1-Description/Analysis
2-Contract- Madsen Roofing & Waterproofing, Inc.

Description/Analysis
Issue Detail: The existing roof at Belle Cooledge Library is beyond its useful life and needs to be replaced. The recommended contract with Madsen Roofing and Waterproofing, Inc. will include re- roofing the building with a single-ply Thermoplastic, Tri-Polymer Alloy Single Ply Roof (TPA) membrane system. The re-roof will include new flashings, new roof boards, and installation of new skirts metal flashings at roof curbs to tie into the new stucco and HVAC systems that will be installed simultaneously.

Policy Considerations: The recommendations in this report are in accordance with the provisions of the City Code Chapter 3.60, which requires City Council approval for contracts over $250,000 or more. On May 30, 2023, the City Council passed Motion No. 2023-0131 suspending competitive bidding in the best interest of the City to establish a qualified On-Call Services list for Public Facilities.

Page 1 of 3 ends

File ID: 2024-01007 5/21/2024 Consent Item 3.

Economic Impacts: The recommended contract is expected to create 2.42 jobs (1.54 direct jobs and 0.88 job through indirect and induced activities) and create $319,321 in total economic output ($204,693 of direct output and another $114,628 of output in indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations:

California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in this report involve the repair of an existing structure with no expansion beyond the previously existing level of use and are therefore considered to be an exempt project or activity in accordance with Section 15301 of the CEQA Guidelines.

Sustainability: None.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: On January 11, 2023, the Department of Public Works issued Request for Qualification (RFQ) No. Q23014541001 for On Call (Various) Trade Opportunity. One of the categories that was requested as part of this process was Roofing/Roof Cleaning/Debris Removal and Repair Services. On May 30, 2023, City Council passed Motion No. 2023-0131 suspending competitive bidding in the best interest of the City to establish a qualified On- Call Contactor Services List for Public Facilities. Madsen Roofing and Waterproofing, Inc. was included in the list of qualified On-Call Contractors for the services of Roofing. The establishment of the list of qualified On Call Contractors was created to provide timely services, when specialized work is required, or when operations of essential facilities are being interrupted. The City does not have staff that can perform this specialized activity. Timely treatment of the roof will prevent potential further deterioration and leaking.

Work is anticipated to begin in May of 2024 with completion by July of 2024.

Financial Considerations: Sufficient funding exists within the City Facility Reinvestment Program (C13900000) to award a construction contract to Madsen Roofing and Waterproofing, Inc. in an amount not to exceed $326,998 ($217,999, Fund 3704 and $108,999, Fund 1001) for the Belle Cooledge Library Roof Replacement Project.

Page 2 of 3 ends

File ID: 2024-01007 5/21/2024 Consent Item 3.

The majority of the funding for this project comes as a result of a successful first round of the Building Forward Library Infrastructure Grant Program (Other Capital Grants, Fund 3704).

Due to the forecasted structural budget gap, the City Manager has directed City departments to minimize costs and for all new contracts to receive an additional level of scrutiny to ensure they are necessary for the operation of the City. This contract has been reviewed and approved by the City Manager’s Office to advance to Council for approval.

Local Business Enterprise (LBE): Madsen Roofing and Waterproofing, Inc. is an LBE.
