Description/Analysis
Issue Detail: On January 4, 2024, District 2 Councilmember Sean Loloee resigned, leaving a vacancy in the City Council for District 2. As the next general election at which this office would normally be filled is within a year of the vacancy, in accordance with Sacramento City Charter Section 28, the vacancy shall be filled by appointment by a majority of the remaining members of the council.
As allowable in section 1.14.020 of the Sacramento City Code, the City Council has directed that the Personnel and Public Employees (P&PE) Committee conduct a hearing on the appointment of an interim member representing Council District 2. To ensure the appointment process for the Interim District 2 Council seat is transparent and complies to the Sacramento City Code and Charter, the

P&PE Committee will hold initial interviews and make a recommendation for an appointment by the majority of the remaining members of council.
The following people have been invited to interview at this meeting:
· Dale A. Burney
· William D. Farrell
· Gary McGlinn
· Raquel Shipp
· Timothy Smith
· Shoun Thao
Policy Considerations: The City of Sacramento Charter section 28 dictates that a vacancy within one year of the next general election shall be filled by appointment by a majority of the remaining members of the council. The appointment process starting with interviews with the Personnel and Public Employees committee is consistent with the procedures outlined in Sacramento City Code
1.14.020.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): This action is not a project that is subject to CEQA because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines §15378(b)(5)).
Sustainability: None.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: With a vacancy occurring within a year of an upcoming general election, the City of Sacramento shall appoint an interim councilmember to serve until the elected District 2 councilmember takes office on December 10, 2024. Having the P&PE Committee conduct the interviews and make a recommendation of the appointment to council is consistent with the City of Sacramento Charter and City Code and ensures transparency of the process.
Financial Considerations: Not applicable.
Local Business Enterprise (LBE): None.

Questions
1. Please describe how your
qualifications, education and/or work
experience / training would be relevant
to your role as a councilmember.
As a long-time resident of District 2 I will bring experience, integrity and leadership to the interim city council seat.
WORK HISTORY: I worked for the former Grant Union High School District, the Sacramento Bee, Natomas High School, and the California Department of Pesticide Regulation. I am also an ordained minister and retired baseball coach.
COMMUNITY TIES: My family moved to District 2 from Louisiana in October of 1961. I attended McClellan and North Avenue Elementary schools, respectively. I also attended Las Palmas Junior High School. I attended Grant High School. I graduated at the top of my class at each level. Since the seventh grade I was active and engaged in student council as a class vice president or president and finally student body president in my senior year of high school. I also was a three-sport athlete. I was fortunate to earn a full-ride athletic scholarship to the University of California at Berkeley. It was a privilege to be instructed by professors Ishmael Reed and Dr. Harry Edwards and I view being acquainted with them both as a highlight of my college experience.
My wife, Alicia, and I grew up in District 2. We dated and were married in District 2. We raised three adult children in District 2, Anthony, Jeremy, Christina. We also had privilege of loving on and spoiling our four grandchildren, Naomi, Jayla, Jameson, and Mateo. We worshipped originally at Del Paso Union Baptist Church and we currently worship at Jubilare Evangelistic Ministries.
SERVICE TO OTHERS: My faith compels me to navigate life with integrity, compassion, and concern for others. I have have fed the hungry and assisted those in need. I have ministered at juvenile hall, California Youth Authority, Growlersburg Conservation Camp (a minimum security prison), and Folsom State Prison (a level 4 maximum security prison). I also serve with Campus Life, Youth for Christ, and volunteered as a mentor for seventh and eighth grade boys at Martin Luther King Jr. Junior High School in District 2. I also have officiated 96 weddings, 124 funerals, and an untold number of counseling sessions for individuals and couples. Additionally, I am a graduate of the Sacramento Police Department's Cops and Clergy Academy as a liaison, serving as a bridge between the police and the community for critical incidents (i.e. the recent on-campus shooting at Grant High School). If I am fortunate enough to be selected for this position, I will be committed to doing what's morally right not what's expedient or politic, and always with District 2's interests in mind.
I founded and was president of the Del Paso Heights Youth Club using basketball as a means of providing an alternative to gang violence and mischief. I also founded and was president of the Natomas Baseball Club, which was a pioneering select travel baseball club. We participated in competitive baseball leagues and tournaments up and down the West Coast from San Diego, CA to Seattle, WA and across the country from Oklahoma City, OK to Canton, MI to Winter Haven, FL. We developed innovative fundraising strategies and partnerships which resulted in significantly reduced (or covered) travel and lodging expenses for our players and their families. Our motto was "making memories to last a lifetime". We were successful in doing so. It is a source of pride that many of these young men went on to play collegiate baseball and seven of these young men achieved their dreams of playing at the major league level.
LEADERSHIP PHILOSOPHY: I believe in leading by example, never asking anyone to do anything that I am unwilling to do myself. I believe in a servant-leader model, with the well-being and priorities of those being served is my guiding principle. The tenants of my leadership style are empathy, flexibility, listening, and stewardship. I am skilled at reaching and connecting with individuals from all walks of life. I have a knack for being able to diffuse even the most contentious interaction. My compassion, character, and competencies will enable me to succeed in the interim council position.
2. What has your previous involvement
with the City of Sacramento been?
Please include any service
organizations or community
engagement specific to the City of
Sacramento have you participated in
and what your role was.
