1-Description/Analysis
Description/Analysis
Issue Detail: City departments have an ongoing need for janitorial supplies, including restroom paper supplies and other cleaning supplies and equipment. The Procurement Division offers three janitorial supplies contracts which departments may use. These contracts expire at the end of December 2024. New contracts need to be awarded to ensure delivery of supplies.

Policy Considerations: The recommendations in this report are in accordance with the provisions of City Code 3.56 regarding contracts for the purchase of supplies.

Environmental Considerations:

California Environmental Quality Act (CEQA): This report concerns administrative activities and governmental fiscal activities that do not constitute a “project” as defined by the CEQA Guidelines Sections 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA (CEQA Guidelines Section 15060(c)(3)).

Sustainability: The contractors will follow the City’s Sustainable Purchasing Policy.

Recycled products will meet or exceed City and State requirements for sustainability.

Commission/Committee Action: None.

Rationale for Recommendation: The Request for Proposal method will allow City staff to consider cooperative contracts for these supplies and to consider other criteria, such as ease of ordering, delivery schedules, and reporting requirements. Many cooperative contracts are nationally solicited and allow a wider range of products at a lower cost than what could possibly be obtained locally through a bid process.

Financial Considerations: Funding for these contracts will be included in FY2024/25 operating budgets and/or capital improvement program budgets of the departments that require these goods, subject to Council budget approval.

Local Business Enterprise (LBE): A 5% LBE preference will be offered to those firms that meet LBE requirements.
