Recommendation: 1) Adopt a Resolution confirming the Mayor’s appointment of Councilmembers to Council standing committees, and various regional authorities, agencies and committees; and 2) adopt a Resolution confirming the Mayor’s appointment of Councilmembers to the Sacramento Area Sewer District Board.

Description/Analysis
Issue Detail: This action is to confirm the Mayor’s 2024 appointments of members of the City Council to serve on Council standing committees and various regional authorities, agencies, and committees as shown on the roster that is included as Exhibit A to the Resolutions included in the report package.
This action makes the following changes:
· Adding Councilmember Thao to replace Councilmember Vang on the Sacramento Area Sewer District
· Adding Councilmember Thao to replace Councilmember Vang on the Sacramento Transportation Authority

· Adding Councilmember Thao to replace Councilmember Vang on the Sacramento Metropolitan Cable Commission
· Adding Councilmember Thao to replace Councilmember Vang on the Sacramento Groundwater Authority (alternate)
· Adding Councilmember Thao to replace Councilmember Kaplan on the Sacramento Public Library Authority
· Adding Councilmember Thao to replace Mayor Pro Tem Talamantes on the Sacramento Metro Air Quality Management District
Policy Considerations: This action is consistent with Council Rules of Procedure, Chapter 11, and is done yearly or when circumstances require a new or replacement appointee. The appointments must be confirmed by a majority vote of the City Council.
Economic Impacts: None.
Environmental Considerations: This action is not a project that is subject to CEQA because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines §15378(b)(5).)

Rationale for Recommendation: Each year, or as needed, the Mayor appoints Councilmembers to serve on Council standing committees, and the various regional authorities, agencies, and commissions for the calendar year. This recommendation is consistent with that practice.

Confirm Appointments of City Councilmembers to Serve on Council Standing Committees and Various Regional Authorities, Agencies, Commissions, and Committees for Calendar Year 2024
BACKGROUND
A. Chapter 11 of the City Council’s adopted Rules of Procedure calls for the Mayor’s appointment, with approval of the Council, of Councilmembers to serve on Council standing committees. These committees are the Law and Legislation Committee, Personnel and Public Employees Committee, Budget and Audit Committee, and Racial Equity Committee.
B. Chapter 11 of the City Council’s adopted Rules of Procedure calls for the Mayor’s appointment, with approval of the Council, of Councilmembers to serve on various regional authorities, agencies, commissions, and committees.
C. Mayor appoints members of the City Council to serve on Council standing committees and various regional authorities, agencies, and committees as shown on Exhibit A, 2024 Mayoral Appointments Roster.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
SECTION 1.
The City of Sacramento declares that Councilmembers Eric Guer ra, Rick Jennings, Caity Maple, and Katie Valenzuela shall serve on the Law and Legislation Committee and that Councilmember Valenzuela shall act as chair.
SECTION 2.
The City of Sacramento declares that Councilmembers Lisa Kaplan, Caity Maple, Karina Talamantes, and Katie Valenzuela shall serve on the Personnel and Public Employees Committee and that Councilmember Kaplan shall act as chair.
SECTION 3.
The City of Sacramento declares that Councilmembers Eric Guerra, Karina Talamantes, and Mai Vang, an d Mayor Darrell Steinberg shall serve on the Budget and Audit Committee and that Mayor Steinberg shall act as chair and Councilmember Talamantes shall act as vice-chair.
SECTION 4.
The City of Sacramento declares that Councilmembers Rick Jennings, Lisa Kaplan, and Mai Vang, and Mayor Darrell Steinberg shall serve on the Racial Equity Committee and that Mayor Steinberg and Councilmember Vang shall act as co-chairs.
SECTION 5.
The City of Sacramento declares that the Mayor and Councilmembers shall serve on the regional authorities, agencies, commissions, and committees as indicated on the attached Exhibit A as primary representatives or alternates where applicable.
SECTION 6.
Exhibit A is a part of this Resolution.

Confirm Appointments of City Councilmembers to Serve as the City of Sacramento Representatives on the Sacramento Area Sewer District (SASD) Board of Directors for Calendar Year 2024
BACKGROUND
A. The Sacramento Area Sewer District (SASD) is governed by a board comprised of representatives from the respective governing bodies of the jurisdictions served by the district.
B. The City of Sacramento may appoint five councilmembers and one alternate to the Sacramento Area Sewer District Board (SASD).
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
SECTION 1.
The City of Sacramento declares that Councilmembers Lisa Kaplan, Caity Maple, Karina Talamantes, Shoun Thao, and Katie Valenzuela shall serve as the City’s primary representatives on the Sacramento Area Sewer District Board (SASD) Board.
SECTION 2.
The City of Sacramento declares that Councilmember Eric Guerra shall serve as the City’s alternate representative on the Sacramento Area Sewer District Board (SASD) Board.
SECTION 3.
