Recommendation: Conduct a public hearing and upon conclusion: 1) adopt a Resolution certifying the Master Environmental Impact Report and adopting the mitigation monitoring program for the 2040General Plan and Climate Action & Adaptation Plan; 2) adopt a Resolution adopting and implementing the 2040 General Plan and repealing the 2035 General Plan; and 3) adopt a Resolution adopting the Climate Action & Adaptation Plan.
