Description/Analysis
Issue Detail: Staff recommends Council adopt a resolution authorizing a budget transfer of $200,000 from the Sewer Development Impact Fee Fund Balance (Fund 6002) to the Sewer Repairs Program (X14120300, Fund 6002) and resetting the City Council approved administrative authority to the Sewer Development Impact Fee Fund (Fund 6002) for Fiscal Year (FY) 2023/24.

Earlier this year, staff received a complaint from the owner of Love Laundry, located at 2101 S Street, regarding the sewer service backing up and street flooding that gets into the building. Engineering staff investigated the downstream capacity of the sewer main, and it appears with the recent developments in nearby areas, the sewer main is backing up and limiting the amount of additional flow that can be added, impacting the sewer services and causing flooding by restricting the ability for the surface runoff to enter through a drain inlet.

This project is eligible for Sewer Development Impact Fee funding that will remove and replace the st

existing sewer main on 21st Street between Rice Alley and S Street to redirect flows and improve the combined sewer system capacity and provide relief to the system such that there will be no outflows or flooding in this area during a large storm event. Currently, City staff only has authority to perform a budget transfer of $249,999 into the Sewer Repairs Program. An additional $200,000 is necessary to complete the installation, which will be performed by city crews.

Policy Considerations: Adjustments to operating and project budgets of more than $250,000 and establishment of CIPs or MYOPs must be approved by City Council.

Economic Impacts: None.

Environmental Considerations: This report concerns activities that are exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15302 - Replacement or Reconstruction. The activity consists of the on-site replacement of existing combined sewer system infrastructure.

Sustainability: The proposed project is consistent with the 2040 General Plan Policy PFS-3.6 as it will rehabilitate and improve the existing combined sewer system (CSS) to decrease flooding, CSS outflows and combined system overflows.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The recommended budget transfer ensures that the sewer work will be completed in a timely manner and that financial resources are allocated to provide for this highly prioritized relief project. Also, in order to move the project forward, staff utilized the FY2023/24 City Manager Administrative Authority of $249,999 to transfer funding from the Sewer Development Impact Fee Fund (Fund 6002_ available fund balance.

Financial Considerations: The total estimated cost for the project is $450,000, based on the engineering estimates by City staff. To provide sufficient funding for this project, staff recommends transferring $200,000 from the Wastewater Development Impact Fee (Fund 6002) to the Sewer Repair Program (X14120300, Fund 6002).

In addition, staff is requesting approval to reset the City Manager’s administrative authority for the Sewer Development Impact Fee Fund (Fund 6002) for FY2023/24.

There are no General Funds planned or allocated for this project.

Local Business Enterprise (LBE): Not applicable.

RESOLUTION NO. 2024-

Adopted by the Sacramento City Council

April 9, 2024

21st Street Sewer Relief Project

BACKGROUND
A. Department of Utilities (DOU) staff received a complaint from the owner of Love Laundry, located at 2101 S Street, regarding the sewer service. Recent developments in nearby areas have caused the sewer main to back up and limited the amount of additional flow that can be added, impacting the sewer services and causing flooding by restricting the ability for the surface runoff to enter through a drain inlet.

B. This project is eligible for Sewer Development Impact Fee funding (Fund 6002) that will remove and replace the existing sewer main on 21st Street between Rice Alley and S Street to redirect flows and improve the combined sewer system capacity, provide relief to the system, and support all the new development, such that there will be no outflows or flooding in this area during a large storm event. Currently, City staff only has authority to perform a budget transfer of $249,999 into the Sewer Repairs Program. An additional $200,000 is necessary to complete the installation, which will be performed by City crews.

C. A budget augmentation of $200,000 is required to provide sufficient funds from the Sewer Development Impact Fee Fund (Fund 6002) to the Sewer Repair Program (X14120300, Fund 6002) for the 21st Street Sewer Relief Project.

D. Staff is also recommending resetting the City Manager’s FY2023/24 budgetary administrative authority to the Sewer Development Impact Fee Fund (Fund 6002).

BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:

Section 1. The City Manager or the City Manager’s designee is authorized to transfer $200,000 from the Sewer Development Impact Fee Fund (Fund 6002) to the Sewer Repair Program (X14120300, Fund 6002).

Section 2. The City Manager’s budgetary administrative authority for the Sewer Development Impact Fee Fund (Fund 6002) is reset.

Adopted by the City of Sacramento City Council on April 9, 2024, by the following vote:
