Description/Analysis
Issue Detail: Jackrabbit Trail currently provides approximately 3.5 miles of north-south off-street shared-use path connectivity in the North Natomas area. An existing shared-use path between Airport Road and Garden Highway, approximately three miles in length, does not currently have a path name. Community outreach was conducted by North Natomas Jibe (Jibe) and received strong support to extend the shared use path name. Jibe requests that the entirety of this trail be called “Jackrabbit Trail.”
City Council Resolution 2008-112 established the Policy for Naming City Facilities, including shared- use paths and trails. Staff seek to extend the trail name, “Jackrabbit Trail” from its current extents (Elkhorn Boulevard to Airport Road) south from Airport Road to Garden Highway as shown in Exhibit A. City Council approval is required to name the path between Airport Road and Garden Highway as continuation of the “Jackrabbit Trail.”
Policy Considerations: The recommendation is consistent with City of Sacramento facility naming policy, including:

· Facilities which may be named include parkways (trails) · Public facilities may be named for distinct geographic, environmental, or developmental features.

The proposed name is in reference to the wildlife in the area, specifically Jackrabbits.

Economic Impacts: Not applicable.

Environmental Considerations:

California Environmental Quality Act (CEQA): The action requested is to change the name of an existing city facility. These actions will have no effect on the environment, and under section 15061(b)(3) of the CEQA guidelines, projects that have no potential for causing a significant effect on the environment are exempt from CEQA review.

Sustainability: Establishing Jackrabbit Trail as a regionally significant amenity aligns with the following City of Sacramento Climate Action Plan Elements: 1) Land Use and Design Element; and 2) Mobility Element. By creating a shared-use path that is easily identifiable, the city can promote the use of sustainable modes of transportation, further reducing the dependence on private automobiles to meet greenhouse gas (GHG) emissions and vehicle miles traveled (VMT) reduction goals.

Commission/Committee Action: The Jackrabbit Trail Name Extension staff report was presented at the October 19, 2023, Active Transportation Commission (ATC) meeting. The ATC recommended forwarding the staff report to City Council for approval.

Rationale for Recommendation: Naming the path in reference to the area’s habitat or environmental features is consistent with the City’s naming policy. The policy allows for facilities to be named for distinct geographic, environmental or developmental features.

Financial Considerations: No General Funds are involved with this recommendation.

Local Business Enterprise (LBE): Not applicable.

Background: The concept of naming the trail was initiated by North Natomas Jibe (Jibe). Jibe conducted community engagement to solicit comments, ideas, and concerns. Parties contacted include:
· Becky Garrow, (resident and former ATC Commissioner)
