the timely surveying needs of capital improvement and private development projects during periods of peak workload. Consultants can provide the needed services within short notice through an on-call agreement.

City staff recommend the award of Professional Services Agreements for On-Call Survey Services.

Policy Considerations: The action requested supports sustainable budget goals to address peak workload needs without adding permanent City employees and is consistent with Chapter 3.64 of the Sacramento City Code and existing policy regarding professional service agreements for capital improvement projects.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The approval of professional service agreements is not considered a project as defined by Section 15378 of the California Environmental Quality Act guidelines. The recommended action involves no physical construction and has no potential to cause a significant impact to the environment.

Sustainability: Not applicable.

Commission/Committee Action: None.

Rationale for Recommendation: Professional Services Agreements for On-Call Survey Services provide a mechanism to ensure a sustainable work force; are an efficient way to manage an extremely large number of survey requests on various projects; and provide for timely design and construction survey services of all projects on an as needed basis.

The Department of Public Works advertised a request for qualifications for on-call survey services for the 2024 construction season. The following five firms responded: BKF Engineers, Kier + Wright Civil Engineers and Surveyors, Inc., Mark Thomas and Company, Inc., Unico Engineering, and Wood Rodgers, Inc. A panel composed of Public Works staff reviewed and evaluated the proposals from each consultant team based on experience, qualifications, and the City’s Local Business Policy.

Based on the merits of the proposals received, the following top ranked firms were selected to provide needed services: BKF Engineers, Kier + Wright Civil Engineers and Surveyors, Inc., Mark Thomas and Company, Inc., Unico Engineering, and Wood Rodgers, Inc.

Departments and Divisions who do not have sufficient staff to provide survey services can utilize the pre-qualified list and issue separate contracts for cost accounting purposes and will obtain appropriate approvals for each contract (e.g.: if City Council action is required the Dept. must get approval from City Council prior to award).

Staff recommends that professional services agreements be executed with BKF Engineers, Kier + Wright Civil Engineers and Surveyors, Inc., Mark Thomas and Company, Inc., Unico Engineering, and Wood Rodgers, Inc. for a not-to-exceed amount of $750,000 for each contract.

Financial Considerations: After execution of the contracts, service is authorized on a time and materials basis by issuing a task order listing the project name, charge code, and budget. Task orders encumbering funds under these agreements will be created based on projects’ needs.

Purchase orders encumbering funds under these contracts will not be created until projects are identified and funding is secured. The aggregate number of addenda for each consultant shall not exceed $750,000. The costs expended under these agreements will be paid for with development project fees or capital improvement project funds.

There are no General Funds planned or allocated for these agreements.

Local Business Enterprise (LBE): BKF Engineers, Kier + Wright Civil Engineers and Surveyors, Inc., Mark Thomas and Company, Inc., Unico Engineering, and Wood Rodgers, Inc. are LBEs.
