Description/Analysis
Issue Detail: The City of Sacramento contracted with CSG Consultants Inc. in March 2022 for Interim Building Official services on an as needed basis to provide leadership and administrative services during the recruitment of a permanent Chief Building Official.

After multiple attempts to recruit and hire for the position, the lack of salary competitiveness remains a barrier. The results of the City’s classification and compensation study may affect the future salary range for the Chief Building Official and improve the recruitment efforts to successfully hire a permanent Chief Building Official. Staff in Community Development and Human Resources are working to launch a new recruitment for Chief Building Official as soon as possible.

While the Chief Building Official position remains vacant, it is recommended that the city continues to

have CSG Consultants, Inc. provide Interim Building Official services. Staff is requesting the authorization to execute Supplemental Agreement No. 5 for $181,000 for ongoing Interim Building Official services and to extend the time of performance through June 30, 2025.

Policy Considerations: 1) The supplemental agreement exceeds the City Manager’s authority and requires City Council approval in conformance with City Code 3.64.040.A.1.c: City council approval is required for a supplemental agreement that increases the agreement amount by more than $25,000 for contracts originally awarded for an amount less than $250,000. 2) As provided above, there have been multiple attempts to recruit and hire for this position through a competitive process. However, the lack of salary competitiveness remains a barrier. Also, after two years of providing consistent Interim Building Official services, it would be disruptive to the organization’s structure to change service providers. Therefore, a competitive process was not used for this contract extension. 3) This recommendation is in accordance with the Professional Services procurement policy 4102.

Economic Impacts: Not applicable.

Environmental Considerations: Not applicable. This is exempt from the California Environmental Quality Act (CEQA) because it does not have the potential for causing a significant effect on the environment. (CEQA Guidelines §15061(b)(3)).

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: CSG Consultants, Inc. has extensive experience providing interim building official services to California local governments and is available on short notice to provide the required services, which are necessary during the recruitment process for a new Chief Building Official.

Financial Considerations: There is sufficient funding in the Fiscal Year (FY) 2024/25 Community Development Department operating budget to fund Supplemental Agreement No. 5 with CSG Consultants, Inc.

Local Business Enterprise (LBE): CSG Consultants, Inc. is a qualified LBE.

Background: City Agreement PRC001790 was executed in March 2022 with CSG Consultants, Inc. in the amount of $85,000 for Interim Building Official services from March 1, 2022, to August 31, 2022. Subsequently, four supplemental agreements were approved for continuation of services due to the unsuccessful recruitment of the Chief Building Official.

through February 28, 2023, and to increase the contract amount by $40,000 for a new contract total of $125,000.

Supplemental Agreement No. 2 was approved in November 2022 to extend the time of performance through July 31, 2023, and to increase the contract by $124,000 for a new contract total of $249,000.

Supplemental Agreement No. 3 was approved in June 2023 to extend the time of performance through October 31, 2023.

Supplemental Agreement No. 4 was approved by City Council with motion 2023-0249 to extend the time of performance through June 30, 2024, and to increase the contract by $160,000 for a new contract total of $409,000.
