The Honorable Alex Padilla
United States Senator
331 Hart Senate Office Building
Washington, DC 20510

RE: THE LIHWAP ESTABLISHMENT ACT - SUPPORT

Dear Senator Padilla:

Thank you for your leadership of California, we are incredibly fortunate to have you representing us as our United States senator.

On behalf of the City of Sacramento (City), I write to support your soon to be introduced legislation “The LIHWAP Establishment Act”, legislation that will provide qualified households the needed resources to keep access to their drinking water by providing low-income rate payer assistance.

Establishing the first-ever Federal Low-Income Household Water Assistance Program (LIHWAP) is critically important to residents who need access to clean, safe, reliable drinking water but cannot afford to pay their monthly bill.

Congress provided $1.1 billion in the Consolidated Appropriations Act of 2021 and American Rescue Plan of 2021 to provide critical assistance to low-income households with water and sewer bills. Since its creation in 2021 LIHWAP has helped more than 1.1 million households across the country maintain or restore water service.

However, LIHWAP was established as a temporary program and funding expired at the end of Fiscal Year 2023, ending a lifeline for families in need across the country. The need for low-income household water assistance is just as important to public health and economic development as other basic needs such as home energy and nutrition, which have benefitted from Federal support for decades.

For the reasons stated above, I am pleased to add the City’s support to this critical program and applaud you for introducing legislation to make the program permanent.

Should you have any questions about our support, please contact Anne Sanger, Government Affairs Manager in the Department of Utilities, at 916-808-5378 or [email protected].

Thank you again for your leadership in Washington on our behalf.

Sincerely,

Katie Valenzuela
Chair, Law and Legislation Committee
