for the Thomas Jefferson School property located at 1619 N Street in the Midtown Neighborhood and the North Sacramento School property located at 670 Dixieanne Avenue. Both school properties have been vacant for many years and the focus of preservation and reuse efforts over the years. The Preservation Director welcomes the recognition of these architecturally and culturally significant properties and enthusiastically supports their listing on both the National Register and the Sacramento Register.
The Preservation Director draws the following conclusions based on a review of the pending nominations for the two school properties:
North Sacramento School
School facility is an outstanding work of public architecture in its North Sacramento community and an excellent example in Sacramento of the Mission/Spanish Colonial Revival style of architecture. Design of the school and its several additions was the work of noteworthy Sacramento area architects (e.g., Clarence Cuff, E.C. Hemmings and Dean & Dean). Thus, assertion that property is significant under Criterion C (design) seems fully warranted. Property also appears to retain a high level of design integrity.
Assertion that property is significant under Criterion A (school’s integral association with the establishment, growth and development of the City of North Sacramento) is well argued and seems fully warranted.
Period of significance rationale: end date (1953), though it appears appropriate, merits a clearer, stronger rationale based on when use of the property as a public school during the 1950s ceased.
Thomas Jefferson School
School facility is an outstanding work of Sacramento’s school architecture and an excellent example in Sacramento of the English Revival/Tudor Revival architectural style. Design of the school was the work of the accomplished Sacramento area architectural firms - E.C. Hemmings and Dean & Dean. Thus, assertion that property is significant under Criterion C (design) seems fully warranted. Property also appears to retain a high level of design integrity.
Period of significance rationale: Rationale for the period of significance seems warranted, based as it is on the construction end date for the school under significance Criterion C.
Nomination contains a moderately-detailed historic context statement discussing the school district’s school construction program; however, it does not clearly state why Jefferson School does not warrant consideration based on Significance Criterion A - potentially because sufficient data could not be found documenting such significance.
In the Preservation Director’s judgment, the nomination would be strengthened by slightly expanding the significance statement discussion to succinctly explain why development of Jefferson School was not a significant expression of the school district school construction program during the late 1910/1920s period.
Discussion of the two NRHP nominations by the Preservation Commission was agendized by the Preservation Commission on January 20, 2021; however, due to civil unrest concerns that arose connected the Presidential Inauguration that meeting was cancelled. Instead, this topic will be discussed at the commission’s February 17, 2021 meeting. Any additional comments offered by the commission will be forwarded to the SHPO for your consideration. In addition, the Preservation Director intends to bring back to the Preservation Commission for its consideration, nominations to the Sacramento Register for the two school properties during spring/summer 2021.
In summary, the Preservation Director appreciates the opportunity to offer comment on these important architecturally and culturally significant properties and enthusiastically supports their nomination to the NRHP while also requesting that the two recommendations offered regarding the significance statements (above) be given consideration before the nominations move forward to the Keeper.

Dear Sean:
______________________________________________________________________________
Preservation of historic and cultural resources is important to promote understanding between cultures and because cities with distinctly identifiable places and history are generally more livable for residents and more attractive to new businesses that sustain the economy. Preservation and adaptive reuse of historic structures also promote sustainability by reducing the need for new construction materials.