My involvement with the City of Sacramento is predominately in the capacity of a Sacramento resident. In 2004, the Natomas Unified School District enacted significant cuts to the athletic budget for transportation. As the varsity baseball coach I had to somehow, someway secure funding for buses for away games to Granite Bay, Loomis, Auburn, Roseville, and Rocklin among others. I reached out to the City of Sacramento and although not our district council member, current Mayor Darrell Steinberg, Bob Moreno, and his staff were able to obtain additional funding in support of the baseball teams. During the early 1990's I worked for the City of Sacramento's Parks & Recreation Department under Joe Mims as a Recreation Leader at Grant High School's swimming pool and at Northgate Park Doyle swimming pool. Recently, a pastors' group that I am a member of met with the mayor and his civic engagement response team on three occasions regarding the homelessness crisis in District 2. Those meetings were fruitful and productive. On February 15, 2024 the city, the county, and local neighborhood organizations collaboratively addressed the homelessness issue on the bike trail that runs through District 2.
3. Please provide a brief description of
your interest in serving on the
Sacramento City Council.
My interest in serving in as an interim council member was born out of our meetings with the mayor and his staff. Our pastors' group expressed our concerns that District 2 is being neglected. We believe that we are not receiving the resources and services we need due to the current vacancy.
District 2 needs someone to advocate and represent their interests. We need someone who cares and is vested in the community. I believe that I can fulfil that obligation until the permanent candidate has been elected.
4. What are the top 3 issues facing
District 2? a. Why do you think these
are most important? b. What is your
solution to addressing those key issues
and how will you work with your fellow
city council colleagues in addressing
them?
The top 3 issues facing District 2 are:
1) There is no issue more pressing than the homelessness crisis. While this issue is not exclusive to District 2, the impact that this issue has on District 2 is far greater than the other districts combined. While some may view this simply as an eyesore it is in fact a critical public health and safety concern.
The crimes being perpetrated on the bike trail in particular makes it dangerously unsafe and unwise to use. The scattered trash, human waste, and stray animals create an unsanitary breeding ground for disease and sickness for the surrounding areas. My recommendations include 1) enhancing the current collaborative outreach that the City, County, and neighborhood organizations are providing (i.e. food, clothing, medical assistance, hygiene products, mobile showers, trash pick up, and relocation to shelters); 2) Explore feasibility of dedicated mental health, substance abuse, and social services; 3) Explore feasibility of affordable housing initiatives; 4) Incentivize unhoused relocation by offering housing assistance and/or job placement services; 5) Streamline/enhance encampment violation reporting via 311; 6) If/when mitigation efforts fail, leverage enforcement as an option of last resort.
2) The second biggest issue facing District 2 is a lack of local businesses and job opportunity. Few new businesses are established in District 2. The vast majority of working residents of District 2 work outside of the community. The revenue earned working outside of our community is also spent outside of our community (i.e. Raley's, Safeway, restaurants, movie theatres, etc.). The lost tax revenue due to the absence of businesses in District 2 is also significant. The lack of local businesses in District 2 impacts job opportunity within the community, disproportionately for our youth who often have limited means of transportation beyond our District.
Our youth miss out on learning valuable life lessons that me and my peers learned by working locally. My recommendations include 1) partnering with chain and small businesses to emphasize mutual interests and benefits of establishing businesses in District 2; 2) Develop apprenticeship programs in various career fields with the goal of creating sustaining employment pathways; 3) Enhance awareness of District 2's status as an "Enterprise Zone", a "Promise Zone", and an "Opportunity Zone"; 4) Encourage local hires for City affiliated opportunities and programs.
3) The third biggest issue facing District 2 is blight. There is a county dump located on Roseville Road. However many people are instead dumping debris, trash, discarded furniture, and home appliances in the vacant fields and lots of District 2. Additionally, piles of junk are left along the sidewalks and streets of District 2 as though there is a scheduled city pick up even though there is no scheduled pick up. In recent memory, I cannot recall a street sweeper presence in District 2 if ever there was one. Parks are not regularly or effectively maintained. Street lights are not regularly serviced.
My recommendations include 1) Enhanced publicity of available city services; 2) Streamline/enhance illegal dumping reporting via 311; 3) Incentivize illegal dumping reporting; 4) Create additional entry level, temporary or part-time public works positions to help beautify District 2; 5) Explore beautification projects in District 2 with the objective of encouraging residents to take pride in their own homes and yards. 6) Leverage education then enforcement for violators.
5. Provide any additional information
that you feel is relevant to your
application.

Questions
1. Please describe how your
qualifications, education and/or work
experience / training would be relevant
to your role as a councilmember.
I have lived in Sacramento all my life and have owned a small business for over 40 years. I became active
in my community since I moved here 35 years ago. Serving as president of our neighborhood association
several times. I started a small newspaper, The North Sacramento Journal, in order to give the
neighborhood groups of district 2 a voice. I worked with council Member Rob Kerth to complete the
Arden Garden connector and Cal Expo, which have been critically important to our area.
I worked with SHRA as redevelopment coordinator for Del Paso Boulevard.
I implemented Second
Saturday Second Shift which was a successful tool that helped to lowered the vacancy rate and brought
renewed interest to the area.
I really got to know and understand the district when I ran for City Council and walked the district three
times.
2. What has your previous involvement
with the City of Sacramento been?
Please include any service
organizations or community
engagement specific to the City of
Sacramento have you participated in
and what your role was.
As stated above I have worked with SHRA as redevelopment coordinator for Del Paso Boulevard. In
addition:
I have served on American River Flood Control Board/SAFCA Served as a commissioner on Sacramento Planning and Design Commission
Was a founding member of the East Sacramento Chamber of Commerce Member of North Sacramento Chamber of Commerce
3. Please provide a brief description of
your interest in serving on the
Sacramento City Council.
