1-Description/Analysis
Description/Analysis
Issue Detail: The City of Sacramento has an ongoing need for litter abatement and cleanup services at Department of Utilities (DOU) critical facilities.
An increase in the amount of litter, junk, and debris at DOU Water, Wastewater, and Drainage facilities has impacted day-to-day maintenance operations. Cleanup services are needed to remove litter, junk, and debris to maintain the safety of DOU staff, operations of DOU facilities, the level of service provided to citizens, and the overall appearance of the waterways. These critical facilities accumulate significant amounts of waste including, but not limited to, paper trash, bikes, grocery carts, tents, discarded household items, general household appliances, tires, mattresses, and other items related to homeless encampments, etc., and a coordinated effort is necessary for the proper disposal of this waste. Additionally, the abundance of human waste and hypodermic needles found at these sites presents a serious public health risk to DOU staff and increased public health risks to our waterways.

Policy Considerations: The recommendation in this report to suspend competitive bidding in the best interests of the City and use an alternative procurement process are in accordance with City Code Chapter 3.56.230
Economic Impacts: None.
Environmental Considerations: This report concerns administrative activities that will not have a significant effect on the environment and does not constitute a “project” as defined by the California Environmental Quality Act (CEQA) [CEQA Sections 15061(b)(3) and 15378(b)(2)].
Sustainability: None.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: Due to reporting and funding requirements, it is important to ensure operating records, including the types, locations, and amounts of materials collected, are maintained by the Contractor to ensure compliance with regulatory and grant guidelines. Using an RFP process ensures that this documentation requirement is detailed early in the procurement process and enforceable. Awarding through an RFP process, rather than a competitive bidding process, will also allow the City to consider factors other than the lowest price. The contractor’s experience, availability of staff and equipment, and pricing will be used to determine the top-ranked proposer(s). The scores will be totaled, and the highest-ranking proposer(s) will be asked to enter into contract negotiations with the City. Final contract approval will be granted by the City Council at a future Council meeting.
Financial Considerations: The recommendations in this report do not result in any financial impact to the City. Upon approval of this recommendation, staff will proceed with the RFP process and return to City Council.
Local Business Enterprise (LBE): Pursuant to City Code 3.60.270, there will be a Local Business Enterprise Participation Requirement for this solicitation.