We are writing to formally request the nomination of the North Sacramento School located at 670 Dixieanne Avenue to the Preservation Commission for inclusion on the Sacramento Register of Historic and Cultural Resources.
Built in 1915, the building is currently on The National Register of Historic Places and the Registration Form (attached) discusses the significant historical beginnings of the city of North Sacramento, the distinctive style of Mission/Spanish Colonial architectural aspects of the school, and the important architects—Clarence C. Cuffs and E.C. Hemmings—who designed the building and were responsible for other notable buildings in Sacramento.
Up until 2007, the North Sacramento School District was still operating until the merger with Twin Rivers Unified School District who used 670 Dixieanne Avenue as an administrative building for a short period before boarding it up and abandoning it to the vestiges of time, vandalism, and unauthorized use.
II
“North Sacramento School conveys its identity as an historic school.” (From the National Park Service / National Register of Historic Places Registration Form)
Design
North Sacramento School’s design is expressed through its Mission/Spanish architecture.
Character-defining features include its complex symmetrical plan with classroom wings flanking the central auditorium, tall windows designed to bring light and air into classrooms, and courtyards with arcades functioning as corridors. Ornamental elements of the design include decorative buttresses, shaped parapets, fluted Doric columns, a Romanesque tower, tall windows, and arcades. No substantial alterations have been performed to its design post -period of significance.
Therefore, it retains integrity of design.
Setting
The residential neighborhood and commercial neighborhood surrounding the school has retained many of its historic-period buildings as well as the overall character present during the school’s period of significance. North Sacramento School therefore retains sufficient integrity of setting to convey its significance.
Materials
North Sacramento School’s clay tile roof, multiple-light windows, and stucco cladding date from the period of significance and the school conveys its historic identity through its materials.
Workmanship
North Sacramento School’s workmanship dates from the period of significance and the school conveys its historic identity through its workmanship.

Feeling
North Sacramento School strongly evokes the feeling of an early- twentieth century school building.
Association
The North Sacramento School is vacant. Its original use remains apparent and therefore allows it to retain integrity of association.
Statement of Significance Summary Paragraph
North Sacramento School is eligible for the National Register of Historic Places at the local level of significance under Criterion A in the area of Community Planning and Development for its association with the foundation, growth, and development of the community of North Sacramento and with the establishment and growth of the North Sacramento School District. The school is also eligible under Criterion C embodying the distinctive characteristics of Mission/Spanish Colonial Revival architecture and as a significant example of the work of master architects C.C. Cuff and E.C. Hemmings. The period of significance is 1915 to 1953, the
school’s period of use which mirrored the community’s era as a vibrant independent city, and the school’s role as an amenity utilized by boosters to promote growth.

Recent History of the North Sacramento School
After abandoning the property 16 years ago, the Twin Rivers Unified School District decided to surplus the school pursuant to state law and a sale was approved by the board. Community apprehensions spiked when reports circulated that the school would be demolished and a mega cannabis manufacturing, processing and retail facility was planned. The current status of the transaction is unknown, but we have heard that the buyer may default. In that case, the property would be reposted for sale by the board.
Ronnie Shaw (Old North Sacramento Community Association) contacted the Twin Rivers School Board in July 2021 about the Community’s concerns and interest in the vacant property as a Community Resource Center. Regrettably, the TR School District never responded to these concerns. The letter (attached) stated:
This letter sums up community response to the recent rumored sale & development proposed for historic 670 Dixieanne Ave. This property has major historical preservation value in our community of Old North Sacramento. Therefore, as concerned community we are writing this letter to ensure residents throughout District 2 who have fought to preserve the legacy of the building, & those residing near any impacts of proposed development, have their voices and concerns heard with the intent of shaping future direction of this community pillar.
For over a decade, this property has had multiple requests by community groups to be included on the list of historical preservation. Unfortunately, there is a detrimental trend in our district where buildings are not properly maintained causing decay & haphazard conditions. Like the old Grant Theatre on Del Paso Blvd, this property was neglected over the years leading to the building’s structural problems that make it an expensive property to revitalize. The result is blight and conditions that allow predatory acquisition of this property at the detriment of the community.
Twin Rivers has a responsibility to maintain & upkeep this property which could have resulted in better outcomes and uses for the building. Perhaps revamping this into a community space that serves the greater region while maintaining some of the building? Community needs to be part of the ongoing plan of action Twin Rivers will take on this property.
District 2 neighborhood groups have been meeting with Twin Rivers School Board Members to discuss the opportunity to reuse the school as a community place. They are readying their proposal in light of the fact that the closing of the current escrow on the property is questionable and presents an opportunity for the community to improve both North Sacramento’s and the City of Sacramento’s cultural heritage.