My interest in serving for this interim position is to keep District 2 relevant and begin essential projects so
that when the newly elected councilmember begins projects will be in motion.
4. What are the top 3 issues facing
District 2? a. Why do you think these
are most important? b. What is your
solution to addressing those key issues
and how will you work with your fellow
city council colleagues in addressing
them?
Top 3 issues, why are these the most important, what is the solution and how will you work with fellow
city council to address them.
The top three issues in district 2 are; crime, housing, and infrastructure failure.
In district 2 we have the most vacant land, including lite rail stations with vacant land around them.
Vacant land encourages illegal habitation and draws in opportunities for crime. Making residents nervous
in their neighborhoods and preventing private investment in the area.
These issues all intersect, requiring a complex comprehensive approach but together they are preventing
the north area from growing and being the vibrant part of the city that it needs to be for the health and
wealth of the entire community.
Developing land solves a multitude of problems.
The solution is
Working with colleagues to come up with programs/incentives to address habitually troublesome land
lords which are part of the problem in many poorer communities. Incentives to improve their situation,
and/or enticements to sell, which takes the burden off the community and result in a safer neighborhood.
This is an essential first step leading to the increase in private investment needed to develop vacant land
and repurpose old business corridors.
I can get this started through a collaborative approach with the other council members.
Collaborating with council members and engaging their creativity to solve these problems in a unique
way.
I bring a unique small business persons perspective to help explain the extremely difficult landscape that a
small business owner has to navigate in the city and would love to make my fellow council members
aware of how this affects the city, including the tax base.
5. Provide any additional information
that you feel is relevant to your
application.
My unique background of participation in many activities in District 2 along with my experience in
running a successful business in the city allow me to offer knowledge to help the city develop ways to
support small business, which is the key to financial stabilization for our community.

Questions
1. Please describe how your
qualifications, education and/or work
experience / training would be relevant
to your role as a councilmember.
BS Purdue, MS Stanford in Engineering
I've lived in District 2 for over 30 years. I built a house in an area of District 2 under design review and so had interaction with various city departments.
I was working on getting into home building using steel framed construction, but it didn't pan out in the end.
I briefly worked in Adult Education.
I was an Engineering Section Head for a few years which had personnel management and expenditure responsibility but not budget.
I was part of a team that built and operated a semiconductor fabrication facility. As an engineer, I would release vendor payments of varying amounts from incidental to $2.2M.
As an undergraduate, I tutored disadvantaged students on technical topics, mostly Freshman Physics.
As a graduate student, I had a part time teaching position at a community college where I taught Mechanics of Materials to Drafting majors.
I have rented property, both as a tenant and landlord.
I have a small handyman business. It is mostly inactive now.
2. What has your previous involvement
with the City of Sacramento been?
Please include any service
organizations or community
engagement specific to the City of
Sacramento have you participated in
and what your role was.
I am the leader of the Young's Heights Neighborhood Association. Prior to this, I got the city to recognize Young's Heights as a distinct neighborhood when identifying signage was incorrectly merging it into an adjacent neighborhood.
Many years ago, with the old neighborhood association, we presented a complaint to the City Council that neglect of the drainage ditches was leading to flooding. I remember there was some debate as to whether evaporation was the primary means of "drainage" or not. I thought it was highly likely. Regardless, the city did come out with a backhoe and very significantly improve the problem with standing water.
I file a significant number of 311 tickets. Mostly for abandoned vehicles and dumped garbage. But sometimes for tagging and graffiti. The city usually has a very quick response for graffiti. I pick up a lot of trash. Since it takes the city a while for junk, I usually just take care of it, unless it is beyond my capability.
I try to engage with my Councilperson and attend their functions and generally attend most functions sponsored by the city. I've met Sean Lolohee, Allen Warren, and Rob Kerth. They might still recognize me.
I attend most of the Planning Department meetings about significant projects in my neighborhood. Recently, I submitted comments on a proposed fast food/office complex both for myself and based on comments made at the neighborhood association meeting.
When I was building my house, back in the '90's, I was able to get one of the City Planners to sign off on my experience so that I could obtain a contractor's license. I still am a licensed contractor with an active license.
Sometimes I maintain the license as inactive.
I was the speaker coordinator for the Sacramento Linux Users Group for a while. That consisted of finding speakers and selecting meeting topics.
Basically coordinating everything it takes to hold a group meeting. That group has become much less active than it was 15 years ago when I held that position.
I was an unsuccessful applicant to be my neighborhood representative to the Air Forces RAB for the McClellan clean up. I attended most of the community meetings which gave me an opportunity to see how the various agencies involved interact and what the public's role is in that interaction.
3. Please provide a brief description of
your interest in serving on the
Sacramento City Council.
Getting elected is quite a task and quite an accomplishment. I'm not sure how to go about that. But, I've lived in district 2 for over 30 years now and I'd like to stay here. Obviously , I'd like the City and City Services to function as well as possible.
As an interim Councilperson I could make a positive impact on my district and my neighborhood. I'm a good listener and know how to present my constituents interest. Since I would be unelected, I wouldn't have a mandate for any specific program or change. But I would be able to listen to the needs that the District expresses and work to address them by understanding why and what is desired and negotiating with other stakeholders and service providers to obtain the desired result.
I see quite a few things that could be accomplished with a little bit of organization and a little bit of help from the City. I have my own ideas, but in filling this vacancy, I would actively explore my constituency to find out what the community needs. I think I could help the City work better for the residents of District 2. That would be my goal.
