Issue Detail: On October 19, 2021, City Council adopted Resolution No. 2021-0313, which authorized the City Manager or City Manager’s designee to accept $112.2 million of American Rescue Plan Act of 2021 (ARPA) funding; establish the ARPA Reinvestment Fund (Fund 1003); allocate $112.2 of ARPA funds to provide government services and budget the resulting available resources in the ARPA Reinvestment Fund to assist with the recovery and reopening resulting from the impacts of COVID-19; and establish grant, multi-year, and capital improvement projects and establish the necessary revenue and expenditure budgets in the appropriate funds or projects to properly track and report on the use of the ARPA funding for specified programs, including $8.2 million for small business priorities.
On March 22, 2022, the City Council adopted Resolution No. 2022-0081, which approved the City of Festivals 2022-2023 Citywide Special Event Support Grant Program Guidelines. The City of Festivals Citywide Special Event Support Program (“Program”) was implemented using $700,000 of the $8.2

million that was allocated for small business priorities. The purpose of the Program is to respond to the COVID-19 public health emergency and its negative economic impacts by building strong, healthy neighborhoods and communities through grants for special events held throughout the City of Sacramento. The maximum grant award under the program is $7,500. Grant funds may only be used to pay costs incurred in connection with the special event, including costs charged by the City such as police services, bagged parking spaces, and permits; and other event costs such as private security, portable restrooms, and event fencing. The Program began accepting applications on May 16, 2022, with the final application period closing on May 31, 2023. The final event period concluded on December 31, 2023. There were four application periods resulting in over 230 submissions and 119 events were funded throughout all 8 Council Districts. The Program has approximately $245,000 of the $700,000 remaining in the Program budget.
Staff recommends one final application period in 2024, allocating $30,000 per council district.
Remaining funds at the conclusion of round five would be deployed to other ARPA small business priority programs.
The proposed Program guidelines for 2024 (Attachment 3) include information on the application process, criteria, and timing on the fifth and final application period. The application period would open on April 1, 2024, and close on April 30, 2024, for events occurring between June 15, 2024, and October 31, 2024. In evaluating the current program, staff determined , this event timeframe received the most applications and had the highest number of events that took place throughout the city.
Policy Considerations: On March 22, 2022, Council approved the City of Festivals 2022-2023 Citywide Special Event Support Grant Program Guidelines. The use of ARPA funds to continue a Citywide events and festivals program is consistent with City Council’s adopted ARPA Framework and Funding Priorities. The use of ARPA funds for Citywide events and festivals program is to build strong and healthy communities through investments in neighborhoods by revitalizing, activating, and promoting the use of open space.
Economic Impacts: The City will use the ARPA reinvestment funds to provide assistance in the form of grants that will support Sacramento's recovery from COVID-19 pandemic economic impacts.
These funds will continue to support people, places, and actions within the City of Sacramento in an effort to promote overall economic recovery and result in positive impacts immediately and beyond the pandemic.
File ID: 2024-00619 3/26/2024 Consent Item 1.
Environmental Considerations: The proposed action is not a project under CEQA because it relates to government fiscal activities that do not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment. (Cal. Code Regs., tit. 14, §§15060(c)(3), 15378(b)(4)). Even if the proposed action is a project, it is not subject to CEQA because it can be seen with certainty that there is no possibility that it may have a significant impact on the environment (Cal. Code Regs.,tit.14, §15061(b)(3)).
Sustainability: Not Applicable.
Commission/Committee Action: Not Applicable.
Rationale for Recommendation: Granting the ARPA funds to encourage outdoor events and activities throughout the City of Sacramento allows the City to support the needs of disproportionately impacted communities. The Program provides support in the form of reimbursable grants for special events, which assists in the City’s economic and business recovery from the pandemic through stimulating and enhancing the post pandemic quality of life. These events focus on family-oriented themes, entertainment, the arts, commercial corridor revitalization and neighborhood engagement.
The four previous rounds of City of Festivals concluded with $393,000 awarded to assist in 119 events throughout all eight Council Districts. The proposed Program guidelines for 2024 include the round 5 application and event timeline, expand the eligible expense list to include labor, and update the award criteria. In evaluating the Program, staff believes that these changes will provide additional reimbursement opportunities for awardees, while the revisions to the award criteria will assist staff during the application review process.
Financial Considerations: Resolution No. 2021-0313 allocated $8.2 million for small business priorities. $700,000 of the $8.2 million was allocated to the Program and approximately $245,000 remains. Staff proposes using the remaining funds designated to the Program to allocate $30,000 to each district for a final round of applications. Sufficient funding is available from the ARPA Small Business Support Project (I02612000).
Local Business Enterprise (LBE): Not Applicable.
