1-Description/Analysis
Description/Analysis
Issue Detail: The Neighborhood Code Compliance Division of the Community Development Department has an ongoing need for trash and debris removal services in order to provide services as specified in Title 8, the Health and Safety Code for the City of Sacramento. This service becomes necessary when a property is not in compliance with the City Code and the property becomes overrun with trash and debris. The accumulation of trash and debris on the property is not only a public nuisance but can also be deemed hazardous. Trash and debris removal services are required when the owner of the property fails to abate the trash and debris.

CDD currently has two trash and debris removal service agreements that are scheduled to expire June 30, 2024. CDD would like the opportunity to contract with multiple new contractors through the Request for Qualifications (RFQ) solicitation process. The RFQ process provides the ability to have

multiple qualified contractors to consider when it becomes necessary to provide trash and debris removal services. In addition, CDD would like to expand the RFQ solicitation beyond the City of Sacramento by waiving the LBE requirement to gain the interest of more qualified contractors to meet the anticipated growing demand for trash and debris removal services.

Policy Considerations: The recommendations in this report are consistent with Administrative Policy-4101 - Procurement of Non-Professional Services and in support of Title 8 of the Sacramento City Code. CDD recommends the suspension of competitive bidding and use of an on-call RFQ process to evaluate and select experienced, qualified trash and debris removal service companies. Work will be distributed based on contractor availability, responsiveness, and lowest bid. City Code section 3.56.230.C authorizes the City Council to suspend competitive bidding for any purchase or contract when, upon a two-thirds vote, the City Council determines it is in the best interests of the City to do so.

Economic Impacts: None.

Environmental Considerations: Not applicable.

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: Suspension of competitive bidding and the use of an on-call RFQ process is recommended to evaluate potential providers on the following: quality of the application, experience and references, prior contract compliance, and adequacy of equipment. This agreement is for on-call services. It is possible that each contractor may not be utilized by the City to perform any services described in this contract and therefore, no compensation will be paid to the contractor for the length of the contract. Work will be distributed based on contractor availability, responsiveness, and lowest bid.

Trash and Debris removal services program is consistent with the goals and mission of the Community Development Department as it is a program established to abate nuisances and address health and safety hazards. This program aligns with the City’s vision of ensuring a healthy and safe environment for its residents, and thus promotes a better quality of life.

CDD has limited qualified trash and debris removal vendors that are able meet the high demand of services. CDD is requesting to expand the solicitation to surrounding cities in the Sacramento region.

Financial Considerations: There is sufficient funding available for a limited number of abatements in the FY2024/25 Community Development Department’s operating budget to support the projected expenditures. Funding for future fiscal years will be subject to availability of sufficient funding in the

adopted budget for the applicable fiscal year.

Local Business Enterprise (LBE): The minimum LBE participation requirement will be waived as the City will suspend competitive bidding and utilize an alternate procurement method to select vendors.