I'm retired. I do a small amount of traveling. I would have time to devote to my responsibilities.
4. What are the top 3 issues facing
District 2? a. Why do you think these
are most important? b. What is your
solution to addressing those key issues
and how will you work with your fellow
city council colleagues in addressing
them?
Homelessness. They are everywhere. But recently, they seem to be more transient. I know that the city has housing and placement programs, and I would support these and help my district access these programs. The homeless don't belong on the streets. It's bad for them and it's bad for the neighborhoods. They do need help.
Jobs are also an issue. Most of the discussion I have seen on this seems to be focused on creating jobs in district 2. That's a good thing. But there are jobs all around district 2. At McClellan for example. Sacramento, generally, doesn't have great public transit. Improving that would help job seekers get to and from jobs that may be out of the district. As someone who uses public transit, both here and everywhere I go, I would like to work with service providers and stakeholders to understand the current situation and see how it can be improved. I would like to see if major employers, like Amazon, see a need for public transit and if they would support changes and improvements.
There is a lack of pride. Not everyone, but enough people. I've been here over 30 years and would like to stay quite a while longer. I have enough resources that I could move somewhere else, if I really wanted. But, I like it here. I've made it my own. Like a well worn shoe or favorite pair of pants.
I could have chosen many other issues: education, gangs, housing (outside of homelessness), crime. But, in some way, the attitude of the residents toward their community isn't as positive as it needs to be if the people who are now in District 2 are going to thrive. A councilperson doesn't really have much of a bully pulpit, but that is the place to start to address this.
Finding and supporting people and organization that are doing good things helps too. The tools are already there. In the end, it has to come from the people. You can only instigate, support and encourage, and I would do those things.
I didn't mention police oversight. The role of the police today is an evolving and somewhat controversial topic. Doing anything meaningful is probably beyond the scope of this interim position and should be properly addressed by someone who is elected and has a mandate. But, in the short term, I can work to ensure that the role of the police, and all City agencies for that matter, is clearly defined and there are appropriate standards. But, I have two guiding principles that are relevant to this area: if you give someone an impossible job they won't be able to do it, and if you expect perfection you probably won't get that either. The police probably have a pretty good idea on how their job needs to change to make them more effective and to provide greater job satisfaction. The key to the long term solution is defining the right job and responsibilities and getting and keeping people with the right attitude and skills to fill those jobs. I see motion in this direction, but I think the City could still improve in both of these areas.
5. Provide any additional information
that you feel is relevant to your
application.
As I've alluded to previously, I am at the point in my life where I can give something back. This position would give me an opportunity to discover some of the people, organizations, and processes that make giving back possible, and to find out how suited I am to take that road.
I'm a sensitive, competent, task oriented person. I could address issues raised by my constituents effectively and diligently. I'm smart enough to know that the stakes for some decisions are high. I know that in addition to making a good decision, there is a good time to make a decision. I have a good feel on what kind of actions would need to be deferred due to the unique nature of my appointment, but I would also rely on the rest of the Council for guidance.
I think Sacramento has a great future. I'd like to help it get there.

1. Please describe how your
qualifications, education and/or work
experience / training would be relevant
to your role as a councilmember.
I have been a local resident of D2 for the past 15 years. The neighborhoods of D2 are not only where my address has been, but also where those who matter the most to me call home. My expertise, professional leadership as well as my personal experiences as a Latina woman/mother and leader will bring great insight and perspective to how I will represent D2 as caretaker.
Over the years I have resided in D2 I have gone beyond observing & being affected by issues our community is facing, to seeking community solutions for safety & the right to thrive.
In 2019 I took a leap of faith to fight for community driven action to serve youth & families in our neighborhoods. Focusing on my trained areas of expertise and lived experience, I co-founded the Sacramento Youth Center, a peer run organization. Our organization is now a community mental / behavioral health provider serving 350 youth annually with direct service programs and many more with drop-in center services. Youth 14 - 24 years old are supported by highly trained locally based peers. In addition, we are training local young adults and community members to be Peer Specialists, a state certified role, for the betterment of our community beyond the walls of our center and into the homes of D2.
Below are some relevant professional experiences that lend themselves to my fit as Caretaker are:
• Education & B.A in Psychology earned from Sacramento State University • Experience serving vulnerable immigrant populations internationally & domestically.
• Corporate workforce development,
• Sacramento County Foster parent
• Mother of 3 children who live in D2 Sacramento
• PTA secretary
• Woodlake School Site - Chair (Twin Rivers)
• Non-profit co-founder/leader
- I believe that my professional and lived experience can merge my intersectionality's into a leadership that will not only serve but also exemplify the deep care for the work to be done at City Hall for D2.
In 2020, I was elected Woodlake School Site Chair, participating in a small but important local council to our North Sacramento neighborhood. I found a passion to represent the needs of students/parents at our Title I school with great care and vision for the future.
Through limited fiscal resources we utilized responsible budgeting to ensure that the whole child needs of the community were being met supporting a successful educational experience. We are currently seeing an increase in reading and math levels for not only student success but also for future community success. This role that I fill has allowed me to see the potential of elected positions and experience the great responsibility & care over those represented required.
Going beyond my experience in responsibly managing millions of dollars to serve our community, I also understand that great leadership must also be human focused. Since stepping into formal leadership roles, I have intentionally equipped myself with formal leadership training for community development. Leading our organization to measurable & upstanding outcomes demanded that I could lead a team of diverse individuals to accomplish this. I have great understanding of the level of accountability required when managing funds and know how important it is for effective leadership of a team to deliver quality reports to a variety of stakeholder including State of California, private grantors and the community.
