Description/Analysis
Issue Detail: The California Office of Emergency Services (CalOES) has awarded the City of Sacramento Fire Department a grant to purchase one Midland Emergency Response Kit and one Springs Emergency Response Kit (ERK) for the McClellan Training Site. The Fire Department is one of California's six California Specialized Training Institute (CSTI) certified Hazardous Materials Training sites. This site actively trains responders to handle hazardous materials incidents of all types safely and efficiently, including transportation emergencies. These hazardous materials courses and the certified site help fill a significant gap in training Hazmat first responders in the Sacramento region and throughout the state. Dedicated SCBAs awarded through this grant are critical equipment for advanced hazardous materials training. The ERKs are two prevalent emergency response kits used by Hazmat teams in the region for large cargo containers (rail, highway, intermodal) leaking

gases. On February 27, 2024, Council approved the grant award for SCBA Cylinders in the amount of $71,280 (File ID 2024-00503, Resolution 2024-0059). CalOES has subsequently awarded an additional $29,000 to the Fire Department under the same grant program. CalOES requires authorization from the governing body to accept any grant award.

Policy Considerations: The recommendation in this report is consistent with Resolution 2023-0205, which requires legislative body approval when such action is necessary by a grantor.

Economic Impacts: None.

Environmental Considerations: Ongoing administrative maintenance activities, such as purchases of supplies, equipment, or materials that are not made for purposes of a public construction project, do not constitute a project" and are exempt from the California Environmental Quality Act (CEQA) CEQA Guidelines, Sections 15061(b) (3) and 15378(b) (2).

Sustainability: Not Applicable.

Commission/Committee Action: Not Applicable.

Rationale for Recommendation: The additional grant funds will provide Midland and Indian Springs Emergency Response Kit (ERK) for the California Specialized Training Institute (CSTI) certified Hazardous Materials Training sites at the Fire Department's McClellan training site. The emergency response kits will allow us to provide critical hazmat training to responders in Sacramento, the region, and the state.

Financial Considerations: On February 27, 2024, Council approved Resolution No. 2024-0059 to accept $71,280 from the 2022 Hazardous Materials Emergency Preparedness (HMEP) grant award from the California Office of Emergency Services and to establish the 2022 HMEP grant (G12930700) along with the revenue and expenditure budget.

Staff recommends establishing a resolution to accept the additional $29,000 grant award and to adjust the revenue and expenditure budget of the 2022 HMEP Grant project (G12903700) by $29,000 for a total award amount of $100,280 in the Operating Grant Fund (Fund 2702).

In accordance with the terms of the grant program, CalOES 2022-23 HMEP Planning Subgrant Guide, and Award letter, these state funds must be used to supplement existing operational resources. Grant funds shall not replace or supplant non-state funds that have been appropriated for the same purpose. There is no grant match required. This grant will provide funding for the Fire Department to purchase one Midland Emergency Response Kit and one Indian Springs Emergency Response Kit dedicated to Hazardous materials training for the Fire Department's special operations unit.
