Review of Applicants for the Preservation Commission

Recommendation: 1) Conduct interviews of applicants to Preservation Commission for Seats B and D: a member appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies; 2) discuss candidates eligibility; and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting is needed.

Issue Detail: Prior to forwarding nominations to the Mayor for appointment, the Personnel and Public Employees Committee conducts interviews of applicants for open board and commission positions.
Policy Considerations: Members are appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies.
Economic Impacts: None.

Rationale for Recommendation: When a position on a City board or commission becomes available through term expiration or resignation, the Office of the City Clerk conducts a recruitment for interested parties. When the application period has closed, the Personnel and Public Employees Committee conducts interviews of the applicants and forwards nominations to the Mayor for appointment. The appointment is then confirmed by the whole council.

I’m interested in joining the Preservation Commission to share my enthusiasm for preserving Sacramento’s important places. I have worked as an architectural historian/historian for 21 years in the cultural resources management and historic preservation planning fields. My professional experience includes working at environmental and engineering consulting firms and the California Office of Historic Preservation (OHP).
As a consultant in the private sector, I have inventoried and evaluated a variety of individual properties and districts for their potential eligibility for the National Register of Historic Places (NRHP), California Register of Historical Resources, and the Sacramento Register of Historical and Cultural Resources. I have completed projects in compliance with Section 106 of the National Historic Preservation Act (Section 106), NEPA, and CEQA. I have applied the Secretary of the Interior’s Standards for the Treatment of Historic Properties to mitigate adverse effects and impacts. I have completed HABS, HAER, and HALS documents in Alaska, Arizona, California, and Colorado. I have also authored and co-authored NRHP nominations. In
Sacramento my work has included inventorying and
evaluating properties such as levees, commercial buildings, hotels, residential properties, corporate headquarters, and landscapes. I was also one of the primary authors for
Sacramento’s Mid-Century Modern Context Statement
focusing on the city’s history, local architects/developers and the evaluation of Gordon D. Schaber Sacramento County
Courthouse and the former Senator Savings and Loan
Association/Chase Bank Branch. At OHP I was staff to the State Historical Resources Commission (SHRC) and reviewed

education with a master's degree in public history. After a six- month internship with the Capitol District with State Parks working on the Governor’s Mansion Deferred Maintenance
Project where I worked on roof repairs and researched the applicability of the California Historical Building Code and American Disability Act (ADA) compliance, I changed my tract from museum studies to cultural resource management to

I have a deep value and love for historic buildings and properties, I am an avid historian.