I strive to be a leader that engages the best attributes of an individual while working to support their areas of improvement. In the role as Caretaker of D2, I understand that the work must be done in a team dynamic, and I am ready to engage/build that team around positive culture and responsible resourcefulness while capitalizing on team expertise.
2. What has your previous involvement
with the City of Sacramento been?
Please include any service
organizations or community
engagement specific to the City of
Sacramento have you participated in
and what your role was.
In addition to successfully leading my organization and growing a grassroots budget from just $30,000 in year 1 to $1.2 million dollars in year 4, I have also found time to engage with the City of Sacramento outside of our contracted grants and local initiatives that we partner with the city to deliver.
Departments that I have worked with since 2020 include:
- Police Department - Office of Violence Prevention
- Youth Parks and Community Enrichment
- Office of Economic and Innovative Development
- Measure U - Participatory Budget
- Council Office - D2
PARTICIPATORY BUDGET
In 2022 I joined the Participatory Budgeting committee to help design and implement funds in North and South Sacramento. Through this experience I was able to learn about the needs of my fellow constituents through analyzing data from ballots, listening sessions, and hearing from my peers in the committee. I made our center available to the process as space for polling and was able to encourage local neighbors and youth to participate in the voting process through their proximity to the center.
I also advocated & supported that the funds be disbursed to organizations that are located in D2 that had operating budgets that below $750,000. This advocacy meant that my organization would be ineligible for funding - I did this to ensure that there was equity in the disbursement of funds allowing organizations that were just launching or operating with smaller budgets to have the resources to make change. Understanding my current relationship with the City of Sacramento and our contractual agreements - I am capable and have a proven track record of seeing beyond the needs of my work and advocating for the community as a whole.
Much of my experience working on the participatory budget led to a deep understanding of constituent voice and community empowerment.
Currently we are working to elevate youth voice to replicate that level of influence through the establishment of a Youth Advisory Board launching this spring 2024.
YOUTH WORKFORCE EXPO - 2021
A major project that was co-led between City of Sacramento - OIED, Sacramento Youth Center, Pro Youth and Families and North State Building and Industry Foundation the 2021 Youth Workforce Expo. Under my leadership our team delivered a 200- youth attended event bringing together local workforce providers, businesses, and industries for youth to learn more about career development. Coming out of COVID-19 this event was widely attended by youth through our partnerships with dozens of organizations, community leaders, parents, and City leadership.
That day youth met local industry experts, connected with their mentors, and most importantly came together in community to seek the future they envision for themselves. It was a day that collaborative efforts with multiple partners and local constituents was key to success. Collaboration is a practice that I depend on greatly in all aspects of the community development work I lead to maximize outcomes.
COMMUNITY RESILIENCE CENTER
I see the betterment of the assets in our community as something that should be developed in partnership. I have been able to garner much support from various city leaders, county leaders, state leadership, department leads and community partners in working to acquire grant funds that directly serve D2. Most recently my team and I submitted a grant application to establish a Community Resilience Center in D2, that will serve as an emergency activation site for climate related disasters. While city funds have not been allocated to this project, I understand the importance of inter-governmental support for such a monumental project seeking conversations to build project support from City, County, and State leadership to present our proposal to the State of California in a united voice. It is my intention to be collaborative in making our community better, holistically safe and effectively resourced. We are hopeful that the support I was able to bring together, from our leaders, community and youth will make this project a reality of collaborative community action.
3. Please provide a brief description of
your interest in serving on the
Sacramento City Council.
My reputation as a present and reliable leader in my community prompted a group of local voices, to ask for my consideration of the Caretaker appointment. While I am generally focused on providing resources for the mental/behavioral health of youth and families, it became clear that the youth & families I was serving were making their voices clear in the needs they had - they needed a council leadership they could trust during the interim.
I find my interest in this position to serve based off their encouragement and confidence in my proven leadership to improve the community. While I have witnessed many great needs arise in our district due to lacking leadership, I also noticed that often the hands that go up to serve are few and not always reflective of the true community they aim to serve. This needs to change, more people in our community should be eager to serve.
But it takes change and inspiration to prompt that behavior change. For me it was those who asked me to serve.
I am interested in bringing the voice of D2 to council, strategically leading for better measurable outcomes of the community, and to foster a citizenship of service that changes current perspectives of this position.
When people begin to organize to make things better -- it can be a powerful moment of change. I want to support that change for D2 through my application for this position by listening to the voices asking for my representation.
As a caretaker I will take great and continued interest in hearing, collaborating with, and meeting the needs of the constituents through this council appointment. This is an interest of mine that has been true since my first leadership moments in D2. I will aim to do this while humbly serving the present condition and suffering that our community is facing.
4. What are the top 3 issues facing
District 2? a. Why do you think these
are most important? b. What is your
solution to addressing those key issues
and how will you work with your fellow
city council colleagues in addressing
them?
SAFETY - There are many streets lacking sanitary and safe conditions creating hazards to pedestrians who access sidewalks. One street of major concern in D2 is Rio Linda Blvd. Visible hazards include - encampment encroachments, trash heaps, lack of lighting and heavy traffic. This is not only reducing the ability for residents to access resources and small businesses - but it also increases the need for a vehicle to safely navigate that neighborhood which again reduces pedestrian safety. One strategy of violence reduction is to keep communities clean - Keeping our streets sanitary is a simple but powerful tool to increase safety in so many regards.
