Garden Project is expected to be completed in Winter 2024.

Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required to enter into construction agreements over $250,000. Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City. This is also part of the Park Development Process for park planning as stated in the 2005-2010 Parks and Recreation Plan.

Economic Impacts: The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

The park construction project, in the amount of $460,404 is expected to create 1.84 jobs (1.06 direct jobs and 0.78 indirect jobs through indirect and induced activities). Furthermore, it will create $284,270 in total economic output ($179,177 of direct output and $105,093 of output through indirect and induced activities).

Environmental Considerations: The Environmental Planning Services Division has reviewed this project and determined that it is exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA Guidelines Class 1, Section Number 15301, Existing Facilities, Class 3, Section Number 15303, New Construction or Conversion of Small Structures and Class 11, Section Number 15311, Accessory Structures. The project includes development of the various park features and involves a limited number of new, small facilities and structures and installation of visitor-serving amenities. No significant effect would occur.

Sustainability: The proposed Park Site Amenities Plan have been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2035 General Plan, the 2018 YPCE Strategic Plan, and the Parks and Recreation Plan 2005-2010.

The park will advance the goals, policies, and targets of these plans by reducing greenhouse gas emissions and air pollution through the addition of trees, including native and drought-tolerant plantings, and improving the health of all residents through access to a diverse mix of wellness activities. Where feasible the design will include products from recycled materials, if available, and tree and shade covering for minimal heat gain to reduce urban heat islands. The park development will include sustainable design and maintenance guidelines, including the City’s Model Water Efficient Landscape Ordinance (MWELO), low impact development (LID) strategies to infiltrate stormwater and reduce run-off, and River Friendly landscaping program practices by using water efficient irrigation upgrades controlled by the centralized irrigation system, and water/energy efficient appliances.

Commission/Committee Action: None.

Rationale for Recommendation: The formal bidding process for the Wood Park Community Garden Project was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bid was opened on April 10. 2024. Staff received three bids and the result is listed below:

CONTRACTOR Base Bid Additive
Alternate
Total Bid
TJR Resources, Inc. $460,404 $21,884 $482,288
B&M Builders, Inc. $416,419 $25,392 $441,811
Frontline General
Engineering Construction,
Inc.
$467,153 $35,924 $503,077
The low bidder was determined based on the base bid amount. The Engineer’s Estimate for the base bid was $288,806.

B&M Builders, Inc. failed to submit a compliant responsive bid due to incomplete fulfillment of the CDBG requirements. The necessary forms were not fully completed, and Addenda 1 and 2 were neither included nor acknowledged with signatures.

Pursuant to City Code Sections 3.60.020 and 3.60.360 (E), it was determined that TJR Resources, Inc. offered the lowest responsive bid, (based on the base bid) and is a responsible bidder. The contract is recommended to be awarded for the base bid in the amount of $460,404.

Financial Considerations: Additional funding of $80,000 is necessary to complete the project, including awarding construction contract and staff time. Staff recommends City Council approve the fund transfer of $80,000 from the Measure U Park Improvements (L19706000) (Fund 2401) to the Wood Park Community Garden Project (L19208200).

This is an existing park; the annual maintenance and utilities costs are covered in YPCE’s operating budget for maintenance, water, and utility costs for the budget adopted in the applicable fiscal year.

Local Business Enterprise (LBE): The Local Business Enterprise (LBE) percentage is not included as it falls under Community Development Block Grant (CDBG) regulations.
