Section 2. Administrative Record. The City Council has considered all of the evidence submitted into the administrative record as described in Exhibit A of Resolution No. 2024-_______.
Section 3. Findings. Based on the foregoing evidence contained in the administrative record described above, the City Council finds as follows:
(a) Preparation of the Climate Action & Adaptation Plan included outreach to provide for the involvement and input of local residents, businesses, other public agencies, the California Native American Heritage Commission tribes, public utility providers, and civic, educational, and other community groups. The public review draft of the Climate Action & Adaptation Plan was referred out for comment to all local and state agencies and all comments received were considered.
(b) A climate action & adaptation plan is a comprehensive strategy to reduce community and municipal greenhouse gas emissions consistent with the State’s greenhouse gas reduction goals in order to minimize global climate change and to mitigate the impacts of climate change in Sacramento. The Climate Action & Adaptation Plan establishes Sacramento’s greenhouse gas reduction target for 2030, surpassing the statewide 2030 greenhouse gas reduction goals established by Senate Bill 32, and establishes a climate action goal of carbon neutrality by 2045. The Climate Action & Adaptation Plan meets the requirements for a qualified greenhouse gas reduction plan as defined in §15183.5 of the California Environmental Quality Act Guidelines.