By not addressing the issues on Rio Linda Blvd. the city goals to be greener, safer & more sustainable - will be impacted negatively in D2. I would work with council colleagues to identify best practices that have worked in their districts, seek out sustainable community accountability for keeping the street clean and aim to find root causes to ensure that the area is consistently clean.
BUDGET - This area of concern is a huge priority because our City is still in recovery from COVID19 impacts on the most vulnerable populations in already underserved areas like D2. Impacts such as mental health, substance use disorder, lack of jobs/housing and education loss are still being felt. I would work with my colleagues to identify the priority budgetary needs/reductions and the potential harm those needs will have on the constituents in underserved areas. We could then asset map the current resources that can reduce the harm caused by those budgetary needs. By identifying resources and assets council leadership can support the finding of funds with help from community leaders from outside sources such as - private sector, state and federal funds and call upon the designations that are prioritized such as promise zones/populations. This collaborative approach could be empowering to future fund development and investment because of a united effort. Instead of cutting budgets and impacting the underserved the most, more attention and collaboration should be focused on those neighborhoods to reduce harm and support on-going recovery.
PLAN IMPLEMENTATION - Many hours and finances have been spent developing plans that are intended to meet needs, guide decision making, and inform leaders over time of what the community wants for itself. These plans seem to be often overlooked and/or fail to be implemented. Whether this is because of more urgent matters or changes in leadership, I see the potential in those plans - as do many others who have successfully used plans for goal setting. I would work to inform my council colleagues about D2 specific plans and learn about their district specific plans that should be guiding the decision-making process at City Hall. By knowing and referring to them often my leadership decisions will know the priorities that have been identified and confirmed through commission leadership and council adoption. If often considered the plans made can have more potential of making more impactful change in times of crisis, and urgency as well.
5. Provide any additional information
that you feel is relevant to your
application.
The organization that I co-lead and founded is Sacramento Youth Center. It was awarded 2 City funded grants in 2023 that we continue to manage. If there is a conflict of interest staff is available to manage funds and we contract a 3rd party accountant for fund management.

Questions
1. Please describe how your
qualifications, education and/or work
experience / training would be relevant
to your role as a councilmember.
My qualifications include a Master's degree in Public Policy; 14 years of experience working in public facing roles in public-sector organizations; 16 years of experience as a consultant to government organizations and special interests at the federal, state, local, and tribal levels of government; and, in my personal life, serving on several public and nonprofit boards and commissions. In fact, I was most recently a member of the City's Active Transportation Commission.
I should also mention that since I retired two years ago, I have worked collaboratively with residents throughout District 2 on the D2 Coalition of Leaders to build community and improve the district's relationship with the city, to revive lost community assets - like the Iceland Skating Rink, and to keep the Sacramento Area's waterways safe for boaters and wildlife. As a result of my involvement with these organizations, I have been privileged to form relationships with many of the district's more influential organizations, its neighborhood associations, business owners, and thought leaders.
My educational and vocational backgrounds are relevant to this role insomuch as they 1) have provided me with the training and experience necessary to understand what constitutes good governance, sound policymaking, and political competency; 2) informed my understanding of how the ethical authority that usually accompanies being elected to a City Council seat is changed by being appointed to one; and 3) given me insight into how to effectively represent District 2 within the constraints of the appointment's ethical boundaries. These last two points are particularly relevant.
The person appointed to this role will have the same legal authority as other City Council members to vote on agenda items, but her/his authority will be distinct from his/her elected colleagues in one critical respect:
She/he will not have the ethical authority to to advance a political agenda, insomuch as he/she will not have been elected by the voters of District 2 implement a vision of what District 2 should be. Ethically speaking, her/his hands will be loosely tied. On one hand, he/she will be ethically constrained in the initiatives he/she can push forward but on another, she/he will remain obligated to represent the people of District 2 as effectively as possible on all public matters. This conundrum, however, renders neither the appointment nor the person who fills it moot. In fact, I believe this person will be able to do much more than keep the seat warm for the next person.
The last person to hold this seat cheapened the dignity of his office, eroded the District 2 voters' confidence in city government, and failed to effectively advocate for the district's residents on most public matters. I believe that the person appointed to this position has the duty to proactively restore the integrity, credibility, and accountability of this office. To these ends, the appointee must restructure the office's staffing plan and policies and procedures for addressing constituent concerns; rebuild bridges with community groups that her/his predecessor burned down; increase the office's accessibility to District 2 residents; and focus on making sure the city delivers on its standing commitments to the residents and businesses of District 2.
Taking these actions would reconnect the residents of District 2 with their City Council member, and set up the next holder of this office for success by beginning to rebuild District 2 residents' trust in government and addressing the divisiveness that has eroded District 2's sense of community.
2. What has your previous involvement
with the City of Sacramento been?
Please include any service
organizations or community
engagement specific to the City of
Sacramento have you participated in
and what your role was.
Since I last moved to Sacramento nine years ago, I have been involved with the City and with various formal and informal service organizations in the City. As I mentioned in the previous response, I was a member of the City's Active Transportation Commission, where we reviewed city policies and projects related to improving the safety and accessibility of walking, bicycling, and scooting infrastructure and promoting connectivity between various areas of the city. I am especially proud that the Commission was the first commission in the city to craft and adopt an official equity statement.
I am very active with the local division of the United States Coast Guard Auxiliary. In my capacity as a Auxiliarist, I work with my flotilla leaders and fellow Auxiliarists to promote boating safety, assist disabled boaters, protect the environment, and support the United States Coast Guard in other critical aspects of its mission. I also serve on the board of the Iceland Skating Rink and the Woodlake Neighborhood Association's strategic planning committee. I am a founding member of the D2 Coalition of Leaders and District 2 Leadership Committee. In the past, I have also volunteered to assist in local creek clean-up events, tree planting event (sponsored by the tree foundation), and community-builds.
