1-Description/Analysis
Description/Analysis
Issue Detail: The Sacramento Employment and Training Agency (SETA) is a joint power agency of the City and County of Sacramento that was formed in 1978. SETA is a leading agency in advancing economic mobility for Sacramento residents. They offer Children & Family Services, Community Programs & Resources and Workforce Development Services.

In August 2023, SETA’s Executive Director resigned and in an effort to identify a highly qualified candidate, the City and County contracted with Wendi Brown Creative Partners (WBCP) to conduct a national executive recruitment. In November 2023, WBCP launched a national search which included posting the job announcement with a wide variety of job boards and forums, networking with local and State associations and extending direct outreach to industry professionals and committees.

The recruitment gained extensive national interest. The executive search team screened all applicants and recommended candidates for further consideration. Highly qualified candidates were invited to interview with a panel that was comprised of community members, external partner

agencies, City of Sacramento and Sacramento County executives and representatives from SETA’s boards. The panel collectively agreed upon candidates who progressed in the interview and selection process. Finalists interviewed with the City Manager and County Executive.

Anita Maldonado, Ph.D. was identified as the best and most qualified candidate. Dr. Maldonado has more than 25 years of experience in various social service fields. Most recently, she held the position of Chief Executive Officer at Social Advocates for Youth, an organization focused on assisting youth and families in crisis. Prior to her position at Social Advocates for Youth, Dr. Maldonado served as Chief Executive Officer of California Human Development, a non-profit that creates paths and opportunities through affordable housing, workforce development with a focus on migrant and seasonal farmworkers, disability services, and treatment and recovery services. In addition to her roles at Social Advocates for Youth and California Human Development, Dr. Maldonado has also held leadership roles at IMPACT Community Action (Columbus, OH), The Girl Scouts of Northeast Ohio and Akron Summit Community Action, Inc.

In addition to her extensive work experience, Dr. Maldonado’s education aligns well with the position at SETA. She has earned a Bachelor of Arts in Political Science from the University of Akron, a Masters in Public Administration from the University of Akron and a Ph.D. in Higher Education Administration from Kent State University.

Rationale for Recommendation: Anita Maldonado’s career in social service and commitment to advancing economic opportunities for families makes her uniquely qualified for the appointment to SETA Executive Director.