Importance of Cultural Heritage
Cultural heritage conservation in Western societies focuses on extending the life of cultural narratives, values, and significance by preserving historical artifacts and property and integrating them into contemporary life. More recently, cultural heritage conservation efforts have expanded to include intangible elements such as traditional practices, cuisine, art forms, and events that make an area culturally significant. For the City of Sacramento, it also means being inclusive of marginalized communities whose cultural contributions have not been previously recognized.
North Sacramento is a Disadvantaged Community. SB 535 directs the Secretary for Environmental Protection to identify disadvantaged communities. Identification must be based on geographic, socioeconomic, public
health, and environmental hazard criteria
(Health and Safety Code Section 37911).
The criteria may include but are not
limited to 1) Areas disproportionately
affected by environmental pollution and
other hazards that can lead to negative
public health effects, exposure, or
environmental degradation. 2) Areas
with concentrations of people that are of
low income, high unemployment, low
levels of homeownership, high rent
burden, sensitive populations, or low
levels of educational attainment.
All urban communities, whether they have developed gradually over time or have been created deliberately, are an expression of the diversity of societies throughout history. We believe that historic urban areas—large and small, including cities, towns, and historic centers—also encompass their natural and man-made environments.

Today, unfortunately, North Sacramento, like many such areas across our city and country are being threatened, physically degraded, damaged, or even destroyed, by the impact of the urban development that follows industrialization in societies everywhere.
In this regard, North Sacramento has experienced the negative and hurtful impacts of redlining, annexation, redevelopment, freeway construction, and the lack of municipal services for decades.
Adding this former school to the City’s Register of Historic Landmarks would be the one and only Historic City Landmark located in North Sacramento on the City’s Register—and that would be a welcome and remarkable first.
Thank you for your attention to this matter. Please keep us informed as to when the Preservation Commission will hear this request.

RE: M23-010, North Sacramento School Landmark Designation
Old North Sacramento Community Association has been working tirelessly in recent months with neighbors dedicated to the preservation of one of North Sacramento’s founding architectural & cultural gems, the North Sacramento School. We stand very proud to support its landmark designation nomination by the City of Sacramento mirroring its federal & state recognition as a place of historical significance. This will be the very first landmark in North Sacramento, a long overdue distinction for an area rich in its own history and place in time.
For far too long North Sacramento has been sabotaged, red-lined, neglected, and exploited by local leadership through various intentional practices, utter inaction, & negligence that created blighted conditions in which this school & surrounding neighborhood fell victim to over time. Designating this school as North Sacramento’s first landmark creates a pivotal moment of redemption for a community well-deserving of the pride & visibility that has been stolen by those in positions of power and influence.
Initially constructed by famed architect Clarence C. Cuff starting in 1915, the North Sacramento School was a marvel of its time reflecting the Mission/Spanish Colonial Revival architecture popularized throughout California. Culturally, the school attracted thousands of early Sacramentans to the new City of North Sacramento as a premier education hub pulling families from far & wide; literally shaping the region’s early migration & communities’ development. Therefore, all areas in District 2 can trace their roots to the school’s existence.
There is an overwhelming positive response to the designation of North Sacramento School being recognized as North Sacramento’s first landmark. It is a healing moment when systematic wrongs are corrected, negligence is transformed into reverence; and the politics of keeping neighborhoods blighted for personal gain born from political & business conflicts-of-interests can put aside for the greater good of the entire community. We all wait to revel in the prestige and ripple effect this local landmark designation will bring to our area.