On previous occasions when I lived in the City of Sacramento, I worked with various neighborhood associations and other local mission-driven organizations that promoted street art and murals, youth leadership development, improving and promoting pedestrian and cycling safety, and protecting Sacramento's elm trees from dutch elm disease.
3. Please provide a brief description of
your interest in serving on the
Sacramento City Council.
I know myself and my community. I am uncomfortable with the notion of 'fate,' but I first visited District 2 twenty-six years ago and remember thinking at the time that someday, I would live here. Since that day, I have expanded my educational and professional bona fides in public-sector management and policy making, and evolved into someone who I believe would serve District 2 well in this capacity.
I have lived in District 2 for about seven years. Since moving here, I have embraced and been embraced by my neighbors, worked to make District 2 a better place to live and do business, and come to know the major challenges that all the communities in the district face. As a district, we have our faults. But, our neighborhoods have pride and our communities are resilient.
I believe in the residents of District 2. I am at home here. I love my neighborhood and believe my neighbors deserve to represented by an honest, hard-working public servant. My professional and educational backgrounds have provided me with the necessary skills and perspective to do this job effectively. My residence demonstrably conforms to state and local requirements. I am also retired so, I have the ability to devote as much time to this job as necessary without worrying about how it will impact my career. I think I am the right person for this job.
4. What are the top 3 issues facing
District 2? a. Why do you think these
are most important? b. What is your
solution to addressing those key issues
and how will you work with your fellow
city council colleagues in addressing
them?
I believe that the top 3 issues facing District 2 are:
1) Carpetbaggers - Rumors abound concerning the extra-jurisdictional residency of the last two people to represent District 2 on the City Council and several of candidates who are currently running for this seat. Certainly, not all of the rumors are true but some likely are, which should give everyone in the city pause.
District 2 is quickly gaining a reputation as a place that lacks effective, home-grown leadership - a place that can be bought for cheap and milked for all it's worth. Some carpetbaggers regard our district as nothing more than a springboard for their political ambitions. Others see it as a convenient mechanism through which to advance their economic goals.
Their reasons are their own but their impact is citywide.
The next person to hold this seat will make decisions that impact the entire city and everyone in the city should be gravely concerned. An injustice anywhere is an injustice everywhere. Like everyone else in the city, District 2's residents deserve to be represented by someone who cares more about the district's well being than what he/she can take from it; 2) Lack of district-specific homelessness planning - District 2 has a disproportionate share of the city's unhoused population within its boarders.
To address the issue, the city is building more safe ground sites and supporting the development of more low and median-income housing in the area - quite possibly, more than any other area of the city. What we are lacking, however, is A) a commitment on the city's part to give our unhoused neighbors priority for spots at safe-ground sites over unhoused persons in other districts, and B) a plan to transition our unhoused neighbors at safe-ground sites into low and moderate income in the district when it becomes available; and
3) Lack of basic city services - Many of District 2's residents and businesses have become so frustrated with the city's tepid response when they register their concerns that many now refuse to engage with the city at all. From neighborhood to neighborhood, residents complaints are eerily similar to one another: Violent and petty crime threatens the lives and livelihoods of District 2's residents and business owners; Many of our streets are filthy and unsafe; Half of our parks, creeks, and open spaces are not maintained; Our businesses are under-resourced and their owners are frustrated with the city's lack of action despite its commitments; District 2 has two of the most dangerous stretches of road for active transportation users in the city within its boarders, yet we are told that we should not expect the city to fix the problem for at least another decade. For obvious reasons, District 2's residents feel abandoned by the city and unheard by the politicians who serve it.
Realistically, the person appointed to this position will not be able to address all of these issues. However, if I were appointed to this position, I would focus on working with my city council colleagues and constituents to achieve the following goals.
Restoring the office's integrity:
• Be transparent on the questions of residency and revenue. • Restructure the office's internal staffing plan.
• Regularly meet with the board and commission members appointed to represent District 2 to formulate policy positions and action plans on emerging issues.
• Work on increasing the office's accessibility to District 2 residents by establishing more of a physical presence in the district. • Implement internal policies and procedures for responding to constituent requests for assistance in a timely and efficient manner. • Proactively and regularly outreach to the D2 Leaders group convened by the PBID, the North Sacramento Chamber, Neighborhood Associations, Garden Clubs, Black and Latino Chambers of Commerce, and other groups to get their feedback on emerging issues.
• Work with businesses not located on Del Paso Blvd. to best determine how to support their development, meet their needs, and grow their communities.
Restoring the office's credibility:
• Work with other council members to hold city staff responsible for getting the first round of ARPA grant checks out the door to business owners on Del Paso Blvd. Continue to engage with District 2 businesses on how future grant cycles should be structured.
• Advocate for District 2's unhoused residents in city-wide homeless initiatives. Work with other council members to prioritize the placement of District 2's unhoused residents into Safe Ground sites and supportive housing projects located in District 2.
• Work with other council members to develop a comprehensive set of compassionate policies governing not only the places that camping is allowed but the practices that are allowed under different circumstances. • Work with council members and community residents to reduce violent, major, and petty crime in District 2.
• Work with council members to create a plan for the restoration of city owned properties.
Restoring the office's accountability:
• Work with other council members to conduct oversight of city departments providing standard city services to make sure all districts are livable and secure. Some of the more pressing issues impacting District 2 are violent, major, and petty crime; illegal dumping; homeless fires; park maintenance; graffiti abatement; discarded and unleashed pets; abandoned/vacant properties; and city waste management strategies.

