Additional Description/Analysis
Issue Detail: The City of Sacramento partnered with the Capitol Corridor Joint Powers Authority (CCJPA), Sacramento Area Council of Governments (SACOG), Sacramento Regional Transit District (SacRT), and Downtown Railyard Venture, LLC (DRV) to develop and implement priority projects at the Sacramento Valley Station (SVS) Transit Center, which include projects to improve transit and access to the station area. These proposed improvements will transform the SVS area and downtown into a fitting gateway to Sacramento and Northern California’s most comprehensive connection to the statewide rail network and other transit options.

The City and its partners applied for, and were awarded in three funding cycles, state grant funds to

implement improvements through the Transit and Intercity Rail Program (TIRCP). A cycle track is an exclusive bike facility that is physically separated from motor traffic and distinct from the sidewalk.

The proposed H Street Cycle Track, from 10th Street to the SVS at 5th Street, will improve bicycle safety and connectivity to the SVS from downtown, the Railyards, and the neighborhoods to the east.

The project will provide direct access to the SVS through the downtown streets that intersect with the north/south bike lanes within the five-block segment.

The City of Sacramento conducted a formal procurement process to retain a qualified professional engineering firm to complete preliminary engineering for the H Street Cycle Track to SVS Project.

Based on the merits of the written proposals and subsequent interviews, a panel consisting of City and Sacramento Downtown Partnership staff is recommending awarding the contract to the top ranked firm, Psomas. City Council approval is needed for the award of the consultant contract.

Policy Considerations: The action requested supports the City’s General Plan goals of improving the transportation system (General Plan M 1.1.2), providing multi-modal choices (General Plan M

1.2.1), providing multi-modal access to transit stations and employment centers (General Plan M

1.2.4), improving connections to transit stations (General Plan M 1.3.5), and filling gaps in complete streets (General Plan M 4.2.6). The project provides much needed improvements to the bicycle facilities for continuous mobility and connectivity, while expanding public safety and achieving sustainability through reduced dependence on the private automobile.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The project was determined to be exempt due to Senate Bill 922, which amends Public Resources Code Section 21080.25 to allow for exemptions for certain transportation-related projects. Therefore, a Notice of Exemption was filed with the Sacramento County Recorder. As the design progresses, any significant changes will be analyzed to determine if subsequent CEQA reviews will be required.

Sustainability: The recommended action supports City sustainability goals. The transportation sector accounts for 56% of community-wide greenhouse gas emissions. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips and increase transit and active modes. The project under development would implement the Climate Action Plan by providing enhanced bicycle connections.

Commission/Committee Action: None.

Rationale for Recommendation: The Department of Public Works advertised a request for proposals for the competitive selection of a consultant firm or team to provide preliminary design for

the H Street Cycle Track to Sacramento Valley Station Project. The following three firms responded:
· Arup
· Psomas
· WSP
A panel consisting of City staff from the Department of Public Works and the Downtown Sacramento Partnership reviewed and evaluated the consultant teams’ written proposals based upon experience, qualifications, project understanding, and work plan. All proposals were deemed qualified responders to the proposal solicitation process, and all firms were selected to interview. After the interviews, Psomas was unanimously selected by the panel as the top ranked firm.

Financial Considerations: The total estimated cost for the H Street Cycle Track to Sacramento Valley Station Project preliminary engineering is approximately $900,000. There is sufficient funding available in the Sacramento Intermodal Transportation Facility Project (T15029000) to execute a Professional Services Agreement not to exceed $473,957 with Psomas to complete preliminary engineering for improvements on H Street from 5th Street to 10th Street and 10th Street from H Street to I Street.

There are no General Funds planned or allocated for the H Street Cycle Track to Sacramento Valley Station Project.

Local Business Enterprise (LBE): Psomas is an LBE and meets the 5% participation requirement.