RE: M23-010, North Sacramento School, 670 Dixieanne Avenue Dear Director DeCourcy,
The Board of Directors of Preservation Sacramento wishes to express our support for the eligibility of North Sacramento School, located at 670 Dixieanne Avenue, for the Sacramento Register of Historic and Cultural Resources. Preservation Sacramento managed a contract to nominate the property to the National Register of Historic Places, using funds provided by Capital City Preservation Trust.
We were initially contacted about this property by a neighbor, Robert Charland, a resident of the "Surreal Estates" development, in March of 2017, informing us that the district apparently wished to demolish the school. During the subsequent two years, we met with multiple North Sacramento area community organizations and neighborhood groups, the Del Paso Boulevard Partnership, and the staff and school board of Twin Rivers Unified School District. We also held two walking tours, and our Historic Home Tour, in the area in 2018 and 2019. These events brought attention to the history of Del Paso Boulevard, North Sacramento, Woodlake, Del Paso Heights and other District 2 neighborhoods, which have a rich legacy of historic places and architectural treasures—but no currently listed City landmarks, and almost no surveys for historic properties have been done in this portion of the city.
The National Register nomination, written by historian Kara Brunzell, was used as the basis for this Sacramento Register nomination. It outlines the significance of the property and demonstrates its historic integrity. The nomination was supported with comments from the City of Sacramento’s Preservation Director, received no critique or opposition from the school district, and the school was listed in the National Register. We urge the Preservation Director, Preservation Commission, and City Council to move forward and list the North Sacramento School in the Sacramento Register, making it District 2’s first historic landmark—and we hope that the city will survey and list more of this district’s historic places.
Sincerely,
William Burg

RE: Old North Sacramento School, Twin Rivers School District 670 Dixieanne Avenue, Sacramento, CA 95815
Dear Sean:
The Robla Park Community Association supports the Preservation and Historic Landmark designation of the North Sacramento School located at 670 Dixieanne Avenue, North Sacramento.
The inclusion of the North Sacramento School on the Sacramento Register of Historic and Cultural Resources, as well as other landmark locations and buildings throughout North Sacramento is long overdue. Despite the efforts of longstanding community members, businesses and neighborhood associations to protect the rich historical identity and culture of the area, there are still no Historic City Landmark designations in the greater North Sacramento area.
It appears, the existence of North Sacramento prior to annexation has been deemed insignificant. The ongoing problems of economic failure and social disintegration make it difficult to transform the area respectfully of its rich history and culture. The trajectory of this dismissive practice must change in order to achieve equality for all North Sacramento communities.
This North Sacramento School, in the absence of the voices and presence of those before us, deserves to be celebrated and recognized in City’s Register of Historic Landmarks.
Best Regards,
Robla Park Community Association

DISTRICT 2 ASSOCIATIONS POSITION LETTER
Community Response: Pending Sale and Development Concerns of Historic 670 Dixieanne Ave
We expect growth that will both enhance the quality of life for residents & have minimal impacts given the modern urban density of the surrounding area; all while preserving the charm & legacy of an era past. We were recently informed that Twin Rivers Unified School District sold this property to developers aiming to build high-density affordable housing. This letter outlines community opposition to such development.
Historical Value:
For over a decade, this property has had multiple requests by community groups to be included on the list of historical preservation. William Burg, president of Preservation Sacramento, has even included the site on historic property walking tours as a unique time capsule of architectural flavor of Sacramento. Unfortunately, there is a detrimental trend in our district where buildings are not properly maintained causing decay & haphazard conditions. Like the old Grant Theatre on Del Paso Blvd, this property was neglected over the years by T.R.U.S.T. leading to the buildings’ structural problems that make it an expensive property to revitalize. A community park or center with lots of green open space could preserve the historical value while increasing the quality of life for residents for generations. Community needs to be part of the ongoing plan of action Twin Rivers will take on this property. There are health & safety concerns too, such as asbestos, that need to be communicated about to ensure public health & safety is maintained regardless of the proposed project.
Modern Urban Density of the Area:
The historic property sits in a subsection of Old North Sacramento called Dixieanne. This once quaint, small neighborhood of single-family homes, duplexes, and a few apartment complexes has given way to urban density in modern times. As the disenfranchisement of this part of District 2 deepened it became a dumping ground for low-standard, high-density apartment structures fostering hot beds of social decay, increasing crime, and a variety of blight issues impacting neighbors. Today, in the few blocks surrounding this building there are alleyways filled to the brim with mother-in-law suites, illegally built bungalows, and a plethora of large apartment complexes which creates more human density than the area was built for. Parking is scarce given the overpopulation and trash & city services is a logistical nightmare because of the vehicle density. Building affordable or high-density housing complexes at 670 Dixieanne will exacerbate these issues leading to further decline of residential quality of life.
In Conclusion, we implore T.R.U.S.D. to engage all stakeholders, community residents & perspective buyers in a collaborative forum to foster dialogue on the many implications of any development at this site. Our association will gladly host such an engagement and await your involvement & communication. To be clear, we do not want high-density housing. We desire green spaces that incorporate the historic structure that will reduce the human density of this congested location. Lastly, we expect T.R.U.S.D. to properly maintain and upkeep this property to correct the blight caused by their neglect regardless of any acquisition.