Questions
1. Please describe how your
qualifications, education and/or work
experience / training would be relevant
to your role as a councilmember.
I believe I am the best qualified to be the interim Councilmember as we continue to elect a new Councilmember to represent our area. As a resident who grew up in North Sacramento and has worked for the community on both sides, advocating as a member of the community and working at city hall on the council, I believe I can fill this role on the first day of the job.
I am a proud Grant Union High School Pacer Alumni and received my undergraduate degree from UC Davis in 2012. I grew up witnessing North Sacramento the way it is today. Some may say they see a District forgotten, under-resourced with a lack of service, and heavily burdened by crime. But as someone who grew up here, this is not the North Sacramento I want to represent or show to the world. Despite facing all the obstacles above, District 2 is a vibrant community that can provide hope and pathways to the American dream. It is a place full of hope and diversity, where members old and young, minorities, immigrants, and refugees are working hard every day. My parents were refugees of the Vietnam War who moved to North Sacramento in 1995. Through hard work, my parents were able to raise a family of 8 and give back to the community by opening the first Hmong community center in Sacramento.
Today as an executive director for a local nonprofit, Hmong Youth and Parents United, I work to inspire and provide opportunities to the youth and marginalize the community so that they are heard and included. In 2023, our nonprofit was recognized by the Sacramento Bee's "Sacramento Favorite" as the top gold-tier nonprofit in the Sacramento Region for youth development. It is this dedication to the community that I will bring to city hall to make sure all residents of the district are heard.
I believe I am the only applicant who has recent and relevant experience working at the city hall. The city is facing a budget deficit of 66 million dollars, as a council representative for District 2 from 2013 - 2020, my knowledge and background will make sure vital city resources are protected as well as that of the district. I understand what needs to be done to navigate the bureaucracy at city hall to get solutions the district needs.
2. What has your previous involvement
with the City of Sacramento been?
Please include any service
organizations or community
engagement specific to the City of
Sacramento have you participated in
and what your role was.
I have worked for the City of Sacramento from 2013 - 2020 with extensive experience working in offices of the Mayor and Council. As a council representative, I was tasked with managing several special projects within the district and working to ensure our constituents and voices were heard and represented. I've had extensive engagement with neighborhood associations and members of the community through multiple projects and initiatives during my time at the city hall. Most notable were our Night Life Turned Right Summer events, revitalizing our parks, and the Marysville and Grand SDAT Report.
Today, I currently serve as a NDAT neighborhood ambassador for the City of Sacramento making sure city initiatives are communicated with the most vulnerable populations in our community who lack access due to cultural competency or language barriers.
3. Please provide a brief description of
your interest in serving on the
Sacramento City Council.
My interest in serving as the interim City Councilmember is to be a steward and make sure District 2 is fairly represented until a new City Councilmember is elected by the people. For too long, District 2 has not received it's fair representation that it needs at the dias. My role for the next 8th month is to make sure that there is no gap in representation and to do that, the council needs to find the right applicant who can readily represent the district on their first day. With my extensive experience working at city hall and within the community, I truly believe I am the right applicant for this role.
4. What are the top 3 issues facing
District 2? a. Why do you think these
are most important? b. What is your
solution to addressing those key issues
and how will you work with your fellow
city council colleagues in addressing
them?
Housing and Homelessness, Public Safety, and Economic Development are the top three most important issues facing the district today.
Homelessness is a nationwide issue, but it is one of the top issues in the district if not the city as well. The solution to address this issue is a complex approach that requires the city and stakeholders to create more housing, services, and wrap-around services that can tackle the mental health and lack of housing for all. I am committed to working with other council members to find the most rational and compassionate solution to help address homelessness and find housing for the unhoused.
Public safety has always been a big issue for this district. We need to invest in community-based relations between the community and law enforcement to foster positive relationships that can de-escalate situations, promote trust in law enforcement, and build healthy communities. These efforts need to be reflected throughout the city and I am committed to working with other colleagues to foster these initiatives.
Economic Development has been a top priority in the district for the previous 30 years. As a resident who grew up in the district, all I've heard of is the potential to bring the district back to what it was. This notion is correct, but we need to also instill a notion that we can do more and bring it back to be better than what it was back then. We need strategic planning to help revitalize our business corridors and look at other new areas that may be developed into a commercial hub. My commitment is to support the development of job training for our youth, support bringing more industries into the district as well as work to strengthen our existing business corridors. The economic revitalization of the North Area businesses corridor is a priority not just for the district but for the city. This is something I am committed to working with the council so that members of the
5. Provide any additional information
that you feel is relevant to your
application.
As a millennial Hmong American leader who grew up in North Sacramento, I've come to appreciate and love my community in North Sacramento. My community is a relatively new community to the area but through my experience working within the community, I've come to embrace the different cultures and perspectives of the community and understand that all concerns are for the betterment of the community. Whether a resident may feel that North Sacramento used to be a vibrant independent city forgotten by the City of Sacramento, they still long for a better district 2.
Whether a resident feels marginalized and forgotten because of the long redlining history of the past, they are still advocating for positive change for the district. Whether a resident, a refugee, or an immigrant just moved to the district because it is the most affordable, they are still working hard to make their new home the best place for their family to live. This is the resilience and strength of our community in District 2. As someone who understands the challenges of our community, I am committed to helping provide a sense of stability for our district at city hall until a new councilmember can be elected to fill that role in November.
