Description/Analysis
Issue Detail: Staff is requesting authorization to execute a professional service agreement with Cooper Robertson in the amount of $799,831 with a time of performance from the date it is fully executed by the duly authorized parties to June 30, 2026. Cooper Robertson will provide consulting service for the River District Specific Plan Update.

The River District Specific Plan area (River District) lies north of the Downtown core (see Attachment 3) and covers approximately 773 acres of land that is divided into approximately 400 separate parcels held by over 200 property owners. It is generally defined on the north by the American River, on the west by the Sacramento River, and on the south by the Railyards Specific Plan area. Several major developments are currently underway in the River District, including but not limited to the State office complex, Township 9, and Mirasol Village.

The River District Specific Plan, adopted in 2011, was meant to catalyze development and included a comprehensive circulation diagram and a Finance Plan that intended to incentivize new

development and pay for infrastructure improvements (including a reconfigured circulation system).

However, development activity has been much lower than anticipated since its adoption, leading to lower fee collection for necessary infrastructure improvements. The purpose of the River District Specific Plan Update (Update) is to evaluate the plan against a shared vision for the future of the River District, to be developed as part of the update process. The Update aims to evaluate the goals, policies, actions, and diagrams, as well as consider how to realistically finance infrastructure improvements needed for anticipated development.

Policy Considerations: City Code Section 3.64.020 requires City Council approval for all agreements in the amount of $250,000 or more.

Additionally, the proposed project will be consistent with and guided by the City’s goals and policies as established in the 2035 General Plan and 2021-2029 Housing Element, including the following:
· Policy LU 1.1.4 Leading Infill Growth
· Policy LU 1.1.5 Infill Development
· Policy LU 2.2.1 World-Class Rivers
· Policy LU 2.2.3 Improving River Development and Access · Policy ED 3.1.7 Infrastructure and Public Facilities
· Policy ED 3.1.8 Streamline Development Process
· Policy H-1.5 Facilitate Development Through Specific Plans and Commercial Corridor Action Plans
o Program H9 Facilitate Appropriate Development through Specific Plans and Commercial Corridor Action Plans
· Policy H-1.6 Support Infrastructure Improvements in Targeted Infill Areas · Policy H-8.3 Encourage Accessible Housing Near Transit and Amenities Economic Impacts: The River District Specific Plan Update aims to support increased housing development and economic activity in and around the project area. In addition, any proposed circulation and mobility improvements would aim to improve access to and from the area, while also increasing local foot traffic, which could support and bolster new local businesses in the area. Finally, potential improvements to river accessibility could generate more activity in the area as residents and visitors begin to associate the River District as a place to visit the American and Sacramento Rivers.

Environmental Considerations: This report concerns administrative activities and government fiscal activities-the execution of a professional services agreement to prepare a specific plan and related documents-that do not constitute a “project” as defined by the CEQA Guidelines Sections 15378(b) (2) and 15378(b)(4) and are not subject to the provisions of CEQA (CEQA Guidelines15060(c)(3)).

City Council will consider the environmental impacts of the specific plan, if any, at the time it considers the adoption of the specific plan.

Sustainability: The preparation of a specific plan for the project area will facilitate infill development, reuse, and reinvestment in an existing urbanized area. Increased housing opportunities near the urban core will reduce long commutes and dependence on the use of the private automobile, reduce the use of fossil fuels and greenhouse gas emissions, and help meet air quality standards.

Improvements to allow better pedestrian and bicycle access, circulation, and safety will also support decreased dependence on the use of automobiles in the area.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: Consultant services are required to support the preparation of the River District Specific Plan Update. The contract was competitively solicited through RFP NO.

P232100122201. On March 22, 2023, the Community Development Department released a Request for Proposals, inviting interested firms to submit proposals. A selection committee comprised of City staff across different departments reviewed the proposals and interviewed three of the four firms.

Cooper Robertson was ultimately selected to lead the River District Specific Plan.

Financial Considerations: There is sufficient funding in the River District Specific Plan Update project budget (I22000007) to award the contract in the amount of $799,831.

Local Business Enterprise (LBE): Cooper Robertson is not an LBE, but they satisfy the LBE requirements by subcontracting a minimum of 5% of the contract with the subconsultants.
