Description/Analysis
Issue Detail: NP MAP Land Holding Company is the developer of the Airport South Industrial. The development project is located outside of City limits, south of the Interstate 5 (I-5) interchange at Metro Air Parkway and west of the Westlake community in a portion of the North Natomas Community Plan Area. As part of the outreach for the development project planning application, the City and Developer have heard from community members a desire to explore park planning opportunities for the buffer area as an extension of Egret Park. Egret Park is an existing linear park.

The buffer area is located west of Lanfranco Circle, between Bayou Way and Egret Park.

Staff are proposing to establish a capital improvement project (L19116300) for the Egret Park Expansion project to account for the acceptance of the Developer funds. The funds will be used for staff review and approval of the park amenities site plan under a Park Amenities Site Plan Services Agreement.

The expansion of Egret Park includes about 9 acres of additional park land between the existing Westlake community and proposed development of Airport South Industrial. Prior to development of

the park, community input will be used to prepare an amenities site plan. The plan will be reviewed by the Parks and Community Enrichment Commission (PCEC) and approved by the City Council.

The amenities site plan programs the types of recreational amenities and facilities to be developed.

The City’s costs for the park amenities site plan review and approval are covered through the Park Services Agreement. The estimated staff cost is $20,000.

Policy Considerations: Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods through the provision of parks, recreation, and trail facilities throughout the City.

Economic Impacts: Not Applicable.

Environmental Considerations: This report concerns fiscal activities that do not constitute a "project" as defined by the California Environmental Quality Act Guidelines Section 15378(b)(4).

Environmental review of each project will occur before construction is authorized.

Sustainability: Not Applicable.

Commission/Committee Action: Not Applicable.

Rationale for Recommendation: In a gesture of good will to the City and the community immediately adjacent to the proposed development project, Developer desires to fund amending the Egret Park Site Amenities Plan to include the buffer area. Developer desires to do so separately and independently of any future consideration of the development project by the City. Staff will provide guidance to developer to ensure park design is consistent with City standards, review the proposed site amenities plan amendment, and assist in coordinating public meetings and formal approval of the site amenities plan amendment.

Financial Considerations: Staff recommend establishing the Egret Park Expansion Project (L19116300) to account for the activities related to the project.

The $20,000 payment from the Developer will be established in a revenue and expenditure budget in the CIP Reimbursable Fund (Fund 3702) in L19116300.This will cover staff costs associated with overseeing the preparation of the park amenities site plan, holding the public meeting, PCEC review, and City Council approval.

As stated in City Council Resolution No. 2023-0205, Section 10.2, City Council approval is required to establish (and cancel) CIP projects.

Local Business Enterprise (LBE): Not Applicable.
