1-Description/Analysis
Description/Analysis
Issue Detail: Homelessness is an issue that impacts communities without regard to geographic or political boundaries and for which there is no single answer or approach. Shelters play a significant role in addressing homelessness and as such it is necessary to create a systemic approach to addressing homelessness which includes low to no barrier crisis shelters. The City of Sacramento recognizes the important role that such shelters play in helping move people out of homelessness and into permanent housing.

The number of unsheltered persons in Sacramento has increased despite significant investment by the City, Sacramento County, the Sacramento Housing and Redevelopment Agency (SHRA), Sacramento Steps Forward and numerous partners. The humanitarian crisis impacts those who are living outdoors and the entire community including residents, businesses, and visitors and there is an urgent need to act to bring more people indoors. According to the 2022 Sacramento Point-In-Time (PIT) Count released by the Sacramento County Continuum of Care, the County of Sacramento had a homeless population of 9,278, an increase of 67% since 2019.

On March 12, 2024, the City Council adopted Resolution No. 2024-0070, which authorized the City Manager, or the City Manager’s designee, to accept the state allocation of $27,053,241 in Homeless Housing, Assistance and Prevention Round 5 (HHAP-5) grant funds, which includes $16,683,658 in Interim Housing funds.

The City Code requires the City to award new contracts through a competitive bidding process or to request City Council approval for suspension of competitive bidding to allow for the use of an alternative selection process. The City’s current agreements for Motels in the City Motel Shelter Program expire on June 30, 2024.

Understanding the need to continue to provide vital shelter services for families through the City Motel Shelter Program, it is in the City’s best interest to suspend competitive bidding and issue a RFP for Motel Sites for the City Motel Shelter Program to be awarded in July 2024.

Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56.

Economic Impacts: None.

Environmental Considerations: This report concerns administrative activities that will not have a significant effect on the environment and does not constitute a “project” as defined by the CEQA [CEQA Sections 15061(b)(3) and 15378(b)(2)].

Sustainability: None.

Commission/Committee Action: None.

Rationale for Recommendation: Award through an RFP process, rather than a competitive bidding process, will allow the City to consider factors other than the lowest price. Special attention will be paid to the amenities, condition, location, and proximity of the Motels to necessary services. All these factors will be used to determine the top-ranked proposer(s). The scores will be totaled, and the highest-ranking proposer(s) will be asked to enter contract negotiations with the City. Final contract approval will be granted by the City Council at a future Council meeting.

Financial Considerations: Funding for the City Motel Shelter Program will come from the Homeless Housing, Assistance and Prevention Round 4 (HHAP-4) grant funds and Homeless Housing, Assistance and Prevention Round 5 (HHAP-5) grant funds.

Local Business Enterprise (LBE): There will be an additional five preference points awarded to all firms that qualify as an LBE.
