1-Description/Analysis
Additional Description/Analysis
Issue Detail: In 2021, City Council affirmed City of Sacramento Charter Section 71 that states the city clerk shall act as secretary of the city council and all other boards, commissions, and agencies of the city. The Office of the City Clerk was directed to assume legislative support responsibilities of all city boards, commissions, and committees (commissions) and to create consistency among these legislative bodies, working to increase public participation, and to foster collaboration between commissions and the City Council.

In 2022, the City Council amended Sacramento City Code Chapter 2.40, Boards and Commissions Generally. This chapter, among other things, made consistent commissioner terms, chair/vice chairperson roles and rotation, the role of the City Clerk and City Attorney, and mandated that the City Clerk shall review and report on the status of commissions to the Personnel and Public Employees (P&PE) Committee.

In 2023 the City Council directed the City Clerk to add a youth commissioner to city established boards, commissions, and committees as appropriate.

In order to add a youth commissioner and remove any duplicate provisions or inconsistencies with city code, we will be bringing to P&PE recommended amendments to the code that establishes and defines each city board, commission, or committee. This report is intended to give the P&PE Committee an update on this effort.