Hope you are well.
I am writing to let you know that the Community has submitted a formal request to the Preservation Commission to add the North Sacramento School to the City's Register of Historic and cultural Resources.
The Community is diligently working to ensure that this beautiful school can be transformed and reused as a Cultural, Arts and History Center for North Sacramento and its residents’ that will highlight the important events and people of North Sacramento from the days of when it was called Rancho Del Paso, to its beginnings as the fast-growing City of North Sacramento, to the 1964 annexation by the City of Sacramento and up through our current times.
The Preservation Commission will hear this matter later this year. We hope that you will join with District 2’s Neighborhood Associations and support this very important venture. I will contact your office in the near future to further inform of this very important project.
Best Regards,
Ronnie Shaw,

Dear Mr Feuss,
I am writing to support the Landmark Preservation designation of the North Sacramento School building, 670 Dixieanne Ave, Old North Sacramento.
It is a great old building with a long presence in the community life of North Sacramento. My Dad attended it as a boy. He often talked about his times in the school and how their meeting and performance hall was the now demolished Del Paso Theater just across Dixieanne. I hope we can save the school. If we manage, I predict a day when the North Sacramento School fills the same wonderful roll as the Sierra School fills in Curtis Park.
Thanks,
Rob Kerth

Dear Mr Feuss,
I am a resident and property owner in Old North Sacramento.
Please include me in any updates about this project.
I wholeheartedly support the approval of the Historical Landmark Preservation designation of the North Sacramento School building.
The building is an obvious centerpiece to the neighborhood. I walk by and it regularly and often consider its possibilities. I hope to see it revitalized and serving the community. Preserving it is important to the character and well being of our neighborhood.

Dear Mr. Feuss,
I’m a one of the Home Owners of the artist community situated on part of the original playground of the North Sacramento School.
One of the reasons we all agreed to build here was the awesome Spanish Revival school right next door. That tower is such a distinctive landmark!
My Wifes’s family immigrated to North Sacramento in 1929 and establish their new California life and business on Del Paso Blvd near by, much of the history from that period has been lost, the School building is one of the last bastions of that era.
The School is a neglected treasure of the neighborhood and Greater North Sacramento. It deserves to become the first Sacramento Historical Landmark Preservation designation in all of District 2. The architect, Clarence Cuff is a well known Architect of several charming and exotic structures that still stand In Sacramento, this building should be recognized, rehabilitated and protected this one on the registry!
I support the approval of the Historical Landmark Preservation designation of the North Sacramento School building, 670 Dixieanne Ave, Old North Sacramento.

North Sacramento School Landmark Nomination

ATTN: Henry Feuss- Community Development Department
Dear Mr. Feuss,
I live in an artist community situated on part of the original playground of the North Sacramento School. Part of the reason we all agreed to build here was the awesome Spanish Revival school right next door. That tower is such a distinctive landmark! My mother’s family immigrated to North Sacramento in 1929. My great great grandparents had a business on Del Paso Blvd, not two blocks from where I live now. My aunt went to North Sacramento School in 1930. This school is a treasure of the neighborhood and Greater North Sacramento. It deserves to become the first Sacramento Historical Landmark Preservation designation in all of District 2. The architect, Clarence Cuff is a well known Architect of several charming and exotic structures that still stand In Sacramento.. lets recognize this one on the registry!
