Description/Analysis
Issue Detail: The Sacramento Area Council of Governments (SACOG) requires agencies to submit an annual “claim” to get reimbursement for state Transportation Development Act (TDA) funds that are administered by SACOG and allocated to individual agencies based on population. TDA funds are primarily intended for transit purposes; Ninety-eight percent of the City of the Sacramento’s allocation is provided to the Sacramento Regional Transit District to provide transit services The remaining 2% is eligible to be used for bicycle and pedestrian facilities and maintenance. The City budgets this share of TDA based on fund estimates to specific projects annually as part of the Capital Improvement Program.

For FY2023/24, the City budgeted $200,000 of TDA for the Active Transportation Program (T15180400) to be used for capital improvements. This funding is typically transferred to specific active transportation projects, usually to leverage grant funds. Another $200,000 was budgeted in the Pedestrian and Bike Trail Repair and Maintenance Program (K15222100). This funding is used to provide maintenance and repair of existing bike trails.

In April 2024, SACOG revised its estimates to increase the expected funds available. Based on updated revenue estimates for Fiscal Year (FY) 2023/24, a total of $643,168 may be claimed for reimbursement, higher than the amount that was originally budgeted. Only funding spent can be submitted for reimbursement; some funds can be budgeted but not yet fully expended during the fiscal year.

In order to implement all TDA funding and spend it so the City can seek reimbursement, staff recommends adding TDA funds to two current trail projects to free up other local dollars. The New Measure A funds will then be added to the Active Transportation Program and assist in providing some additional funding to address the enormous backlog in bikeway projects and address inflationary cost increases in existing projects.

Policy Considerations: Providing bike and pedestrian facilities to promote alternative transportation needs is consistent with the City’s General Plan goals for an integrated, multi-modal transportation system that offers attractive choices among modes including pedestrian paths, public transportation, roadways, bikeways, rail, waterways, and aviation. This action is consistent with the City’s Bikeway Master Plan.

Economic Impacts: Not applicable.

Environmental Considerations:

California Environmental Quality Act (CEQA): This action is an administrative activity and is not a project under CEQA Guidelines (Title 14 Cal. Code Reg. §15000 et seq.) § 15378 (b)(4).

CEQA review for specific projects funded with TDA funds will be or has been performed as part of project implementation.

Sustainability: This funding is used to support pedestrian and bicycle projects. Additional active

transportation facilities support non-automobile trips, reducing air pollution and greenhouse gas emissions.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: To receive reimbursement for the City’s expenditure of its allocation of TDA funds, SACOG requires a claim package to be submitted including a Resolution approved by the City Council authorizing the filing of a claim. To claim all available funds, staff recommends the budgetary adjustments included in this report.

Financial Considerations: In order to spend its FY2023/24 allocation of $243,168 in TDA revenues over what was originally budgeted, these funds will be added to existing projects to free up New Measure A funds. This will result in no net change in South Sacramento Parkway Trail West Project (K15155000) or the Two Rivers Trail Phase II Project (K15125000) budgets. The released New Measure A budget will be reallocated to the Active Transportation Program (T15180400) to support additional pedestrian and bicycle improvements. The following table shows the proposed budgetary changes:

Project TDA (Fund 2013) New Measure A
(F2039)
South Sac Parkway Trail West (K15155000) $176,884 ($176,884) Two Rivers Trail Phase II (K15125000) $38, 891 ($38,891) Active Transportation Program (T15180400) $27,393
Total $243,168 ($215,775)
Sufficient funding is available to complete the transfer of $176,884 (New Measure A, Safety, Pedestrian, and Bicycle Fund, Fund 2039) from the expenditure budget in the South Sacramento Parkway Trail West Project (K15155000) and $38,891 (New Measure A, Safety, Pedestrian, and Bicycle Fund, Fund 2039) from the expenditure budget in the Two Rivers Trail Phase II Project (K15125000) to the Active Transportation Program (T15180400).
