Description/Analysis
Issue Detail: On September 3, 2019, a California Task Force Seven (CA-TF7) Red Incident Support Team (IST) representative was activated by the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA), followed by California Task Force Seven (CA-TF7) Type 3 team. As the sponsoring agency for the CA-TF7 Urban Search and Rescue (US&R) program, the City of Sacramento (Fire Department) is responsible for providing trained personnel to staff positions on federal task force teams and incident support teams. As a result of this deployment, the City must accept and/or sign the DHS/FEMA Assistance Award/Amendment contracts (EMW-2018- CA-USR-0008, Amendment M026, and EMW-2023-CA-USR-0008, Amendment M004) in the amount of $433,311to receive the final reimbursement for costs associated with deployment activities.

File ID: 2024-00881 4/30/2024 Consent Item 11.

On January 5, 2021, the City Council authorized the execution of Amendments M001, M002, and M003 to DHS/FEMA Assistance Award/Amendment No. EMW-2018-CA-USR-0008 in the total amount of $592,400 for the Hurricane Dorian deployment. Final reimbursement payments are now being distributed from FEMA for the Hurricane Dorian deployment, and two additional amendments were issued, including Amendment M026 to EMW-2018-CA-USR-0008 and Amendment M004 to EMW-2023-CA-USR-0008. M026 de-obligates $500,000 and Amendment 004 re-obligates $433,311.

This reimbursement process was completed following a change in DHS/FEMA Assistance Award contracts (from EMW-2018-CA-USR-0008 to EMW-2023-CA-USR-0008).

Policy Considerations: Acceptance of the federal US&R funding is consistent with City Council action relative to state and federal grant awards.

Economic Impacts: None.

Environmental Considerations: Ongoing administrative maintenance activities, such as purchases of supplies, equipment, or materials that are not made for purposes of a public construction project, do not constitute a “project” and are exempt from the California Environmental Quality Act (CEQA) CEQA Guidelines, Section 15061(b) (3), 15378(b) (2).

Sustainability: There are no sustainability considerations applicable to the acceptance of federal funding reimbursing DHS/FEMA directed activities.

Commission/Committee Action: Not Applicable.

Rationale for Recommendation: DHS/FEMA Assistance Award/Amendment contract EMW-2023- CA-USR-0008, Amendment M004 in the amount of $433,311 must be signed and submitted to DHS/FEMA to receive reimbursement for costs associated with Hurricane Dorian. DHS/FEMA Assistance Award/Amendment contract EMW-2018-CA-USR-0008, Amendment M026 does not need to be signed and submitted to DHS/FEMA.

Financial Considerations: There has not been and will continue to not be any impact to the City general fund. As the sponsoring agency, the City of Sacramento incurs costs related to activating the CA-TF7 US&R Team; and DHS/FEMA reimburses expenses directly related to these deployment activities. These amendments allow DHS/FEMA to de-obligate $500,000 from the expired Assistance Award/Amendment contract EMW-2018-CA-USR-0008 and obligate $433,311 of federal funds under the new contract EMW-2023-CA-USR-0008 to cover labor and equipment expenses incurred by the City for activities associated with Hurricane Dorian. Staff recommends the CA-TF7 US&R Team Hurricane Dorian operating grant project (G12704000) be adjusted with revenue and expenditure budgets in the total amount of $525,711 in the Operating Grant Fund (Fund 2702). This total amount includes Amendment M004 to EMW-2023-CA-USR-0008 in the amount of $433,311, Amendment M026 to EMW-2018-CA-USR-0008 de-obligating $500,000, and the previously approved Amendments M001, M002, and M003 to EMW-2018-CA-USR-0008 in the total amount of $592,400.

Local Business Enterprise (LBE): Not Applicable.
