1-Description/Analysis
Description/Analysis:
The Office of Diversity and Equity (ODE) in partnership with Information Technology-Geographic Information System (IT-GIS) team has revised the Sacramento Community Vulnerability Index (CVI) <https://storymaps.arcgis.com/stories/bbe7dca60327442fbaaf1170dabacccc> to the Sacramento Equity Explore Design (SEED) Geographic Information System (GIS) Tool. The SEED GIS tool displays and outlines the potential impacts of and how resources and investments can support resident-driven solutions. The SEED GIS Tool is to help decision makers apply a racial equity lens and other equity considerations that informs allocation of resources, services, programs, and funding to promote opportunity and growth and identifying methods that address undesired and unintended impacts, harm, or burdens.
SEED incorporated the following indicators: People of Color (percentage of the population that is a race other than non-Hispanic White), Linguistic Isolation (percentage of adults 18+ who have limited

English ability), Income (percentage of population whose income in the last 12 months is below the poverty level), Employment (percentage unemployed), Housing Cost Burden (percentage of renter households for whom gross rent is 30% or more of household income), Educational Attainment (percentage of population 25 years or older whose highest education level is less than high school), Disability Status (percentage of population with a disability), Policing and Incarceration (imprisonment rate per 100,000), Technology Access (percentage of households with no internet access), Health Insurance (percentage of population with no health insurance coverage), Neighborhood Redlining Grade (historical), and Pollution Burden (CalEnviroScreen 4.0 pollution burden score). The layered map design helps to illustrate the level of opportunity for resources and funding needed for the most under-served communities within the eight districts of Sacramento. The goal is to address the inequities of Sacramento neighborhoods and the disparities of those groups that reside there. SEED will be utilized to show the disadvantages, allowing internal and external decision-makers the opportunity for implementation of reinvestment into those neighborhoods.
